CRA 92-09-28 MINUTES OF A MEETING OF THE CYPRESS REDEVELOPMENT AGENCY HELD September 28, 1992 Agency Chairman Partin called the meeting of the Cypress Redevelopment Agency to order at 10:04 p.m. on Monday, September 28, 1992 in the Cypress City Council Chamber, 5275 Orange Avenue, Cypress, California PRESENT:Agency Members Age, Bowman, Kerry, Nicholson and Partin ABSENT: None MINUTES: It was moved by Agency Member Bow-man and seconded by Agency Member Age to approve the Minutes of September 14, 1992. The motion unanimously carried by the following roll call vote: AYES:5 AGENCY MEMBERS: Age, Bow-man, Kerry, Nicholson and Partin NOES:0 AGENCY MEMBERS: None ABSENT: 0 AGENCY MEMBERS: None CONSIDERATION OF THE SECOND EXTENSION OF THE AGREEMENT BETWEEN THE CYPRESS REDEVELOPMENT AGENCY AND THE CYPRESS SCHOOL DISTRICT FOR REIMBURSEMENT OF TAX INCREMENT FUNDS FROM THE CIVIC CENTER REDEVELOPMENT PROJECT. AMENDMENT NO, 1: The Executive Director summarized the staff report dated September 22, 1992, which described a provision of the Amended Civic Center Project Area Tax Increment "Pass-Thrull Agreement. Specifically, this provision was to facilitate a land transaction whereby the Agency agreed to trade 2.32 acres of the Cypress Elementary School site for Wicker Drive properties of an equal area. The Agreement further required that a joint venture was to commence on the Wicker Drive properties by July 24, 1992. Additional time is necessary in order to determine which development proposal will be negotiated and an extension of the Agreement is necessary. The District and Agency are continuing to meet regarding this matter and anticipate a resolution within the 90 day time period. It was moved by Agency Member Age and seconded by Agency Member Kerry to authorize the Executive Director to officially notify the School District of the Agency's agreement to a second extension of the 1989 Tax Increment "Pass-Thrull Agreement for a period of ninety (90) days, effective October 24, 1992. The motion unanimously carried by the following roll call vote: AYES:5 AGENCY MEMBERS: Age, Bowman, Kerry, Nicholson and Partin NOES:0 AGENCY MEMBERS: None ABSENT: 0 AGENCY MEMBERS: None CONSIDERATION OF CLAIM FOR RELOCATION BENEFITS AND MOVING EXPENSES REIMBURSEMENT ND CAROL DAVIDSON, 5381 ORANGE AVENUE: The Deputy Executive Director summarized the staff report dated September 23, 1992, which represented a claim for relocation benefits and moving expenses reimbursement from Henry and Carol Davidson. They are currently tenants of the Erskine property and they are relocating to Chinn- rAlifn-rni;4 rPh n -nnr.7 and Carol Davidson, 5381 Orange Avenue, Cypress, for rental assistance and moving expenses reimbursement in the amount of $5,600. The motion unanimously carried by the following roll call vote: AYES:5 AGENCY MEMBERS: Age, Bowman, Kerry, Nicholson and Partin NOES:0 AGENCY MEMBERS: None ABSENT: 0 AGENCY MEMBERS: None Agency Member Kerry commented that there are maximum funds that can be received for relocation, it would be difficult to change now, but in the future there must be more accurate information.
