March 19, ]962 at 7:30 P- M., in the Council Chambers of the City Hall,

ORAL C0}~4UNICATIONS:
Mr. John Malone, 5732 Elinora, C~ress, 5ddressed the Council inquiring
about the possibilities of a Pony League being organized in the City. Mayor
Baro]d~ advised Mr. Malone to contact the Park and Recreation District
for i~!formation concerning this matter.
PUBLIC HEARING RE: ZONE CHANGE Z-355 CHE~I'ER AND AUNEATTA LARKIN:
The Mayor announced this was the time and place for the public
hearing to consider an amendment to the Zoning Ordinance to fezone
from M-1 ( Industrial ) to R-1 ( Residential One-Family) approximately
4.5 a~res located on the west side of Denni Road~ 660' north of Ball Road
as requested b~ Chester and Auneatta Larkin, 971,1 Denni Road., Cypress to
be known as Zone Change Z-33 and asked if there was anyone in the
audience to speak for or against this proposed zone change.
Mz. Hay Mereado, representing the applicant, addressed the Council
statjr!g he would be glad to answer an~, questions concerning the proposed
development of this area.
There being no written communications, and no oral protests presented
at th~s time, the Mayor declared the public hearing closed.
Mr. Larry Wise, Planning Consultant for the City of Cypress recommended
the continuation of this zone change request until sunh time as the
Master Plan studies are completed in this area, or denial.
Mr. Hay Mercado, representing the applicant stated they would
w~thdraw their application for zone change until further notice.

Council as Developer and stated he planned to develop this property into

The C~ty Clerk presented a written communZcation from Mr. Larry Wise,
P]nn;ng Consultant regarding the attendance of his staff at Planning
Commission and City Council meetings in the future.
After discussion, it was moved by Councilman Arrowood, seconded by
C~mcilman McCarney, and unanimously carried, the communication be received
and filed and the Planning Consultants be available at all future meetings of
the Planning Commission and City Council subject to the discretion of the
City Manager.

LINE OF TRACTS FRO~ MOODY TO BLOOMFIELD:
The City Clerk presented a written communication from Larwin Company,
86~0 Wilshire Blvd., Beverly Hills, Calif. dated March 12, 1962 requesting
the City of Cypress to issue a letter to the Veterans Administration and
the Federal Housing Administration advising that at such time as the property
located on the north side of Cerritos Ave., is rezoned for commercial purposes,
the C!ty would require the i. nstallation of a masonry wall at any point
wh~re such rezoned property abuts residential areas.

COUNCILMAN VAN DYKE ARRIVED AT 8:20 P. M. AND TOOK HIS CFJ. IR ON THE PODIUM.
Mr. Raymond Spehar, Anahe~m, Californla representing the applicant
addressed the Council stating the application for on-sale beer license was
to be ~ temporary license until such time as the liquor license was
available, and ~urther stated the liquor license could be obtained in
Ju]~ or Aug~mt and th~s would be a condition of the lease that a cocktail
bar and steak house would be the type of business in this location.
After considerable discussion, it was moved by Councilman Arrowcod,
seconded by Councilman McCarney, and unanimously carried, to receive and
file this application, and application for amendment to the Variance No.
V-161 ~e filed no later than March 22, ]962 requesting permission to allow
th~ temporary operation of an on-sale beer l~cense until such time as the
liquor license can be obtained.

Mr. Larry Wise, Planning Consultant of the City recommended this

The City Clerk presented Tentative Tract No. 4398 as requested by

CONSIEERATION C~ FESIGNATION CF KENNETH BORDNER AS PLANNING C0~4ISSIONER:
The Mayor announced he had received a letter of resignation from
Kenneth Bordner as Planning Commissioner.
Following discussion and request of Councilman Arrowood for a copy
of the letter of resignation, the Mayor declared a 15 minute recess, at
8:55 P. M.
The Mayor called the meeting to order at 9:10 P. M. and read letter
of resignation of Kenneth B. Bordner dated February 19, 1962 in full.
It was then moved by Councilman Van Dyke, seconded by Councilman
McCarney and unanimously carried to accept the resignation of Kenneth B.
Bordner and the Mayor be instructed to send a letter of appreciation for
his services as Planning Commissioner.
The Mayor then announced his recommendation for appointment as Planning
Commissioner to fill the unexpired term of Kenneth B. Bordner to be
Mr. ~. E. Arnold, Cypress.
It was then moved by Councilman Afrowood, seconded by Councilman Van Dyke
and carried, that appointment of Mr. A. E. Arnold to the Planning Commission
be rejected. The following roll call vote was taken:

The City Manager requested authorization and appropriation of funds
from unappropriated surplus to pay the accumulated overtime of City
Employees for the year of 1961 and to be included in the payroll of the
last half of March, 1962.
It was moved by Councilman Arrowood, seconded by Councilman Van
Dyke, and unanimously carried, that appropriation of funds to pay
accumulated overtime of the city employees for the year of 1961 be
authorized and paid on the payroll warrant for the last half of March, 1962.

The Acting City Manager requested permission to employ the organization
of Cooperative Personnel Services, Los Angeles, Calif. a division of
the State Personnel Board to advertise for applications for the position
of City Manager of the City of C~vpress.

and unanimously carried, that the Cooperative Personnel Services be employed
to secure applications ~or the position of City Manager at a sum not to
