Minutes 2000-03-21MINUTES OF AN ADJOURNED MEETING OF THE CYPRESS CITY COUNCIL HELD MARCH 21, 2000 An adjourned meeting of the Cypress CIty Council, originally scheduled in the Arts & Crafts ROOm at the Cypress Community Center, 5700 Orange Avenue, Cypress, and subsequently relocated to the Board Room, west wing of City Hall, 5275 Orange Avenue, Cypress, California, was called to order by Mayor Piercy at 6:38 p.m. PRESENT: Councilmember Sondhi, Mayor Pro Tern McGill, Mayor Piercy ABSENT: Councilmembers Keenan and McCoy JOINT MEETING: Mayor Piercy indicated that the Cypress city council was conducting a Joint Meeting with the cypress Youth commission at this time, for the purpose of discussing the two agendized topics. ROLL CALL: Sondhi Commissioners Ahn, HOvey, Schwartz, Wostenberg, Chairperson ABSENT: Commissioners English, McClure; Alternate Commissioner Pena AlSO present were staffmembers DeCarlo, Frankeny, Senior Citizen Commissioner White, and Recreation and Parks District Commissioner Wostenberg. ITEMS OF DISCUSSION: 1. Youth Commission Workplan for Fiscal Year 2000-2001. Youth Commission Chairperson Jason Sondhl presented a report to the City Council regarding current projects and events the Youth Commission was sponsoring and/ or considering. These Included: (1) a golf tournament for young people 18-and under, scheduled for Saturday, April 8, 2000, at noon. The Commission Is currently in the process of collecting applications for this event. (2) collection of donations for Juried Art Exhibit; (3) considering the scheduling of a talent show in May of 2000; (4) an Easter Egg Hunt to be held the end of April; (5) providing input for the design and implementation of the City's proposed skate facilities. COMMISSIONER ENGLISH AND ALTERNATE COMMISSIONER PENA ARRIVED AT 6:45 P.M. COMMISSIONER MCCLURE ARRIVED AT 6:47 P.M. The City COunCil expressed pleasure at the level of involvement the Youth Commissioners had undertaken. The Council encouraged the Commissioners to take advantage of the Cable TV station, the broad distribution of fliers, and attendance at City Council meetings to better advise the community of scheduled events. 2. Recommendations from City Council for Projects for the Youth Commission Involvement. In response to a question posed by Mayor Pro Tem McGill, a need for more printed publicity for upcoming events was mentioned by the Youth Commission. The City Council made several suggestions in response: appoint a public relations liaison from the commission, rather than going through staff channels; devise improved methods to ensure that peer~ are made aware of the Commission's presence, as well as means of enhancing involvement of peer group in Commission activities; develop methods for efficient means of disseminating information to all high schools attended by Cypress residents; plan events designed to appeal to youth; distribute information regarding Commission and its activities to Civics and Government teachers; and, assemble a list of high school Government/Civics teachers and other appropriate contacts for new Youth Commission members. It was also suggested that the Commissioners become involved with the HOliday Sing-Along, that they participate in the Community Festival booth, and that they assist CITY COUNCIL MEETING MARCH 21, 2000 with rides at the Community Festival. Because dances are sponsored by the Cypress BOys and Girls Club on a regular basis, It was felt that it would be counter-productive for the Youth Commission to schedule them, as Well. It was reported that for the first time this year, the Youth Commissioners had been provided with identifying T-shlr~s. Each Commissioner has also been provided with a nametag. The Youth Commissioners were urged to express any concerns they had in future to the City Coun~ilmembers, to come before the Council and speak during Oral Communications sessions of City Council meetings, and to request another joint meeting with the CitY Council to discuss issues of concern whenever necessary. ORAL COMMUNICATIONS: Senior Citizens Commissioner Joe White commended the Youth Commission on their efforts expended during the past year, saying that they had done a fine job. Commissioner Wostenberg of the Recreation & Communi~y Services Commission suggested that some funds be set aside in the 2000-2001 budget tO hire a professional marketing firm, In order to determine the best way to increase community awareness for the Youth Commission and their activities. Councilmember Sondhi mentioned that the youth programs offered bV other communities should be reviewed for their degrees of success, and she encouraged the concept of developing a web page for Youth Commission promotion. ADJOURNMENT: At 7:36 p.m., Mayor Piercy adjourned the meeting to MOnday, March 27, 2000, at 5:00 p.m. in the Board Room, West Wing of City Hall, 5275 Orange Avenue, Cypress, when the City Council will meet In a Workshop to discuss the Restaurant Feasibility Study and Marketing Program.
