HELD
April 17, 1962
The City Council of the City of Cypress met in adjourned session
on April 17, 1962 at 7:30 P. M., in the Council Chambers of the City
Mall 9739 So. Walker Street, Cypress, California, Mayor Baroldi presiding.

Also present were: City Manager/City Engineer, John M. Toups
City Attorney, Sheldon Ross and City Clerk, Ferne S. Phillips.
ORAL CO~ICATIONS:
Mr. Howard Tatro, Newman Street, Cypress addressed the Council
concerning the block wall fence along the north side of the Emblem
Homes Subdivision between Walker and Valley View.
Mr. Toups, City Manager advised the Council he would report
back to them at their next meeting on this matter.
SECOND READING ORDINANCE RE: ZONE CHANGE Z-~6~ WILLIA~B:
The City Clerk presented Ordinance for second reading for that
property located on the corner of Lincoln and Bloomfield to change the
zone from A-2 (Heavy Agriculture) to C-2 (General Commercial) and
reported the Developer, Mr. Henry Neishi had submitted a proper Deed as
requested by the Council.
It was moved by Councilman Arrowood, seconded by Councilman
Van Dyke and unanimously carried, this Deed be accepted by the City
and recorded in Records of Orange County.
It was moved by Councilman Arrowood, seconded by Councilman Van Dyke
and unanimously carried, the following Ordinance be read by title only:
ORDINANCE NO. 127
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CYPRESS
AMENDING ORDINANCE NO. 90, THE ZONING ORDINANCE, BY
CHANGING THE ZONE OF A CERTAIN PARCEL OF LAND WITHIN THE CITY
TO ZONE C-2 (GENERAL COPMERCIAL) WIIZIAMB.
It was moved by Councilman Van Dyke, seconded by Councilman
Afrowood, and unanimously carried, that Ordinance No. 127 be adopted
by the following roll call vote:

CANVASS OF ELECTION EETLF~NS:
The City Clerk presented the City Council with the Tally Sheets
and Result of Votes Cast as prepared by the Election Board for the
Municipal Election held on April lO, 1962-
Upon completion of the canvass of the election returns the
following results were:
April 17, 1962
There was one (1) voting precinct established for the purpose
of holding said election.
That said election was held for the purpose of electing three
(3) members of the City Council of the City of Cypress for
the full term of four years.
The names of the persons voted for Member of the City Council
and the number of votes given to each person and the total

It was moved by Councilman Arrowood, seconded by Councilman Van Dyke
and unanimously carried, the Resolution reciting the results of the General
Municipal Election held on April 10, 1962 be read in full, title as follows:

MEM]EERS OF TE CITY COUNCIL:
The City Clerk presented certificates of Election to Mr. Peter D.
Gorzeman, Mr. Frank P. Noe and Mr. Mark L. Wright and administered
the Q~.th of Office to each elected Councilman.

~yor Baroldi then addressed the audience stating he had enjoyed his
term es Mayor of the City of Cypress and commended the staff and City Clerk,
for their cooperation during his term. Councilman Arrowood stated he had
enjoyed his term as Councilman and Councilman McCarney did not make any
statement. Mayor Baroldi then called the newly elected Councilmen to the
podium to take their chairs.
NOMINATIONS FOR GFFICE GF MAYOR:
The City Clerk announced 'this was the time and place for nominations
for the office of Mayor, by either secret ballot or voice.
It was moved by Councilman Gorzeman, seconded by Councilman Noe and
~manimously carried, that Councilman Jacob Van Dyke be elected to serve
as Mayor of the City of Cypress.
Mayor Van Dyke then took the chair and announced this was the time
and place for nominations for the office of Mayor Pro Tempore.
It was moved by Councilman Wright, seconded by Councilman Gorzeman
and. unanimously carried, that Councilman Frank P. Noe be elected to
serve as ~yor Fro Tempore of the City of Cypress.
WRI'A-f5N CO~ICATION FROM ORANGE COUNTY STREET NAMING COMTrEE RE:
APPOINTMENT FOR REPRESENTATIVE OF 'r~ CITY OF CYPRESS:
The City Clerk presented a written communication from the Orange
County Street Naming Committee, 400 W. 8th Street, Santa Ana, California
dated April 6, 1962 requesting the appointment of a representative of the
City Council to meet with their Committee.
Mayor Van Dyke then requested the Council to recommend the name of
a representative to serve on this Committee.
~t was moved by Councilman Wright, seconded by Councilman Gorzeman
and unanimously carried, that Councilman Frank P. Noe be appointed as
representative of the City of Cypress to the Orange County Street
Naming Committee-
APPOINTMEM~ OF PLANNING CON~LISSIONER:
The Mayor announced his recommendation to fill the unexpired term
of Mark L. Wright, Planning Commissioner to be Mr. Drexel O. Berry,
10252 Lorraine Lane, Cypress, California, term to expire on August 5, 1965.
It was moved by Councilman Wright, seconded by Councilman Gorzeman and
unanimously carried, the Mayor's appointment be approved.
ADJOt~NT:
There being no further business to come before the Council, it
was moved by Councilman Noe, seconded by Councilman Gorzeman and unanimously
carried, the City Council adjourn at 8:00 P. M., until May 14, 1962 at 7:30 P. M.,
in the Council Chambers of the City Hall, 9739 South Walker Street, Cypress,
California.
