Minutes 62-01-15MINUTES OF THE CITY COUNCIL OF THE CITY OF CYPRESS HELD January l~ 1962 he City Council of the City of Cypress met in regular session on January 15, 1962, in the City Council Chambers, 9739 South Walker, Cypress, California at 7:30 P. M., Mayor Baroldi presiding. PRESENT: Denni, McCarney, Van Dyke and Baroldi ABSEI~T: Afrowood Also present were: City W~nager/City Clerk Robert K. Rogers, City Attorney, Sheldon Ross and City Engineer John Toups. MINUTES: It was moved by Councilman McCarney, seconded by Councilman Van Dyke, and unanimously carried, the Minutes of December 18, 1961 be approved as mailed. ORAL COMMUNICATIONS: Mr. F~ed i)uffy, 10001 St. Elizabeth Circle, Cypress, California addressed the Council representing the Cypress Civic League in regard to a block wall fence along Ball Road, and read in full, two letters addressed to the Veterans Administration dated January 13, 1961 and January 16, 1961 by Fred D. Harber, City Manager of the City of Cypress. Considerable discussion was held on whether or not the City Council had stated they were opposed to block wall fences along a major city street and if they had authorized the City Manager to write the letters to the Veterans Administration. It was moved by Councilman Van Dyke, seconded by Councilman McCarney and unanimously carried, that providin~ such action is not reflected in the official minutes of the City Council, the City Manager be authorized to write a letter to the Veterans Administration stating it was their feeling a block wall should be constructed along Ball Road between Walker and Moody adjacent to Tracts 3910, 3911 and 3949. The following roll call vote was taken: AYES: 4 COUNCILMEN: NOES: O COUNCILMEN: ABSENT: 1 COUNCILMAN: Denni, McCarney, Van Dyke and Baroldi None Arrowood WRITT~ COMMUNICATION FROM THE ORANGE COUNTY ASSOCIATION FOR MENTAL HEALTH RE: FUND DRIVE: The City Clerk presented a written communication from the Orange County Association for Mental Health requesting permission to conduct a campaign for funds on May 2, 1962. It was moved by Councilman McCarney, seconded by Councilman Van Dyke, ant unanimously carried, that permission be granted subject to the solicitor's presenting to the citizen authorized credentials of their organization. January 15, 1962 WRITTEN COMMUNICATION FROM ORANGE COUNTY HEART A~SOCIATION RE: FUND DRIVE: The City Clerk presented a written communication from the Orange County Heart Association requesting permission to conduct a campaign for funds on February 16, 17 and 18th. It was moved by Councilman Van Dyke, seconded by Councilman McCarney, and unanimously carried, that permission be granted for February 16, and 17th only, and that all solicitor's present authorized credentials to the citizens. WRITTEN COMMUNICATION FROM ORANGE COUNTY COUNCIL ON WORLD AFFAIRS RE: NEW ORGANIZATION: The City Clerk presented a written communication from the Orange County Council on World Affairs requesting the Council to announce the formation of this new organization in Orange County. The City Clerk read the communication in full. It was moved by Councilman Van Dyke, seconded by Councilman McCarney, and unanimously carried, this communication be received and filed. WRITT~]q COMMUNICATION FROM CYPRESS CIVIC LEAGUE RE: ABATR~ENT OF FEED YARD: Mr. J. McHugh, 10342 Aurelia Ave., Cypress, California addressed the Council regarding the abatement of the feed yard and presented a petition containing the signatures of residents in the Brentwood Tract requesting the Council to abate the feed yard because of offensive odors. It was moved by Councilman Van Dyke, seconded by Councilman Denni, and unanimously carried, the City Manager and City Attorney be authorized to determine what type of action to take, what Agency to contact in relation to this abatement of odors, and contact the owner of the feed yard to abate the offensive odors from the feed yard. WRITTEN COMMUNICATION FROM THE REGIONAL PARK SURVEY STEERING COMMITTEE RE: ENDCRS~L~IENT OF CITY COUNCIL ON A REGIONAL PARK FOR WESTERN ORANGE COUNTY: The City Clerk presented a written communication from the Regional Park Survey Steering Committee requesting the City Council to adopt a Resolution endorsing a Regional Park site for the western part of Orange County to the Orange County Board of Supervisors. Mrs. Swain, Cypress, California addressed the Council as a member of this committee and stated the committee is requesting the endorsement of a regional park in northern Orange County, that a site had not been selected or discussed at this time. Mr. Filiponi, Recreation Director of the Cypress-County Park & Recreation addressed the Council stating it was his Opinion there was definite need for a regional park in western Orange County. It was unanimously agreed the City Manager be authorized to write a letter to the Orange County Board of Supervisors stating the City Council were generally in favor of a Regional Park, but requested the right to assist in the selection of a site. APPCINTM~]~T OF REPRESENTATIVE TO THE ORANGE COUNTY MOSQUITO ABATE, IENT FOR YEAR OF 1962: It was moved by Councilman Van Dyke, seconded by Councilman McCarney and unanimously carried, the Mayor's appointment of Councilman Denni as the 1962 representative to the Orange County Mosquito Abatement Board be approved. January 15, 1962 ORDINANCE RE: TRAILER PARKS: The City Clerk presented an Ordinance for second reading regarding Trailer Parks (T-P Zone) and stated the Planning Consultant had recommended some minor changes in the proposed Ordinance. It was moved by Councilman McCarney, seconded by Councilman Van Dyke, and unanimously carried, that this Ordinance be referred to the Planning Commission for the proposed changes. SECO~D READING ORDINANCE: ZONE CHiNGE Z-341 JOSEPH SOUSA, SR.: The City Clerk presented Ordinance for second reading regarding approx- imately four acres located on the southeast corner of Moody Street and Orange Ave., as requested by Joseph Sousa, Sr., 5042 Orange Ave., Cypress known as Zone Change Z-34. It was moved by Councilman McCarney, seconded by Councilman Van Dyke and unanimously carried, the following Ordinance be read by title only: ORDINANCE NO. 120 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CYPRESS AMENDING ORDINANCE NO. 90, THE ZONING ORDINANCE, BY CHANGING THE ZCNE OF A CERTAIN PARCEL OF LAND WITHIN THE CITY TO ZONE M-1. RELEASE OF BOND FOR BUILDING RELOCATION NO. 1~ JOB J. DENNI, JR.: The City Clerk presented a request for release of Surety Bond No. 7555119 to the Fidelity & Deposit Co. of Maryland as submitted by Job J. Denni for Building Relocation No. l, located at 9592 Juanita Street, Cypress. It was moved by Councilman Van Dyke, seconded by Councilman McCarney and unanimously carried, this bond be released. It was moved by Councilman Van Dyke, seconded by Councilman Denni and unanimously carried, that bids be awarded to the companies listed above for the purchase of two police vehicles. APPLICATION FOR FRANCHISE FOR OIL PIPELINE AS RF~UESTED BY SOUTHERN CALIFORNIA EDISON COMPANY: The City Clerk presented an application from Southern California Edison Company for a franchise for oil pipeline on Moody ~o be used for the trans- portation of oil from Etiwanda and Alamitos Steam Station. It was moved by Councilman Denni, seconded by Councilman McCarney and unanimously carried, this application be continued until the next regular meeting of the Council. January 15, 1962 LEAGUE OF CITIES REPORT ON RESOLUTION TO STATE LEGISLATURE RE: HOME RULE: The City Manager gave a report on the League of Cities resolution to the State Legislature on vice laws and home rule. It was moved by Councilman McCarney, seconded by Councilman Denni and unanimously carried, this report be received and filed. PROPOSED ANNEXATION TO CITY OF CYPRESS: The City Manager presented a proposed annexation to the City of Cypress, that area north of Lincoln and adjacent to the Los Angeles County line and plans for a subdivision R-l, 6,000 sq. ft. lots. It was moved by Councilman Denni, seconded by Councilman McCarney and unanimously carried, this matter be referred to the Planning Commission and the legal description be sent to the Orange County Boundary Commission. ADJOURNMENT: There being no further business to come before the Council, it was moved by Councilman McCarney, seconded by Councilman Van Dyke and unani- mously carried, the Council adjourn at 10:lO P.
