A RESOLUTION OF THE CYPRESS REDEVELOPMENT AGENCY
CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT ON THE
REDEVELOPMENT PLAN FOR THE LOS ALAMITOS RACE TRACK AND
GOLF COURSE REDEVELOPMENT PROJECT AND MAKING CERTAIN
FINDINGS.
WHEREAS, the Planning Agency of the City of Cypress has reviewed
and considered the Draft Environmental Impact Report prepared on the
Redevelopment Plan for the Los Alamitos Race Track and Golf Course
Redevelopment Project (the "Redevelopment Plan"); and
WHEREAS, the Cypress Redevelopment Agency (the "Agency") has
reviewed and considered the Final Environmental Impact Report ("Final
Environmental Impact Report") on the Redevelopment Plan for the Los
Alamitos Race Track and Golf Course Redevelopment Project; and
WHEP~AS, pursuant to notice duly given, the Agency and the City
Council of the City of Cypress have held a full and fair public hearing on the
Redevelopment Plan and Draft Environmental Impact Report.
NOW, THEREFORE, BE IT RESOLVED BY THE CYPRESS
REDEVELOPMENT Agency AS FOLLOWS:
SECTION 1. An Environmental Impact Report was prepared for the
proposed Los Alamitos Race Track and Golf Course Redevelopment Project.
The Agency hereby certifies that the Final Environmental Impact Report for
the Redevelopment Plan as determined herein and incorporated by reference
has been completed in compliance with the California Environmental Quality
Act of 1970 and state and local environmental guidelines and regulations, and
that it has reviewed and considered the Final Environmental Impact Report
and the information contained therein.
SECTION 2. The Agency has considered the Report to the Agency, which
is the report and information required by Health and Safety Code Section
33352, and all testimony for and against adoption of the Los Alamitos Race
Track and Golf Course Redevelopment Project. All objections not incorporated
into the findings of the Agency herein are hereby overruled. A full and fair
public hearing has been held on the Draft Environmental Impact Report on the
Redevelopment Plan for the Los Alamitos Race Track and Golf Course
Redevelopment Project herein incorporated by reference, and the Agency
considered all comments received thereon, which comments and responses
thereto are contained in the Final Environmental Impact Report. The Agency
hereby approves and certifies the said Final Environmental Impact Report as
the Final Environmental Impact Report for the adoption of the Redevelopment
Plan for the Los Alamitos Race Track and Golf Course Redevelopment Project.
SECTION 3. The Agency further finds:
a)
That none of the adverse impacts after mitigation will' have a
significant effect or result in a substantial, or potentially
substantial, adverse effect or adverse change in the environment.
b)
The Agency makes written findings set forth in Section 4 herein.
Based on such findings, the Agency hereby finds that significant
environmental effects have been reduced to an acceptable level in
that all significant environmental effects have been eliminated or
substantially lessened. Based on the foregoing, the Agency finds
and determines that the Los Alamitos Race Track and Golf Course
Redevelopment Project will not have a significant effect on the
environment.
c)
That in the event it is determined that significant environmental
effects are not mitigated or substantially lessened, the Agency
hereby finds it is appropriate to approve and carry out the Los
Alamitos Race Track and Golf Course Redevelopment Project
because of the overriding considerations set forth in Section 4
herein.
SECTION 4. The Agency hereby finds with respect to the adverse
environmental impacts detailed in the Final Environmental Impact Report:
a)
That the adverse environmental impacts associated with the
adoption of the Redevelopment Plan have been considered and
recognized by the Agency.
b)
That comments and responses made during the public hearing of
the Agency and City Council have been considered and recognized
by the Agency.
c)
The Agency finds and determines, pursuant to Title 14 of the
California Administrative Code, Section 15091(a), that changes or
alterations have been required in, or incorporated into, the Project
which avoid or substantially lessen the following potentially
significant environmental effects:
Circulation and Traffic
Impacts and mitigation measures to alleviate impact are
discussed on pages 38-48 of the Draft Environmental Impact
Report, as amended, which discussion is incorporated herein
by reference.
Land Use and Relevant Planning
Impacts and mitigation measures to alleviate impact are
discussed on pages 49-51 of the Draft Environmental Impact

Aesthetics
Impacts and mitigation measures to alleviate impact are

discussed on pages 56-64 of the Draft Environmental Impact
Report, as amended, which discussion is incorporated herein
by reference.
Noise
Impacts and mitigation measures to alleviate impact are
discussed on pages 65-68 of the Draft Environmental Impact
Report, as amended, which discussion is incorporated herein
by reference.
Public Services and Utilities
Impacts and mitigation measures to alleviate impact are
discussed on pages 69-79 of the Draft Environmental Impact
Report, as amended, which discussion is incorporated herein
by reference.
That environmental, economic, social and other considerations and
benefits derived by development of the project make infeasible
project alternatives as follows:
"No Development" Alternative
This alternative would not result in the development of
approximately 74.6 acres for the Cypress Business and
Professional Center Projcect. This alternative involves the
utilization of the project site in its current land use status.
The Project Area would continue to stagnate and decline as
blighting conditions would persist. The existing levels of
blight would be perpetuated, resulting in continued physical
and economic deterioration throughout the redevelopment
areas.
The Agency rejects this alternative because a no development
alternative would not provide the future employment
opportunities which are expected within the proposed Project.
It would also not provide the economic benefits which would
be produced for the City of Cypress.

"No Project/Existing Zoning" Alternative
This alternative would permit developme~t of the project site
under the existing zoning and land use designation of
Public/Semi-Public. Site development according to the
current zoning and land use designation may result in a
variety of uses.In comparison to the Project, this alternative
would also result in the following: traffic impacts would be
lower; existing zoning and land use designation of
Public/Semi-Public uses would be retained; aesthetic impacts
would likely be less than those of the proposed project; vehicle
emission levels would be less; noise impacts on the local area
would be reduced; and the impact upon public services and
utilities would potentially be lessened. However, the Agency
rejected this alternative because a no project alternative
would result in the development of the site without the benefit
of tax increment financing which is intended to alleviate
existing and future deficiencies in the infrastructure.
"Residential Only" Alternative
This alternative would involve development of residential
dwelling units instead of the proposed business park and golf
course. The following would result if this alternative was
adopted: a significant reduction in traffic impacts, as
compared to the proposed project; a General Plan
Amendment, Zone Change and/or Specific Plan would be
required, in order to create buffer regions that would alleviate
negative impacts; less intense, but more extensive, aesthetic
impacts due to the development of a larger area than the
proposed project; a reduction of traffic related air quality
impacts; residential uses would be disturbed by the existing
racetrack activity; a reduction of demands upon public
services and utilities, except for those related to water, sewer
and solid waste disposal, of which would be significantly
greater. This alternative was rejected since it would
eliminate the prospective employment which would be
generated by the proposed project; thereby, eliminating the
opportunity for a better jobs/housing balance within the
region. In addition, this alternative would result in the loss of
significant, positive tax revenues.
"Retail Coramercial Center" Alternative
This alternative would develop a retail commercial center
instead of the proposed business park and golf course. The
following would occur if this alternative was adopted instead
of the proposed development: a significantly greater impact
upon traffic in the project area; a zone and a land use
designation change would be required; additional aesthetic
impacts if built instead of the golf course, and similar impacts
if built instead of the business p~rk; a decrease in air quality;

an increase in noise levels; and an increase in the demand for
public services and utilities, especially those related to the
police and fire departments. This alternative is not
environmentally superior to the proposed project and was
· therefore rejected
"Reduced Density'.' Alternative
This alternative involves the reduction of development by 25%
and, therefore, reducing the environmental impacts of the
proposed project, proportionately. The Reduced Density
Alternative is considered the environmentally superior
alternative. However, the Agency has rejected this
alternative because it would not provide the level of
employment opportunites anticipated from the proposed
project and it would generate less revenue from sales tax and
tax increments.
"Alternative Site" Alternative
This alternative involves the development of the proposed
project on another site of similar size and exposure. However,
the proposed project involves the revitalization of the
abandoned golf course which is locationally specific.
Therefore, this alternative would involve only the proposed
business park. The impacts resulting from the adoption of this
alternative would be similar to those identified for the
proposed project. However, a zone change may not be required
if the alternative site has compatible land use to the proposed
project. Since this alternative is not environmentally superior
to the Project, and it does not provide for the fulfillment of the
basic project objectives of revitalization of the project area, it
has been rejected by the Agency.
SECTION 5. The Agency hereby adopts the mitigation measures
recommended in the EIR and the mitigation monitoring program attached as
Exhibit A to this Resolution to monitor the changes which have been adopted
or made a condition of project approval as described in Section 4 of this
Resolution.
SECTION 6. The Executive Director of the Agency, in cooperation with
the City Clerk of the City of Cypress, is hereby authorized and directed to file a
notice of Determination, pursuant to Title 14 of the California Administrative
Code, Section 15094.

SECTION 7. This resolution shall take effect immediately upon its
adoption.
PASSED AND ADOPTED by the governing body of the Cypress
