CYPRESS REDEVELOPMENT AGENCY
HELD
February 22, 1993
Agency Chairman Kerry called the meeting of the Cypress Redevelopment Agency
to order at 1:23 a.m. on Tuesday, February 23, 1993, in the Cypress City
Council Chamber, 5275 Orange Avenue, Cypress.
PRESENT:Agency Members Age, Bowman, Nicholson, Partin and Kerry
ABSENT: None
MINUTES: It was moved by Agency Member Age and seconded by Agency Member
Bowman to approve the Minutes of December 14, 1992. The motion unanimously
carried by the following roll call vote:
AYES:5 AGENCY MEMBERS: Age, Bowman, Nicholson, Partin and Kerry

ABSENT: 0 AGENCY MEMBERS: None
CONSIDERATION OF CONTINUED CONSULTANT SERVICES: The Deputy Executive Director
reviewed the staff report dated February 10, 1993, which indicated that the
implementation of the three Redevelopment Area Plans for the project areas and
the Housing Strategy were progressing. Staff is now returning to the Agency
board for authorization to continue the contract with GRC Copenhaver through
the end of this Fiscal Year. Not to exceed estimates have been provided for
the tasks associated with the three project areas and the housing set-aside
funds.
It was moved by Agency Member Nicholson and seconded by Agency Member Age
that:
1.the Agency board authorize staff to enter into a contract with GRC
Copenhaver, Inc. on a time and materials basis, for an amount not to
exceed $60,000. Redevelopment tax increment money is available as a
result of funds carried over for consultant services from the 1991-92
Redevelopment Agency Budget.
2.the Agency Board appropriate $15,000 to the Housing Set-Aside fund 4189-
36-196.06 from the fund balance.

CONSIDERATION OF A FOURTH EXTENSION OF THE AGREEMENT BETWEEN THE CYPRESS
REDEVELOPMENT AGENCY AND THE CYPRESS SCHOOL DISTRICT FOR REIMBURSEMENT OF TAX
INCREMENT FUNDS FROM THE CIVIC CENTER REDEVELOPMENT PROJECT, AMENDMENT NO. 1:
The staff report dated February 16, 1993 described the meetings held between
the Cypress Redevelopment Agency and the Cypress Elementary School District to
facilitate the development of a senior housing project at the Cypress
Elementary School site, which resulted in an Amended Civic Center Project Area
Tax Increment "Pass-Thru" Agreement, executed July 24, 1989. Additional time
is still necessary in order to negotiate a Development Agreement with Hyter
Development Co., Inc. and a fourth extension, through April 15, 1993, has been
agreed to by the School District and Agency staff.
CONSIDERATION OF REDEVELOPMENT REORGANIZATION: As indicated by the staff
report dated February 16, 1993, an organizational chart was provided at the
February 6, 1993 City Council budget Workshop which described changes
necessary to facilitate economic development in the City of Cypress. At the
conclusion of the workshop, staff was required to implement the organization
changes as soon as possible; however, during the recruitment time anticipated
for the Assistant Planning Director, there is a land use/transportation issue
that needs to be completed prior to June 30, 1993. In order to meet this
deadline, staff will have to hire a firm to prepare the necessary report.
It was moved by Agency Member Bowman and seconded by Agency Member Nicholson
that:
1.The Board direct staff to return with the appropriate implementing
resolutions.
2.The Board authorize the appropriation of $1,500 to 4021-35-194.06;
$2,000 to 4021-37-195.06; $3,000 to 4021-36-196.06; and $2,000 to 4021-
38-197.06; $2,500 to 4001-35-194.06; $8,000 to 4001-37-195.06; $8,000 to
4001-36-196.06; and $3,500 to 4001-38-197.06 from the unreserved fund
balances for Redevelopment.
The motion unanimously carried by the following roll call vote:
