CRA 93-11-22 MINUTES OF A REGULAR MEETING OF THE CYPRESS REDEVELOPMENT AGENCY HELD November 22, 1993 Agency Member Partin called the meeting of the Cypress Redevelopment Agency to order at 10:50 p.m. on Monday, November 22, 1993, in the Council Chamber, 5275 Orange Avenue, Cypress. PRESENT:Agency Members Age, Bowman, Nicholson, Partin and Kerry ABSENT: None Agency Member Bowman nominated Agency Member Partin for Agency Chairman, Agency Member Kerry seconded the nomination and Agency Chairman Partin was unanimously elected by the following roll call vote: AYES:5 AGENCY MEMBERS: Age, Bowman, Kerry, Nicholson and Partin NOES:0 AGENCY MEMBERS: None ABSENT: 0 AGENCY MEMBERS: None Agency Chairman Partin opened the nominations for Vice Chair. Agency Member Kerry nominated Agency Member Nicholson, Agency Chair Partin seconded and the nomination carried by the following roll call vote: AYES:4 AGENCY MEMBERS: Dow-man, Kerry, Nicholson and Partin NOES:1 AGENCY MEMBERS: Age ABSENT:0 AGENCY MEMBERS: None MINUTES: It was moved by Agency Member Age and seconded by Agency Member Bowman to approve the Minutes of September 27, 1993 as submitted. The motion unanimously carried by the following roll call vote: AYES:5 AGENCY MEMBERS: Age, Bowman, Kerry, Nicholson and Partin NOES:0 AGENCY MEMBERS: None ABSENT: 0 AGENCY MEMBERS: None CONSIDERATION OF A WAIVER OF THE APPLICABILITY OF PREVAILING WAGE REOUIREMENT FOR CYPRESS PARK SENIOR COMMUNITY: The staff report dated November 12, 1993, advised that the Agency had previously adopted a policy to provide for the payment of prevailing wages on certain Agency-assisted projects. The Cypress Redevelopment Agency's prevailing wage policy had met with significant concern from Hyter Development Company. The Redevelopment Agency's major purpose in providing assistance to this residential development is to increase the supply of affordable housing for very low- and moderate-income senior citizens with the City of Cypress and to assist the City in meeting its fair share of regional housing needs. By reducing the residential development costs, the Agency is expanding the production of units affordable to low- and very low-income seniors. Based upon analysis, the construction costs for this project could increase, at a minimum, by $500,000 and It was moved by Agency Member Bowman and seconded by Agency Member Age to modify the provisions of the prevailing wages policy for the Cypress Park Senior community project by waiving the provision of the policy with respect to the private construction of the project. The payment of prevailing wages for the Agency-assisted installation and construction of public improvements to serve the property, as required by law, shall remain unaffected by this modification.
