It was moved by Councilman McCarney, seconded by Councilman Van Dyke, and unanimously carried, that Resolution No. 190 be adopted by the following called vote: AYES: 3 COUNCILMEN: NOES: 0 C0UNCIIMEN: ABSENT: 2 COUNCIIMEN: McCarney, Van Dyke and Baroldi None Afrowood and Denni July 31, 1961 ABAT}~MEI~f OF ODORS AT F~u YARD: The City Manager gave a report on the abatement of odors at the feed yard on Cerritos. It was then moved by Councilmen Van Dyke, seconded by Councilman McCarney and unanimously carried, the City Attorney be directed to write a letter to the owner of the feed yard requesting the nuisance to be abeted by the foIIowing conditions: 1. Eliminating all future stock piling of fertilizer 2. To remove the present fertilizer on the premises on or before August 20, 1961 3- Scrape the corrals at least once every two weeks, weather permitting, and remove the scrapings immediately. RELEASE OF BONDS ON TRACTS 3910 AND 3949 (STANDARD DEVELOPMENT CORP.): The City Clerk presented request for release of public improvement bonds on Tracts 3910 and 3949 as requested by Standard Development Corporation, Beverly Hills, Calif. Considerable discussion followed and the following persons addressed the Council requesting these bonds not be released at this time: Bill Grundeman, 10242 Lorraine Lane, Cypress Drexel Berry, 10252 Lorrain~ Lane, Cypress Mrs. Patricia Goode, 10311 Lorraine Lane, Cypress Thomas Mantle, 10342 Lorraine Lane, Cypress Fred K. Dully, lO001 St. Elizabeth, Cypress Frederick T. Ross, ]_00!2 St. John Circle, Cypress It was moved by Councilman Van Dyke, seconded by Councilman McCarney. and unanimously carried, the bonds be released on the domestic water lines on Tract 3910 end 3949, the sewer lines on Tracts 3910 and 3949 and the bonds on the street improvements to be continued until the next regular meeting of the City Council. FIRST READING ORDINAEE RE: BUSIneSS LICENSE FEFS FOR RACE qR~_~KS: The City Clerk presented a proposed Ordinance amending the business license fee pertaintn~ to the race track. It was moved by Councilman Van Dyke. seconded by Councilman McCarney, and unanimously carried, the fo'ilowin~ Ordinance be read by title only: ORDINANCE NO. AN ORDINANCE OF THE CITY OF CYPRESS AMENDING ORDINANCE NO. 82 WITH RESPECT TO FEES FOR 0PF2~ATING A RACE TRACK. It was unanimously agreed the following Resolution be read by title only: RESOLUTION NO. 191 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, ALLOWING CERTAIN CI3~IMS AND DEMANDS NCS. 3840 THRU 3867. It was moved by Councilman Van Dyke, seconded by Councilman McCarney and unanimously carried, that Resolution No. 191 be adopted by the following roll call vote: AYES: 3 COUNCILMEN: NOES: 0 COUNCILMEN: ABSENT: 2 COUNCILFEN: McCarney, Van Dyke and Baroldi None Afrowood and Denni APPOINTMENT OF STREETS AND HIGHWAY COMMITTEE: The City Manager introduced the discussion of appointing a Streets and Highway Committee to study the circulation of streets in the City of Cypress. Mayor Baroldi appointed a committee of three, namely: Councilmen Van Dyke, Councilman McCarney and Mayor Baroldi, ORAL COMMUNICATIONS: It was moved by Councilman McCarney. seconded by Councilman Van Dyke. and unanimously carried, the petition presented at the beginning of the meeting, by Mrs. Patricia Goode in regard to a separate discussion period., be received and filed. Considerable discussion was held and the Council were asked if the residents in the new subdivision formed a Homeowners Association could they use the Council Chambers to hold their meetings. It was suggested by the City Manager, they be allowed to use the Council Chambers and arrangements be made to contact the Subdivider to meet with the Homeowners and discuss their mutual problems. No official action was taken by the City Council. ADJOURNMENT: There being no further business to come before the Council, it was moved by Councilman Van Dyke, seconded by Councilman McCarney, and unanimously carried, the Council adjourn at 8:05 P.M.
