MINUTES OF THE CITY COUNCIL
OF THE CITY OF CYPRESS
HELD
January 16, 1961
The City Council of the City of Cypress met in regular session on Monday,
January 16, 1961, at 7:30 P.M., Mayor Baroldi presiding.
PRESENT: Arrowsod, Denni, McCarney, Van Dyke and Baroldi
A~ENT: None
Also present were City Manager Fred D. Harber, City Attorney William
Camil and City Engineer John Toups.
MINUTES:
On the Minutes of December 19, 1960 two corrections were made (1) on page
two under the heading of Application of Leal, Slegers and Morita strike the
words "and that" and (2) on page five in the title of Resolution No. 138 the
date of "2-15-60" be corrected to read 2-15-61. It was then moved by Council-
man Denni, seconded by Councilman Van Dyke, and unanimously carried, that the
Minutes of December 19, 1960 be approved as mailed. It was then moved by Council-
man McCarney, seconded by Councilman Denni and unanimously carried, that the
Minutes of January 9, 1961 be approved as mailed.
ORAL COMMUNICATIONS:
There were no oral communications presented at this time.
WRITTEN COMMUNICATIONS:
The City Clerk presented written communication from Orange County Heart
Association requesting permission to conduct their annual fund drive during
February, 1961. It was moved by Councilman McCarney, seconded by Councilman
Van Dyke and unanimously carried, the written communication be received and
filed and permission granted to conduct fund drive.
The City Clerk presented written communication from the City of Dairyland
with regard to the Police Contract with the City of Cypress. Considerable
discussion was held and it was moved by Councilman McCarney, seconded by
Councilman Arrowsod and unanimously carried, that the foilswing recommenda-
tions be accepted as stated:
1. Cancellation of the Contract effective June 30, 1961.
2. Total cost to Dairyland for the program limited to $1700.00 per
month until termination of contract.
3. Police personnel to be within the sole jurisdiction of the City
of Cypress.
4. All prosecutions of the City of Dairyland to be processed by Wesley
Walker, of Roger Howell's firm as requested.
Law enforcement in the City of Dairyland to be maintained equal to
what could be provided by Dairyland with a two man and one car police
force: as agreed in the existing contract.
At the termination of the contract on June 30, 1961, all jointly
owned equipment be divided equally as reflected by the records of
purchase.
FIRST READING ORDINANCE RE: CEM DISTRICTS:
Mr. Eugene Blaylock addressed the Council representing Forest Lawn with
regard to the proposed Ordinance.

After considerable discussion it was moved by Councilman Denni, seconded
by Councilman Van Dyke and unanimously carried, that the Ordinance be read by
title only.
ORDINANCE NO. 78
AN ORDINANCE OF THE CITY OF CYPREaS AMENDING ORDINANCE NO. 41 AND
AMENDING THE REGULATIONS RELATING TO CEM DISTRICTS.
It was moved by Councilman Van Dyke, seconded by Councilman Denni and unani-
mously carried, that this Ordinance pass its first reading.
After further discussion, it was moved by Councilman Van Dyke, seconded by
Councilman Afrowood and unanimously carried that the second reading of Ordinance
No. 78 be placed as the first item on the agenda of the special meeting of the
City Council on January 30, 1961. It was indicated by all the members of the
Council that street dedications and improvements would have to be supplied by
applicant to city's requirement or the Ordinance would not be adopted.
REPORT ON TRAFFIC HAZARD ON CERRITOS AVENUE:
The City Manager reported that the ~gineer had made a study of the traffic
hazard on the curve on Cerritos Avenue just west of Valley View and recommended
"slow curve" signs be posted with a speed limit of 35 MPH and additional paving
on the inside of the curve as well as white reflector panels be installed along
the shoulders to define the curve.
SECOND READING ORDINANCE RE: CURFEW:
It was moved by Councilman Arrowood, seconded by Councilman McCarney, and
unanimously carried, that the Ordinance regarding Curfew regulations be read
by title only.

RESPECT TO CURFEWS
It was moved by Councilman Afrowood, seconded by Councilman McCarney and
unanimously carried, that this Ordinance pass its second reading and be adopted

It was moved by Councilman Van Dyke, seconded by Councilman McCarney and
unanimously carried, that this Resolution be adopted by the following roll call
vote with the provision that Warrant No. 3133 and Warrant No. 3172 be cancelled
and deleted from the Resolution.

FIRST READING ORDINANCE RE: ADMISSION TAX:
An Ordinance providing for the levy and collection of an admission tax
and penalties for violation was presented by the City Clerk. Mr. F~fank Vessels
addressed the Council representing the Los Alamitos Race Track and after consid-
erable discussion it was moved by Councilman Denni, seconded by Councilman
McCarney and unanimously carried that this matter be continued and placed on
the Agenda of the special meeting of the City Council on January 30, 1961.
FIRST READING ORDINANCE RE: BUSINESS LICENSE FEES:
An Ordinance providing for the collection of Business Licenses was pre-
sented to the Council by the City Clerk. After discussion it was moved by
Councilman Denni, seconded by Councilman Arrowood and unanimously carried,
that this Ordinance be read by title only.
ORDINANCE NO.
AN ORDINANCE OF THE CITY OF CYPRESS LICENSING THE TRANSACTIONS OF
BUSINESSES, TRADES, PROFESSIONS, OCCUPATIONS AND SERVICES IN THE CITY
OF CYPRESS FOR THE PURPOSE OF RAISING REVENUE AND PROVIDING A PENALTY
FOR THE VIOLATION THEREOF, AND REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT WITH THIS ORDINANCE.

After further discussion it was moved by Councilman Van Dyke, seconded
by Councilman Denni and unanimously carried, that this Ordinance be placed
on the Agenda of the Council meeting of January 30, 1961 for the second
reading and adoption.
ACCEPTANCE OF GRANT DEED FROM L. H. AND BETTY GLASER FOR ROAD PURPOSES:
The City Clerk presented a Grant Deed from L. H. and Batty Jane Glaser
to the City of Cypress for road purposes. It was moved by Councilman Afrowood,
seconded by Councilman McCarney, and unanimously carried, that this Grant Deed
be accepted and recorded.
INSURANCE PROGRAM:
The City Manager reported that the Group Health Insurance Program for the
employees had been given a rate increase effective January l, 1961. Other plans
had been studied for benefits and rates charged. Considerable discussion was
held and it was moved by Councilman McCarney, seconded by Councilman Denni and
unanimously carried, that Councilman Afrowood meet with the employees for the
purpose of studying severa~ different Health Plans for the benefits available
for a reasonable rate. Discussion was then held concerning the amount to be
contributed by the City and the employee, and it was moved by Councilman Denni,
seconded by Councilman Arrowood and unanimously carried, that the City of Cypress
pay 1OO%of the employee and dependent cost with the employee contributing the
amount of one dollar ($1.OO) per month. The following roll call vote was:

Discussion was held on the probation period of new employees and their
insurance coverage. It was moved by Councilman Arrowood, seconded by Council-
man Denni and unanimously carried that the three month probationary period for
new employees be waived and they be covered with the Health Plan immediately
upon employment.
INSURANCE BROKER OF RECORD:
The City Manager introduced the discussion of Broker of Record for the
insurance matters of the City. After discussion it was unanimously agreed that
this matter be taken up at the next regular meeting of the Council.
ARCHITECTURAL STUDIES ON NEW CITY HALL:
The City Manager addressed the Council relative to the architectural
studies on the new City Hall. After discussion, it was unanimously agreed
to have this matter continued until the next regular meeting of the Council.
REPORTS OF OFFICERS AND COMMISSIONS:
The City Manager reported a letter had been received from the firm of
Wilsey, Ham and Blair with regard to a Master Plan for the City of Cypress.
The City Manager read a notice from the Orange County League of Cities
extending an invitation to the Council to attend the monthly meeting to be
held at the City of Stanton on January 26, 1961.
The City Manager read a communication from Walter N. Marks, Inc., with
regard to the celebration of Brotherhood Week sponsored by the National
Conference of Christians and Jews to be held February 19-26, 1961.

The City Manager read a communication from the Orange County Plamning
Commission inviting the Council to attend a public hearing on February l,
1961 for a proposed change of zone adjacent to the City of Cypress.
ORAL COMMUNICATIONS:
Mr. William Shubin, 4615 Orange, addressed the Council with regard to
traffic signals at the corner of Miller and Lincoln and Walker and Lincoln.
~"ne City Manager reported that this matter had been referred to the State
since both of these corners involve State highway they had promised some
action would be forthcoming in January, and that his office would follow up
this matter within the next few days.
Mr. Jim Duncan, 9852 Walker, addressed the Council with regard to the
chuck holes on streets recently under construction for installation of sewer
lines. The City Manager reported he would look into the matter within the
next few days.
ADJOURNMENT:
There being no further business to come before the Council, it was moved
by Councilman Van Dyke, seconded by Councilman Denni, and unanimously carried,
to adjourn at 10:15 P.M. until February 20, 1961.
