ORAL COMMUNICATIONS
This portion of the meeting is set aside for public comments regarding any matter within the
jurisdiction of the City Council. Comments on non-agenda items will be heard at this time.
Comments related to a specific agenda item will be heard following the staff report for that item
and prior to the City Council action, unless the speaker prefers to make the comment during the
general public comment period. The City Council cannot discuss or take action on matters not
on the agenda for this meeting, but Council members may provide brief responses. Please
complete a Speaker’s Card to address the City Council in-person. Please follow the instructions
at the end of the agenda and wait for the Mayor or City Clerk to call on you to address the City
Council virtually. Speakers providing in-person comments will be called first. Time allotted for
public comment (subject to change by the presiding officer).

CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a Council

1.Adopt a Resolution Calling on the California State Legislature to Introduce and
Pass Legislation to "End Child Marriage Under 18, No Exceptions"

Recommendation: It is recommended that the City Council adopt the attached
resolution, which was the subject of City Council deliberation on March 10, 2026,
entitled, A Resolution of the City Council of the City of Cypress Announcing its
Commitment to End Child Marriage by Calling for an “18 No Exceptions” Law.
2.Approve Minutes of the Regular City Council Meetings held on February 9, 2026
and February 23, 2026 and the Special City Council Meeting held on February 17,
2026

7.Approve the Purchase and Upfitting of Eight Replacement Public Works

Recommendation:
1. Approve the Purchase and Upfitting of Eight Replacement Public Works
Maintenance Vehicles for an Amount Not to Exceed $639,755.07, plus a 5%
Contingency from National Auto Fleet Group, Utilizing Cooperative Purchasing through
Sourcewell Contract 081325-NAF; and
2. Authorize an Appropriation Increase in the Amount of $57,743 in the City's Capital
Replacement Fund (Fund 721) for the Purchase of the Vehicles.

8.Accept the Senior Center Exterior Doors Replacement, Project 396

Recommendation:
1. Accept the Senior Center Exterior Doors Replacement, Project 396, in the amount
of $249,648 and approve final payment of $12,482.40 to Genesis Builders, Inc.; and
2. Authorize the City Clerk to file a Notice of Completion with County Recorder.
PUBLIC HEARINGS

by those joining virtually. The Mayor or City Clerk will call on you to address the City Council. All

9.Approve Conditional Use Permit No. 2026-01 for the Expansion of a Restaurant
with Alcohol Sales at 5721 Lincoln Avenue, Suites E and F

Recommendation: Adopt a Resolution approving Conditional Use Permit No. 2026-01
and confirming the project is exempt from the California Environmental Quality Act.

Impoundment Procedure for Unlawful Dumping

Members of the public can participate in the City Council meeting in the following ways:
1. Attend In-Person. First-come, first-served seating is available. All attendees must be free of
any symptoms associated with contagious illnesses.
2. Attend Virtually via Webinar. Follow this
link: https://attendee.gotowebinar.com/register/6249337573849701205. Advanced registration
is recommended. Kindly mute television or streaming devices you may have on in the
background so you can hear when you are queued to speak in real time. This helps avoid
delays caused by the meeting’s 10-second broadcast delay.
The public may address the City Council virtually during Oral Communications on Agenda
Items and Public Hearings. Virtual participants must click the 'hand raise' button prior to the end
of the first in-person speaker to indicate they wish to address the City Council. Upon clicking
the 'hand raise' button, please unmute your microphone and wait for the Mayor/City Clerk to call
on you.

3. Submit Public Comments Prior to the Meeting. The public may submit comments via email
to cityclerk@cypressca.org. Comments submitted by 3:00 p.m. on the day of the meeting will
be added to the meeting record.

36 or on the City's website at www.cypressca.org/watchlive.
5. Listen to the Meeting. Listen-only teleconferencing is available by calling (914) 614-3221
and entering Access Code 769-971-148. No registration or audio pin is necessary.
INVOCATION POLICY
The City Council does not endorse the content of the invocation and does not endorse the
invocational speaker’s particular faith, belief and/or religious denomination. The City Council
has an established neutral policy for selecting and scheduling invocational speakers. The City
Council’s policy on invocations is available from the City Clerk.
