CALL TO ORDER ROLL CALL PRESENT: Commission Chair Ajello Commission Vice Chair Summers Commissioner Bestian — ABSENT Commissioner Bhence Commissioner Harper Commissioner Shakespeare — ABSENT Commissioner Youngerman STAFF PRESENT: Director of Public Works, Nick Mangkalakiri Traffic Engineer, David Roseman Assistant City Engineer, Tony An Engineering Aide, Eric Dong Commission Secretary, Norma Vera PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Commission Chair Ajello. INTRODUCTION _OF_MAYOR MEDNO Mayor Medrano introduced himself to the Commission and he thanked the Commission for their work. O ` r L COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Traffic Commission) Mr. Corwin Brown, Garden Grove resident, spoke to the Commission about speeding concerns along Springdale/Holder and he asked if the City had completed a traffic survey in the area recently. Discussion ensued between Mr. Brown and the Commission about his inquiry, and staff provided Mr. Brown with the Traffic Engineer's business card. Sunny, a Cypress resident, spoke to the Commission about Cypress High School speeding concerns and parking issues on her street. Staff provided Sunny with the Traffic Engineer's business card. 1 Cypress Traffic Commission Minutes February 17, 2026 1. Approve Minutes — Special Meeting of December 9, 2025 It was moved by Commissioner Youngerman and seconded by Commissioner Bhence to approve the minutes of December 9, 2025, as presented. Motion was carried by the following roll call vote: AYES: 4 NOES: 0 ABSTAIN: 1 ABSENT: 2 COMMISSIONERS: COMMISSIONERS: COMMISSIONERS: COMMISSIONERS: Bhence, Harper, Summers, and Youngerman None Ajello Bestian and Shakespeare 2. Request to Install 1 -Hour Parking on Lincoln Avenue The Traffic Engineer provided an overview of the matter to the Commission. He indicated that he had received a request from a representative of a business located on the south side of Lincoln Avenue east of Grindlay Street requesting assistance in addressing a lack of street parking for customers. The representative indicated that routinely the business located at 5302 — 5272 Lincoln Avenue has vehicles parked on the street for extended periods of time. Additionally, there is a residence located at 5332 Lincoln Avenue that has multiple cars parked on the street throughout the business day. The overflow of long-term street parking from the two properties limits the available on -street parking for customers of the other businesses on the block. There are eight properties on the south side of Lincoln Avenue between Grindlay Street and Watson Street. The property located on the corner of Lincoln Avenue and Grindlay Street has no adjacent on -street parking on Lincoln Avenue due to the presence of a red zone at the intersection and several utility obstructions on the sidewalk. Of the remaining seven properties with adjacent on -street parking, representatives of five of those properties, or 71 percent, have signed a petition requesting the installation of 1 -hour parking between the hours of 9 a.m. and 6 p.m. Monday through Saturday. The Traffic Engineer indicated that he believes that the request has merit as a measure to support local businesses. In addition, the request for 1 -hour parking would not be precedent setting since there are other blocks along Lincoln Avenue that have time restricted parking. Therefore, based on the strong business support expressed through the petition process, the Traffic Engineer recommends granting the business' request for the installation of 1 -hour parking signs. Should the Traffic Commission concur, the posting of requested parking signs could be implemented in approximately 90 days. Mr. Raymond Navarro business owner on Lincoln Avenue spoke to the commission about his concerns — He would like parking along Lincoln Avenue for customers doing regular business. Mr. Adam Nasry spoke to the Commission about his proposed residential project, which is located on the block in question. He also expressed his concerns that the proposed parking 2 Cypress Traffic Commission Minutes February 17, 2026 change would be incompatible with his project since no off-street visitor parking is being provided. Discussion ensued between the Commission and Mr. Nasry. After some discussion, it was moved by Chair Ajello and seconded by Commissioner Bhence to concur with the Traffic Engineer's recommendation to install 1 -hour parking between the hours of 9 a.m. and 6 p.m. except Sundays and Holidays signs on the south side of Lincoln Avenue between Grindlay Street and Watson Street. In addition, the motion also requested that the matter be revisited and brought back to the Commission after Mr. Nasry's residential development at 5272 — 5302 Lincoln Avenue is complete and occupied.
