CYPRESS REDEVELOPMENT AGENCY
HELD
September 16, 1991
An Adjourned Regular meeting of the Cypress Redevelopment Agency was called to
order at 5:10 p.m., Monday, September 16, 1991, in the Administrative
Conference Room, West Wing, Cypress City Hall, 5275 Orange Avenue, Cypress, by
Agency Chairman Walter Bowman.
PRESENT:Agency Members Age, Kerry, Nicholson, Partin and Bowman
ABSENT: None
Also present were City Manager/City Clerk/Executive Director Darrell Essex,
City Attorney Jerry Patterson and staff members Bacock, DeCarlo, Donovan,
Eynon, Storey and Wicker. Also present were Redevelopment Consultants Steve
Copenhaver and Pam Eicholtz representing GRC.
ORAL COMMUNICATIONS:
The City Manager reported that the City experienced a hazardous waste spill
during the first week of September and all agencies have been notified. The
spill appeared to emanate from the service station on the corner of Cerritos
and Moody, gasoline from the tanks leaked into the storm drains and it could
impact some of the neighbors.
The City Manager advised that he is meeting with Briggeman Disposal Co. to
discuss and resolve some of complaints and service requests that the City has
received due to the recycling program. A staff summary will be prepared
outlining some of the items the City is concerned with regarding the program
so far and items that will require Briggeman's attention in the future. He
asked Council to provide any input, comments and suggestions that they wanted
discussed with the disposal company. Councilmember Kerry asked about the
tagging of cans that weren't placed correctly in the street.
Mr. Essex advised that there will be a joint meeting with the Youth Commission
on October 28 starting at 4:30 p.m. He suggested a separate meeting of
Council to discuss employee negotiations on Monday, October 21, 1991 at 5:00
p.m.
Mayor Pro Tem Partin questioned the timing of the left turn signalization on
Valley View Street and Katella Avenue and the Public Works Director will
review and advise.
WORKSHOP SESSION:
Introduction and Purpose of Workshop:
The Executive Director explained the purpose of the workshop was to review
what has been created in terms of the several redevelopment projects. There
was a brief review of what redevelopment is, where the City is in the process
and the powers that are associated with the process. Also, there was
discussion on a two to three year work program that would be undertaken.
Brief Review Regarding Redevelopment Laws and Powers:
Steve Copenhaver read a part of the State definition of "Redevelopment", which
can be construed to mean just about anything and cover almost any type of

Tax increment income is the property tax income that the Redevelopment Agency
receives. After a Redevelopment Project has been formed, the property taxes
that are generated by new development within the project area come to the
Redevelopment Agency rather than all other taxing agencies and that is the
source of income for the Agency.
Redevelopment funds cannot pay for maintenance, rehabilitation and operating
costs. The City does want to have a balanced program.
RECESS: Agency Chairman Bowman recessed the meeting at 6:07 p.m. and
reconvened at 6:15 p.m. with all Agency Members present.
1991,/92,/93 Redevelopment Work Program:
The Redevelopment Consultant, Steve Copenhaver, presented the TEAM report
dated September 13, 1991, which is an attempt to develop a FY 1991/92/93 work
program for the Cypress Redevelopment Agency to accomplish the goals
established by the Agency Board. To date, the Agency's emphasis has been on
a) identifying and adopting project areas; b) negotiating and constructing
public improvements and facilities and c) initiating a senior housing project.
The addition of the Lincoln Avenue and Los Alamitos Race Track and Golf Course
Redevelopment Project areas and the commencement of the Cypress Homes project
assures that the Agency will have a steady future income stream and will
position the Agency to involve itself in economic, marketing and other
redevelopment activities. The Agency's work program for the current fiscal
year should focus on positioning the Agency to expand its current public
improvement efforts into economic and marketing development efforts and to put
efficient management systems in place.
The Executive Director explained that the City has been accomplishing this
with existing staffing and the aid of consultants and at some point that will
change.
Mr. Copenhaver also explained that there are two ways that redevelopment funds
can be lost: 1) if the debt is not established, the County will not release
the funds; and 2) housing money can be lost if it is not spent within a
certain period of time.
The Consultant suggested prioritizing the public improvement projects,
identify the needs and budget the money in each of those areas. There is a
need to determine what is to be done in the way of public improvements.
After some discussion on Economic and Private Development, Civic Center
Project Area, the Agency Members requested that the School District
Participation Agreement be resolved. The Executive Director mentioned that
some moves need to be made in the Los Alamitos Race Track Project Area and the
City now has the funds to attract a hotel and retail by doing some marketing
and developing some incentives. The development of these plans will take some
outside help.
There was some discussion on the Sorrento storm drain improvements in which
the developer has advanced the money and the City will be reimbursing him up
to $4 million.
In discussing the Los Alamitos Race Track Project Area, limited retail, hotel
and restaurants can be allowed with the present zoning. The City Attorney
explained that the State law allows cities to charge the Transient Occupancy
Tax on a percent of room rate charge or occupancy. If the tax is based on
rental and the establishment provides complimentary rooms, no room tax; if
based on occupancy, every time the room is occupied the room tax is charged.

development sites and determine what redevelopment could do to assist that
potential development which will require more than one study. Agency Chairman
Bowman stated that the Agency needs to set aside the civic-type projects and
concentrate on commercial projects. The consensus of the Agency was to remove
Item D.3.e., Analysis of the Cultural Center plans and potential locations
from the Lincoln Avenue Project area. The Consultant stated that a definition
is desired that is not so general and there is a need to define the type of
development site and then have a marketing analysis.
On the housing implementation program, there is a need to project the type of
income the City will have over time and the projection will have to be updated
continuously. The type of housing should be identified and arranged in a
program. Specialty housing projects would include senior housing and homeless
housing.
Addressing Marketing and public information, the consultant commented that
they outlined notions that have been discussed. General City brochure, City
video, news releases and record of Cypress special events through various
media. He stated that Redevelopment Agencies can pay for marketing efforts.
Finally, there is a need to find a way to analyze the County redevelopment
area in the long-range development plan.

ADJOURNMENT: Agency Chairman Bowman adjourned the meeting at 7:35 p.m. to
allow the Agency Members to reconvene as the City Council to adjourn the
meeting to September 23, 1991 at 5:00 p.m., in the Administrative Conference
Room.
