MINUTES OF AN ADJOURNED REGULAR MEETING OF THE
CYPRESS CITY COUNCIL
HELD
May 16, 1995
The Adjourned Regular Meeting of the Cypress City Council was called to order at 4:4S p.m.,
Tuesday, May 16, 1995 In the Administrative Conference Room, West Wing, City Hall, 5275
orange Avenue, Cypress, Mayor Cecilia L. Age presiding.

Councllmembers Bowman, carroll, Jones, Kerry and Age
None
Also present were City Manager/City Clerk Darrell Essex, Finance Director Richard storey and
Finance operations Manager wendy Davis.
ORAL COMMUNICATIONS: No one spoke.
1995/96 BUDGET WORKSHOP:
The Finance Director began discussions with an overview of the FY 1995/96 Budget and the
other documents previously given to the CIty Council. It was mentioned that this was a
preliminary budget and any changes that the Council had would be Incorporated into the final
budget to be adopted June 26, 1995. Based on questions from Council, the revenue
projections, fund balances, contingency reserves and personnel costs were discussed.
At 6:10 p.m., the Recreation and Park Director presented the Cypress Recreation and Park
District budget overview and responded to questions, Including those on maintenance costs.
The Public Works Director joined the meeting and he and the Recreation and Parks Director
reviewed the capital Improvement program (CIPl budget for FY 95-96. Following the CIP review,
the Public Works Director answered questions regarding the Engineering and Maintenance
Divisions, including approval of work order requests.
At 8:00 p.m., Police Chief Wicker and Police captain Krauss responded to questions regarding
the Police budget, including reviewing the goals of the department and the organizational
change based on the proposed new positions. As a result of these discussions, the new
Dispatcher II position will be changed to a Communications supervisor In the final budget.
The community Development Director and Building Official summarized the community
Development Department's budget and answered questions on the current workload,
personnel changes and professional contracts, including a partial zoning Ordinance update for
residential areas. FOllowing the discussions, the Redevelopment Agency budget was reviewed
by the Community Development Director and Finance Director.
The Finance Department budget was discussed with the focus on Data processing Contract
costs and the Payroll system update. Council had requested that staff seek bids on contracting
out payroll.
The City Manager and Personnel Director reviewed the Administration and LegiSlative budgets,
InClUding proposed title changes In the Department, the City Attorney's budget and the
inclusion of an election In the proposed budget. Councllmember Jones requested a copy of
the City Attorney's contract. The Council directed the Finance Director to obtain financial
statements from the Cypress Boys & Girls Club because of the loan outstanding. The City
Manager was asked to review the job title classifications/job duties Instead of contracting for
the study.
The City Council directed staff to Increase the Council's training and travel bUdget and increase
the donation to the Cypress pops to Include $1,000 for each Concert on the Green (three> to be
comparable to other Concert on the Green performances.
