ORAL COMMUNICATIONS
This portion of the meeting is set aside for public comments regarding any matter within the
jurisdiction of the City Council. Comments on non-agenda items will be heard at this time.
Comments related to a specific agenda item will be heard following the staff report for that item
and prior to the City Council action, unless the speaker prefers to make the comment during the
general public comment period. The City Council cannot discuss or take action on matters not
on the agenda for this meeting, but Council members may provide brief responses. Please
complete a Speaker’s Card to address the City Council in-person. Please follow the instructions
at the end of the agenda and wait for the Mayor or City Clerk to call on you to address the City
Council virtually. Speakers providing in-person comments will be called first. Time allotted for
public comment (subject to change by the presiding officer).

All matters listed on the Consent Calendar are to be approved with one motion unless a Council
Member requests separate action on a specific item. Council Members voting no or abstaining
on a Consent Calendar item may do so without removing the item from the Consent Calendar.
1.Approval to Submit Application for Recognition by Caltrans as a "Clean
California Community"

Recommendation: Authorize the Mayor to electronically submit the pledge as
described in the attached application.
2.Appointment of City Treasurer
Prepared by: Stephanie Sikkema, Director of Finance and Administrative Services
Recommendation: Approve the appointment of Stephanie Sikkema, Director of
Finance and Administrative Services, as Treasurer of the City of Cypress effective
March 17, 2026.
3.Approve an Agreement for On-Call Solid Waste Consulting Services
Prepared by: Nick Mangkalakiri, Director of Public Works
Recommendation:
1. Approve an agreement with CityGreen Consulting, LLC, for on-call solid waste
consulting services; and
2. Authorize the City Manager to approve annual task orders under this Agreement, in
an amount not to exceed the adopted annual budget for solid waste consulting
services.

4.Approve an Agreement for On-Call Stormwater/Water Quality and Fats, Oils, and
Grease (FOG) Program Management, Plan Review and Inspection Services

Recommendation:
1. Approve an agreement with Charles Abbott Associates, Inc. for on-call
Stormwater/Water Quality and Fats, Oils, and Grease (FOG) program management,
plan review and inspection services; and
2. Authorize the City Manager to approve annual task orders under this agreement, in
an amount not to exceed the adopted annual budget for stormwater/water quality and
FOG services.
5.Accept the Arnold Cypress Park Rehabilitation, Project 308
Prepared by: Nick Mangkalakiri, Director of Public Works
Recommendation:
1. Accept the Arnold Cypress Park Rehabilitation, Project 308, in the amount of
$29,739,898.14 and approve the final payment of $350,000 to Los Angeles
Engineering, Inc.; and
2. Authorize the City Clerk to file a Notice of Completion with County Recorder.
6.Approve Updates to the Contribution Policy for Non-Profit Organizations
Prepared by: Jeff Draper, Director of Recreation and Community Services
Recommendation: Approve Updates to the Contribution Policy for Non-Profit
Organizations.
7.Approve Short-Term Amended and Restated Agreements with Cypress School
District for Community Park Sites at Damron and Vessels School Properties
Prepared by: Jeff Draper, Director of Recreation and Community Services
Recommendation:
1. Approve an amended and restated joint use agreement with Cypress School District
for a community park site at 5400 Myra Avenue, Cypress known as the former Damron
School Site; and
2. Approve an amended and restated joint use agreement with Cypress School District
for a community park site at 5900 Cathy Avenue, Cypress located next to Frank
Vessels Elementary School.

the City will initiate and respond to media concerning city operations and City Council
policy deliberations/decisions.

11.Discussion of Mayor Pro Tem Chang's Proposal to Consider Adopting a
Resolution Announcing Its Commitment to End Child Marriage

Recommendation: Discuss Mayor Pro Tem Chang's suggestion to ask staff to
prepare a resolution announcing the City of Cypress' commitment to end child
marriage by calling for a state “18 NO EXCEPTIONS” law.

ADJOURNMENT
The next meeting will be an adjourned Regular Meeting, to be held on Tuesday, March 24,
2026, beginning at 5:30 p.m. in the Executive Board Room. Council Members and the public
should promptly exit the meeting room following adjournment.

Members of the public can participate in the City Council meeting in the following ways:
1. Attend In-Person. First-come, first-served seating is available. All attendees must be free of
any symptoms associated with contagious illnesses.
2. Attend Virtually via Webinar. Follow this link:

recommended. Kindly mute television or streaming devices you may have on in the background
so you can hear when you are queued to speak in real time. This helps avoid delays caused by
the meeting’s 10-second broadcast delay.
The public may address the City Council virtually during Oral Communications on Agenda
Items and Public Hearings. Virtual participants must click the 'hand raise' button prior to the end
of the first in-person speaker to indicate they wish to address the City Council. Upon clicking
the 'hand raise' button, please unmute your microphone and wait for the Mayor/City Clerk to call
on you.

3. Submit Public Comments Prior to the Meeting. The public may submit comments via email
to cityclerk@cypressca.org. Comments submitted by 3:00 p.m. on the day of the meeting will
be added to the meeting record.

36 or on the City's website at www.cypressca.org/watchlive.
5. Listen to the Meeting. Listen-only teleconferencing is available by calling (415)
655-0060 and entering Access Code 735-683-970. No registration or audio pin is necessary.
INVOCATION POLICY
The City Council does not endorse the content of the invocation and does not endorse the
invocational speaker’s particular faith, belief and/or religious denomination. The City Council
has an established neutral policy for selecting and scheduling invocational speakers. The City
Council’s policy on invocations is available from the City Clerk.
