OF THE CYPRESS CITY COUNCIL
AND THE TRAFFIC COMMISSION
HELD
April 20, 1999
The adjourned regular meeting of the Cypress City Council to meet jointly with the
Traffic Commission was called to order at 5:35 p.m., Tuesday, April 20, 1999 in the
Executive Board Room, west wing of City Hall, Cypress, with Mayor Keenan presiding.
PRESENT:
Councilmembers: Sondhi, Mayor Pro Tem Piercy
and Mayor Keenan
Commissioners: Hawkins, Killian and Mansolino
ABSENT:
Councilmembers McCoy and McGill
Commissioner: Imanuel
Also present were City Manager Ochenduszko, staff members Angus, Carter, Cote,
Liu, and Scholl.
Mayor Keenan asked that everyone introduce themselves.
CIRCULATION ELEMENT/DEVELOPMENTAL PLAN REVIEW:
Chair Mansolino said that the Commission was interested in knowing what Council's
understanding is on what part the Commission is going to play in the General plan
regarding the Circulation Element.
At the request of the Mayor, Commissioner Mansolino explained that the Circulation
Element deals with traffic issues when new buildings are going in. He commented that
they usually ask for their input after the fact. The Commission asked it if is the desire of
the Council to have them stay with the same function or to have them provide their
input prior to projects going in.
Mayor Keenan asked the City Manager to comment. Mr. Ochenduszko indicated that
the Circulation Element is an important part of the General Plan and there will be a
number of different issues relating to circulation being looked at. He thought that the
items could be presented to the Traffic Commission, for viewing and input, prior to
holding public hearings and going through the analysis.
Councilmember Sondhi concurred and commented that the Traffic Commission would
be a good resource in providing input as they are professionals in traffic issues.
Mayor Keenan commented that the Lincoln Avenue Project was presented to them at
an early stage of the project.
Alice Angus, Community Development Director, added that as part of the General Plan
they do a City wide traffic study to determine the circulation elements and this item
could be one of the things the Traffic Commission could review.
Keith Carter, Traffic Associate Engineer, added that the Commission has mentioned in
the past, if they could get involved in projects at an early stage to maybe address some
of the traffic issues involved.
The City Manager suggested that the Commission provide advisory review on traffic

Mayor Keenan and Mayor Pro Tern Piercy concurred.
At the request of Councilmember Sondhi and Mayor Pro Tern Piercy, Mr. Carter, Traffic
Associate Engineer, addressed some problem areas in the City relative to traffic lights.
Mayor Keenan encouraged the Commissioners to provide recommendations and input
to staff as to potential traffic problems in the City such as speeding and traffic signals.
Mayor Pro Tem Piercy and Councilmember Sondhi agreed.
City Manager Ochenduszko remarked that the Traffic Commission has contributed
quality work to the City and feel that they handle their duties and performances very
professionally.
The Commissioners commented that they are very appreciative of staff as they provide
important assistance to them and make their jobs easier.
Mayor Keenan thanked the Commissioners for meeting with them and stated that the
work of the Traffic Commission is very much appreciated.
ADJOURNMENT: Mayor Keenan adjourned the meeting at 6:08 p.m., to Monday, April
26, 1999 at 5:00 p.m., in the Executive Board Room, West Wing of City Hall, 5275
Orange Avenue, Cypress.
