HomeMy WebLinkAbout04-21-2026 MinutesMINUTES OF A MEETING OF THE CYPRESS RECREATION AND COMMUNITY SERVICES COMMISSION April 21, 2026 The regular meeting of the Cypress Recreation and Community Services Commission was called to order at 6:01 p.m. on Tuesday, April 21, 2026, in the Cypress Community Center Garden Room. PRESENT: Commission Chair Dronkers, Commission Vice Chair Edwards, Commissioners Cervantes, Erbe, and Jackson. Commissioner Logovii arrived at 6:02 p.m. ABSENT: Commissioner Russell Also present, Jeff Draper, Director of Recreation and Community Services; Ian Kokot, Recreation and Community Services Manager PLEDGE OF ALLEGIANCE The pledge of the flag was led by Commission Chair Dronkers WELCOMING OF NEW CITY MANAGER SHANNON DELONG The Director introduced City Manager Shannon DeLong, who provided background on her public sector experience. ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the Commission) None. NEW BUSINESS 1. Approve Minutes — Meeting of March 17, 2026 It was moved by Commissioner Erbe, and seconded by Commissioner Cervantes, to approve the minutes of the March 17, 2026, meeting. Motion was carried by the following roll call vote: AYES: 6 COMMISSIONERS: Cervantes, Dronkers, Edwards, Erbe, Jackson, and Logovii NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Russell 2. Consideration of Pro osed Statue/Scut ture Donation from Friends of C ress Cultural Arts (FOCCA). The Director provided background on the staff report and asked the Commission to provide input for installing two art pieces the ad hoc subcommittee reviewed. Discussion ensued between Commissioners and staff. Following discussion, Commissioner Chair Dronkers made a motion for the Commissioners to approve the placement of "Captured by a Story" at the Civic Center Library. Motion was carried by the following roll call vote: AYES: 6 COMMISSIONERS: Cervantes, Dronkers, Edwards, Erbe, Jackson, and Logovii NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Russell Commission Chair Dronkers made a motion for the Commissioners to hold off approving the placement of "Spiral Harmony" at the Civic Center until more information is provided by FOCCA. Motion was carried by the following roll call vote: AYES: 6 COMMISSIONERS: Cervantes, Dronkers, Edwards, Erbe, Jackson, and Logovii NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Russell STAFF REPORTS AND DISCUSSION: Baroldi S camore Park Ex ''ansion U date The Director reported that four firms were interviewed to lead the outreach and design processes and that staff will be recommending a firm at a future Council meeting. Annual Commission Recruitment The Director reminded of Commissioner recruitment and that those Commissioners whose first terms end June 30 must reapply to serve a second term. The Director reminded of the April 30 Commissioner Appreciation Reception in the Garden Room. OTHER PERTINENT INFORMATION FROM COMMISSION MEMBERS: Commissioner Cervantes: No report. Commissioner Erbe: Praised the pickleball tournament at Arnold Cypress Park and suggested a senior division for the next event. Commissioner Jackson: No report. Commissioner Logovii: No report. Commission Vice Chair Edwards: Congratulated staff on the success of the Egg Hunt and thanked the Director for taking care of the insect problem at the tennis courts.
