The Joint Meeting of the Cypress Senior Citizens Commission and Cypress City Council
was called to order at 5:05 p.m., on Wednesday, March 10, 1999, in the Cypress Senior
Center Conference Room, 9031 Grindlay Street, Cypress, California, Mayor Keenan
presiding.

Also present Mark Ochenduszko, City Manager; Marvin DeCado, Recreation and Park
Director; Ruth Raheb, Recreation Services Manager; and Kathy Scott, News Enterprise.
ITEMS FOR DISCUSSION:
1998-99 Work Plan Update
Mayor Keenan congratulated Commissioner Reimer on his selection today as Commission
Chairperson, and thanked Commissioner Mclver for her service as Chairperson for the past
year.
Each Commissioner introduced his/herself and briefly reviewed their senior and community
service involvement.
Commissioner Mclver noted that Commissioner Narain was at the regular 3:00 p.m.
Commission meeting, but was unable to attend this 5:00 p.m. session.
Commissioner Mclver reviewed the Commission's 1998-99 Work Plan that includes: (1)
Adult Day Care Services; (2) Explore Options to Education the Public on Adult Day Care
Issues, Definitions and Resources; (3) Enhance Forums and Speakers on all Health Care
Issues; and (4) Explore and Consider a Transportation Van Program.
Chairperson Reimer complimented Commissioners Christopher and Mclver on their service
with the Adult Day Care Task Force and thorough monthly reports on Adult Day Care
issues.
Council Member McGill echoed the sentiment, commenting that Commissioners Christopher
and Mclver have been an integral part of the Adult Day Care Task Force.
Commission Summary of County/City Involvement
Each Commissioner took the opportunity to further discuss their County/City involvement.
Mr. Ochenduszko responded that Marvin DeCado is currently looking into that issue and
asked that Mr. DeCado report on a pilot program.
Mr. DeCado commented that staff is working on a possible pilot transportation program and
called on Recreation Services Manager Ruth Raheb to explain the program.
Ms. Raheb informed of current transportation services provided for seniors, and discussed
the cycle of changes in senior transportation programming. The Area Agency on Aging is
moving toward service providers contracting for transportation, and there would not be a
cost increase to the City. Ms. Raheb continued to discuss the benefits to the City.
Council Member Piercy asked if there is some idea of what the community transportation
needs are.
Ms. Raheb informed of recent phone surveys done to determine community transportation
needs, including surveying services provided by local hospitals.
Commissioner Mclver commented that the community has matured, and that may be one
reason why a senior or community transportation van is needed.
Council Member Sondhi commented that there are a lot of resources and asked if there is
an information brochure available to the community.
Ms. Raheb responded that there is an information and referral area at the front desk of the
Senior Center and informed of various booklets of information that is available.
Commissioner Christopher added that the average person's age expectancy is 78 years old.
Mayor Keenan suggested that, at a future Commission meeting, Commissioners discuss
cable television services discounts for seniors, and make a recommendation to City Council.
Commissioner Olsen stated that she did sent a letter to Council Member McCoy supporting
cable television discounts for seniors.
Ms. Raheb informed that, a few years ago, the Senior Citizens Commission did make a
recommendation to the former City Council in support of senior discounts for cable
television discounts for when the cable contract expired May 1999.
Mr. Ochenduszko suggested that the Commission review the provisions of senior discounts
for other cities.
Mayor Keenan thanked all Commissioners for their commitment with the Commission and
community.

The joint meeting with the Senior Citizens Commission concluded at 5:52 p.m. with the City
Council adjourning to their next meeting of March 12, 1999, 5:00 p.m., Civic Center
Executive Board Room.
