CYPRESS REDEVELOPMENT AGENCY
HELD
October 28, 1991
Agency Chairman Bowman called the meeting of the Cypress Redevelopment Agency
to order at 1:21 a.m. on Monday, October 28, 1991 in the Cypress City Council
Chamber, 5275 Orange Avenue, Cypress, California.
PRESENT:Agency Members Age, Kerry, Nicholson, Partin and Bowman
ABSENT: None
MINUTES: It was moved by Agency Member Age and seconded by Agency Member
Nicholson to approve the Minutes of September 16, 1991 and September 23, 1991.
The motion unanimously carried by the following roll call vote:
AYES:5 AGENCY MEMBERS: Age, Kerry, Nicholson, Partin and Bowman
NOES:0 AGENCY MEMBERS: None
ABSENT: 0 AGENCY MEMBERS: None
The Mayor mentioned that there were items other than Redevelopment in the
minutes of September 16, 1991. The City Attorney advised that it would be
appropriate to amend the minutes to reflect that it was the Agency as opposed
to the City and City Agency Executive Director as opposed to City Manager.
The City Manager stated that the minutes would reflect the necessary changes.
CONSIDERATION OF REQUEST FOR QUALIFICATIONS FOR SENIOR CITIZEN RENTAL HOUSING
DEVELOPMENT: The City Manager introduced the staff report dated October 11,
1991, which presented the request for qualifications to the Cypress
Redevelopment Agency culminating a process which began in 1989 with the
adoption of the Amended Civic Center Redevelopment Project Area Plan. The
process involved in preparing this Request for Qualifications resulted in an
extensive, long-range project. Input was received from the Amended Civic
Center Redevelopment Project Area Committee, the Senior Citizen Commission and
the Redevelopment Agency Board. Surveys were taken of the two citizen groups
to determine the parameters they felt should apply to the proposed senior
housing project. A summary of these surveys was relayed to the Agency Board
and the Agency Board confirmed the results of implementing these parameters by
touring several senior citizen housing complexes. Finally, the Administrative
Coordinating TEAM spent many hours reviewing and revising this process as a
result of the input received.
Ms. Pam Eicholtz, GRC Redevelopment Consultants, Inc., reported that there
were extensive parameters arrived at through the comprehensive process. The
package was fairly well defined and, hopefully, receive proposals that are not
that different from one another and should receive a square foot offer for the
property but probably wouldn't have that at the request for qualifications
stage. She explained the timetable and the process.
It was moved by Agency Member Age and seconded by Agency Member Nicholson to
approve the draft Request for Qualifications for distribution by the Agency
Board in accordance with the selection process and time line identified on
Page 13 in the subject document.
