Minutes 99-04-06MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD April 6, 1999 The Adjourned Regular Meeting of the Cypress City Council was called to order at 5:35 p.m., Tuesday, April 6, 1999, in the Executive Board Room, Cypress, with Mayor Keenan presiding. PRESENT: Councilmembers McGiII, Sondhi, Mayor Pro Tem Piercy and Mayor Keenan ABSENT: Councilmember McCoy Also present were City Manager Ochenduszko and staff members Davis and Storey. Councilmember McCoy arrived at 5:37 p.m. INTERVIEW SESSION: The City Council held interviews of two Auditing Firms. JOINT MEETING WITH THE CYPRESS YOUTH COMMISSION Mayor Keenan called the meeting to order at 6:40 p.m. PRESENT: Councilmembers: McCoy, McGill, Sondhi, Mayor Pro Tem Piercy and Mayor Keenan. Youth Commissioners and Task Force Members: Chair Hung, Vice Chair Marcum, Ahn, Hovey and English, Mealey, Bernard and Pena. ABSENT: Martinez, Sondhi, Crawford, McShane, Oca and Wostenberg Also present were City Manager Ochenduszko and staff members DeCarlo, Frankeny and Liu. Mayor Keenan asked that the City Council and the Youth Commission introduce themselves. YOUTHIN GOVERNMENTDAY: Chair Hung informed the City Council that they are planning this activity for May 10, 1999 and information packets have been provided to high schools in Cypress. She indicated that they have not received any feedback on this program. For the benefit of the Commission, Mayor Keenan explained that the Youth in Government Day was brought back by former Mayor Jones. City Manager Ochenduszko indicated that this program gives teens the opportunity to see what a Council agenda is like and what the City Council role is. TEEN ACTIVITIES: CITY COUNCIL MINUTES April 6, 1999 Councilmember Sondhi suggested, as a way of advertising, that the Commission provide information about the event and what type of assistance they are looking for at a Council Meeting as it is televised. Councilmember McCoy asked why the Commission is only targeting Junior High School students for the dances. The Commission explained that there aren't many activities for Junior High School students and they wanted to limit the number of age groups as they would relate better. The Commission further explained that they chose the Boys & Girls Club Facility to hold the dance because it has other activities for kids, such as pool and hockey tables. Ray Frankeny, Recreation Coordinator, indicated that because of parents safety concerns, kids were not allowed to leave the dance premises until someone was there to pick them up. The Commission indicated that they have received positive comments about the dance and is interested in working more closely with community youth organizations such as the Boys & Girls Club of Cypress. YOUTH JURIED ART SHOW: Chair Hung indicated that this year they are celebrating the 11th year of the Youth Juried Art & Creative Writing Contest for 7th - 12th graders. Mayor Pro Tem Piercy indicated that she will encourage Art Teachers from Walker, Orangeview and Oxford to participate in this program. In responding to Councilmember Sondhi, Mr. Frankeny indicated that information is mailed to the schools to be distributed to the teachers. Creative entries are lower this year than in the past years. The Commission indicated that this event has been scheduled to start on April 25, 1999. ORAL COMMUNICATIONS: Senior Commissioner White commented that he would like the Youth Commission to have more interaction with the Boys and Girls Club. He also indicated that the Senior Commission assigns a liaison to attend Youth Commission Meetings and visa-versa. This is done so the Commissions are well informed on activities, projects and events being scheduled by other Commissions. Councilmember McGill provided information on "Teen 2000" a program that will likely provide grant money for teen programs. He indicated that this grant money can only be used for teen programs and suggested that the Youth Commission get involved. Mayor Keenan encouraged the Youth Commissioners to participate in the Commission again next year. The Council commended the Youth Commission for their efforts and thanked them for meeting with them. ADJOURNMENT: Mayor Keenan adjourned the meeting at 7:25 p.m., to Monday, April 12, t999 at 5:00 p.m., in the Executive Board Room, West Wing of City Hall, 5275 Orange Avenue, Cypress.
