HELD
November 9, 1992
Agency Chairman Partin called the meeting of the Cypress Redevelopment Agency
to order at 9:45 p.m. on Monday, November 9, 1992 in the Cypress City Council
Chamber, 5275 Orange Avenue, Cypress, California
PRESENT:Agency Members Age, Bowman, Kerry, Nicholson and Partin
ABSENT: None
MINUTES: It was moved by Agency Member Age and seconded by Agency Member
Nicholson to approve the Minutes of October 26, 1992. The motion unanimously
carried by the following roll call vote:
AYES:4 AGENCY MEMBERS: Age, Bowman, Kerry and Nicholson
NOES:0 AGENCY MEMBERS: None
ABSENT:0 AGENCY MEMBERS: None
ABSTAINED:1 AGENCY MEMBERS: Partin
Agency Chairman Partin abstained due to his absence at that meeting.
CONSIDERATION OF RESOLUTION RETAINING THE FIRM OF BURKE, W-LLLIAMS & SORENSEN
AND DESIGNATING JOHN E. CAVANAUGH AS ATTORNEY FOR THE CYPRESS REDEVELOPMENT
AGENCY: The staff report dated November 4, 1992, which referred to the action
taken by the Council during Closed Session at the October 26, 1992 City
Council meeting and resulted in a Resolution appointing John E. Cavanaugh from
the firm of Burke, Williams & Sorenson as Attorney for the Cypress
Redevelopment Agency.
It was moved by Agency Member Nicholson and seconded by Agency Member Kerry to
adopt the Resolution by title only, title as follows, appointing John E.
Cavanaugh as the Attorney for the Redevelopment Agency.
CRA NO. 73
A RESOLUTION OF THE CYPRESS REDEVELOPMENT AGENCY APPOINTING JOHN E.
CAVANAUGH AS THE ATTORNEY FOR THE CYPRESS REDEVELOPMENT AGENCY.
The motion carried by the following roll call vote:
AYES:4 AGENCY MEMBERS: Age, Kerry, Nicholson and Partin
NOES:I AGENCY MEMBERS: Bowman
ABSENT: 0 AGENCY MEMBERS: None
Agency Member Bowman stated that he would vote against this item because he
didn't believe the proper employer-employee relationship procedure had been
followed and the action stemmed from a meeting just prior to an election.
Councilmember Age asked for a repeat of the prior vote and it was noted that
Mayor Partin had abstained from the vote when John Cavanaugh was appointed
City Attorney.
It was moved by Agency Chairman Partin and seconded by Agency Member Age to
reconsider the prior vote on Agency Counsel. The motion unanimously carried
by the following roll call vote:

Agency Chairman Partin abstained due to his absence at the October 26, 1992
Agency meeting.
CONSIDERATION OF REPORT ON RETENTION OF CONSULTANT FOR CITYIAGENCY MARKETING
EFFORTS: The Executive Director summarized the staff report dated November 2,
1992, which indicated that, several months ago, staff presented the outline
for an Agency marketing program and one of the elements suggested was a
City/Agency image brochure. Following submission of qualifications
statements, which included references and additional examples of work,
references were checked and three firms were invited to an interview. After
the interviews were completed, it was decided that Gardner Communications was
the best qualified to perform the work for the Agency.
It was moved by Agency Member Age and seconded by Agency Member Bowman to
receive and file the report. The motion unanimously carried by the following
roll call vote:
