CRA 94-07-11 MINUTES OF A REGULAR MEETING OF THE CYPRESS REDEVELOPMENT AGENCY HELD July 11, 1994 Agency Chairman Partin called the meeting of the Cypress Redevelopment Agency to order at 9:37 p.m. on Monday, July 11, 1994, in the Council Chamber, 5275 Orange Avenue, Cypress. PRESENT: Agency Members Age, Bowman, Kerry, Nicholson and Partin ABSENT: None CONSIDERATION OF CONTINUED REDEVELOPMENT CONTRACT SERVICES: The Deputy Executive Director gave the staff report dated July 7, 1994, which explained the utilization of the services of GRC Copenhaver, Inc. as redevelopment consultants for the past several years. The request to continue their services for Fiscal Year 1954-95 is on a more project specific basis. Funds have been allocated for housing and for Lincoln Avenue only. Councilmember Bowman expressed his concern about staff being aware of the consultants duties and the billing for services to be received in a timely manner. Councilmember Kerry suggested that the contract include a requirement to provide billing within 30 days otherwise there will be a penalty. The City Attorney suggested that a consultant agreement be drafted. It was moved by Agency member Nicholson and seconded by Agency Member Kerry to authorize the Agency Executive Director to enter into a consultant agreement with GRC Copenhaver, Inc., for an amount not to exceed $50,000 for services pertaining to housing and the Lincoln Avenue program development. The Agreement to include a provision that billing be made every 30 days or a penalty will be assessed. The motion unanimously carried by the following roll call vote: AYES:5 AGENCY MEMBERS: Age, Bowman, Kerry, Nicholson and Partin NOES:0 AGENCY MEMBERS: None ABSENT: 0 AGENCY MEMBERS: None CONSIDERATION OF EMPLOYMENT OF PLANNING CONSULTANTS FOR REDEVELOPMENT SERVICES: The Deputy Executive Director reviewed the staff report dated July 7, 1994, which described the Hogle- Ireland services utilized by the City. Staff is anticipating continued use of their specialized assistance and requesting that the Agency Board authorize the Executive Director to enter into a contract with them. After a short discussion, Councilmember Kerry requested that a discussion of various fees for fast-tracking projects be a future agenda item.
