CRA 91-08-12 MINUTES OF A MEETING OF THE CYPRESS REDEVELOPMENT AGENCY HELD August 12, 1991 Agency Chairman Bowman called the meeting of the Cypress Redevelopment Agency to order at 9:00 p.m. on Monday, August 12, 1991 in the Cypress City Council Chamber, 5275 Orange Avenue, Cypress, California. PRESENT:Agency Members Age, Kerry, Nicholson, Partin and Bowman ABSENT: None MINUTES: It was moved by Agency Member Kerry and seconded by Agency Member Nicholson to approve the Minutes of June 24, 1991. The motion carried by the following roll call vote: AYES: 5 AGENCY MEMBERS: Age, Kerry, Nicholson, Partin and Bowman NOES: 0 AGENCY MEMBERS: None ABSENT: 0 AGENCY MEMBERS: None CONSIDERATION OF APPRAISAL SERVICES FOR PROPERTY ADJACENT TO THE CYPRESS CIVIC CENTER: The City Manager presented the staff report dated August 7, 1991, which requested Councills authorization to obtain an appraisal of the Erskine family property located adjacent to the Cypress Civic Center in the event the property becomes available for purchase by the Redevelopment Agency. The estimated appraisal cost would not exceed $5,000 for a narrative report, probably closer to $2,500 and the City Manager suggested that the recommendation for appropriation be changed to $2,500 for the appraisal. It was moved by Agency Member Age and seconded by Agency Member Kerry that the Cypress Redevelopment Agency authorize the City Manager to obtain an appraisal of the Erskine property located adjacent to the Cypress Civic Center and appropriate $2,500 from the Civic Center Redevelopment Agency fund balance to Account No. 4189-35-194-06. The motion unanimously carried by the following roll call vote: AYES: 5 AGENCY MEMBERS: Age, Kerry, Nicholson, Partin and Bowman NOES: 0 AGENCY MEMBERS: None ABSENT: 0 AGENCY MEMBERS: None CONSIDERATION OF CONTINUED EMPLOYMENT OF CONSULTANT FOR REDEVELOPMENT SERVICES: The City Manager stated that a workshop session on this item was recommended and requested the Planning Director present the staff report dated August 6, 1991. Ms. Eynon addressed the issues that are coming before the Agency: Civic Center Redevelopment Project Area, Lincoln Avenue Project Area, Los Alamitos Race Track Project Area and housing set-aside funds which will begin accumulating as a result of the development of the Sorrento housing development. A work program should be developed for the redevelopment project areas that will result in improvement to the existing commercial base of the It was moved by Agency Member Nicholson and seconded by Agency Member Kerry to authorize: 1) an amount not to exceed $30,000 be expended for services by GRC, Copenhaver, Inc. for general assistance pertaining to the Civic Center Redevelopment Project Area from Account #4189-35-194.06; 2) an amount not to exceed $10,000 be expended for services by GRC, Copenhaver, Inc. for general assistance pertaining to the Lincoln Avenue Redevelopment Project Area from Account #4189-37-195.06; 3) an amount not to exceed $10,000 be expended for services by GRC, Copenhaver, Inc. for general assistance pertaining to the Los Alamitos Race Track and Golf Course Redevelopment Project Area from Account #4189-38- 197.06; and 4) an amount not to exceed $10,000 be expended for services by GRC, Copenhaver, Inc. for general assistance pertaining to the Housing Set-Aside from Account #4189-36-196.06 with the proviso that a workshop with GRC Copenhaver, Inc. be conducted as soon as possible.
