A regular in -person meeting of the Cypress Traffic Commission was held at the Senior Center
Conference Room, 9031 Grindlay Street, Cypress, California.
CALL TO ORDER
Due to the absence of Chair Ajello, Vice Chair Bestian assumed the role of Chair and called the
meeting to order at 3:00 p.m.

1. Approve Minutes — Meeting of September 16, 2025
It was moved by Commissioner Youngerman and seconded by Commissioner Summers to
approve the minutes of September 16, 2025, as presented.

2. Election of Chair and Vice Chair for the Traffic Commission
Nominations were opened for Chair. Commission Summers nominated existing Chair Ajello,
and Commissioner Youngerman seconded.
Motion was carried by the following roll call vote:
AYES: 6 COMMISSIONERS: Bestian, Bhence, Harper, Shakespeare, Summers, and
Youngerman
NOES: 0 COMMISSIONERS: None
ABSENT: 1 COMMISSIONERS: Ajello
Nominations were opened for Vice Chair. Commissioner Youngerman nominated
Commissioner Summers and Commissioner Shakespeare seconded.
Motion was carried by the following roll call vote:

Following the reelection of the Chair and the election of a new Vice Chair, Vice Chair Summers
assumed the Chair duties from Commissioner Bestian for the remainder of the meeting.

extended by the Traffic Commission)

NEW BUSINESS
1. Holder Street Speed Zoning Update
The Traffic Engineer addressed the Traffic Commission; indicating that the City of Buena Park
had recently completed a citywide Engineering and Traffic Survey renewal which resulted in
recommendations to change several speed limits in that City. As a part of that renewal process,
Holder Street between Lincoln Avenue and Ball Road, which is jointly owned by the two cities,
was identified for a 5 mph speed limit reduction to 35 mph. The City of Buena Park has
subsequently approved the change and has requested that the City of Cypress take similar
action. The Traffic Engineer has reviewed the matter and concurs with the City of Buena Park's
request to lower the speed limit on Holder Street in the City of Cypress to 35 mph.
After discussion by Commissioners and staff, it was moved by Vice Chair Summers and
seconded by Commissioner Shakespeare to concur with the Traffic Engineer and the City of

Buena Park's request to recommend the establishment of a 35 mph speed limit on Holder Street
between Lincoln Avenue and Ball Road to the City Council.

2. Myra Avenue Speeding Complaint
The Traffic Engineer addressed the Traffic Commission on this matter. He indicated that the
Director of Public Works received correspondence from a resident on Myra Avenue who resides
between Moody Street and Denni Street reporting that motorists routinely travel along Myra
Avenue at speeds exceeding the speed limit. Traffic counts performed by the City's traffic count
vendor at multiple locations confirmed by field observations indicated that the vast majority of
motorists traveling on Myra Avenue are doing so in an appropriate and prudent manner and that
no further traffic controls or other corrective measures are needed.
After some discussion between Commissioners and staff, it was moved by Commissioner
Shakespeare and seconded by Commissioner Youngerman to concur with the Traffic Engineer's
opinion that the existing traffic controls for Myra Avenue are appropriate and sufficient and that
no further study is necessary. The Commission also indicated that they would be willing to hear
from the resident on this matter should he choose to come to a future meeting. The Commission
received and filed the report.

1. Traffic Collision Update — Verbal Report
Police Sergeant Michael McBain, was unavailable; therefore, the report was deferred until the
next meeting.

2. Sustainable Transportation Planning Grants for Active Transportation Plan — Verbal
Report
The Traffic Engineer informed the Commission about the availability of a Caltrans planning grant
and that staff intends on submitting an application to develop an Active Transportation Plan for
the City. There was general consensus among the Commission that applying for a grant would
be a prudent course of action.
COMMISSION MEMBERS REPORTS AND REMARKS
Commissioner Youngerman had the following announcements:
• Mayor's Prayer Breakfast on Thursday, October 23, 2025.
• Quartermania on Saturday, November 1, 2025
• Women's Conference on November 6, 2025
Vice Chair Summers inquired about traffic operations in and around the new school on Cerritos
Avenue. The Traffic Engineer indicated that staff has been working closely with the school
representatives and contractors to complete roadway and traffic related work immediately
adjacent to the campus. The new traffic signal and other offsite improvements will be completed
in 2026. Additionally, staff will be monitoring school arrival and departure times to determine if
any additional measures are needed to enhance traffic and student safety.
ADJOURNMENT
Vice Chair Summers adjourned the meeting of October 21, 2025, at 3:46 p.m. to the regular
meeting of November 18, 2025, at the Senior Center Conference Room at 3 p.m.
