Every agenda for a regular meeting shall include an item of "Oral Communications", during which members of the public shall have an opportunity to address the governing body of the Agency. The time allotted for each speaker shall be a maximum of FIVE MINUTES, and the total amount of the time allotted for oral communications (including comments by member of the public and discussion, if any, of member of the public with members of the governing body of the Agency) shall not exceed ONE HOUR per meeting; provided that the foregoing time limits may be extended by majority vote of the governing body of the Agency members present at the meeting.
