HELD
December 17, 1962
The City Council of the City of Cypress met in regular session on
December 17, 1962 at 7:30 P. M., in the Council Chambers, 9471 South
Walker Street, Cypress, California, Mayor Van Dyke presiding.
PRESENT: Gordon, Gorzeman, Noe, Wright and Van Dyke
ABSENT: None
Also present were: City Manager, Darrell Essex; City Engineer, John M.
Toups; City Attorney, Rodger Howell; and City Clerk, Ferne S. Phillips.
MINUTES:
It was moved by Councilman Noe, seconded by Councilman Wright and
unanimously carried, the Minutes of November 19, 1962 be approved as mailed.
It was moved by Councilman Noe, seconded by Councilman Gordon and
unanimously carried, the Minutes of December 4, 1962 be approved as mailed.
ORAL COMMUNICATIONS:
Mr. Paul Angers, 10352 Aurelia, Cypress, California addressed the Council
regarding the attendance of the City Staff at the banquet to be given at
the Disneyland Hotel regarding the "Angels" Ball Club. He also addressed
the Council concerning the drainage on streets in the City of Cypress.
WRITTEN COMMUNICATION FROM PATRICIA GOODE RE: APPOINTMENT OF WOMEN'S CIVIL
DEFENSE CO-ORDINATOR:
A written communication from Patricia Goode, Cypress Civic League,
regarding the appointment of Women's Civil Defense Co-ordinator was presented.
It was moved by Councilman Wright, seconded by Councilman Noe and
unanimously carried, that the City Manager contact persons who are interested
in Civil Defense and invite them to participate in a City wide Civil Defense
Con~nittee.
WRITTEN COMMUNICATION FROM HUNTINGTON BEACH RE: USE OF PARTISAN POLITICAL
LABELS BY MUNICIPAL OFFICE CANDIDATES:
A written cormnunication from Huntington Beach regarding the use of
partisan political labels by municipal office candidates was presented.
It was moved by Councilman Noe, seconded by Councilman Wright and
unanimously carried, this communication be received and filed.
WRITTEN COMMUNICATION FROM CENTRALIA SCHOOL DISTRICT RE: DEDICATION OF
DRAINAGE EASEMENT ON PROPOSED SCHOOL SITE:
A written con~nunication from Centralia School District regarding their
re fusal to comply with the required drainage easements on proposed school
site was presented.
It was moved by Councilman Gordon, seconded by Councilman Wright and
unanimously carried, the City Attorney and City Manager be directed to write
the School Board requesting them to reconsider their decision and to advise
them that the City is prepared to proceed with legal steps to require
compliance with this condition.

WRITTEN COMMUNICATION FROM BOARD OF SUPERVISORS RE: ?RISONER'S COST IN
ORANGE COUNTY FACILITIES:
A written communication from the Board of Supervisors regarding prisoner's
cost in Orange County facilities was presented.
It was moved by Councilman Noe, seconded by Councilman Wright and
unanimously carried, this con~nunication be received and filed.

A written cormmunication from the Board of Supervisors regarding Valley
View Street was presented.
It was moved by Councilman Noe, seconded by Councilman Wright and
unanimously carried, this cormnunication be received and filed.
WRITTEN COMMUNICATION FROM STANDARD DEVELOPMENT CORPORATION RE: ACCEPTANCE
OF PUMP STATION LOCATED IN TRACT NO. 4112:
A written communication from Standard Development Corporation, requesting
acceptance of the pump station located in Tract No. 4112 was presented.
It was moved by Councilman Gorzeman, seconded by Councilman Wright and
unanimously carried to accept the pump station in Tract No. 4112 subject to
the condition that Standard Development Corporation provide all excessive
maintenance as determined by the City Engineer until such time as the
subdivision is completed.
WRITTEN COMMUNICATION .FROM ALOIS ROMBOUT RE: ACCESS RIGHTS TO CRESCENT AVENUE
AND TRACT NO. 4470:
A written communication from Alois Rombout requesting access rights to
Crescent Avenue and Tract No. 4470 was presented.
It was moved by Councilman Wright, seconded by Councilman Noe and
unanimously carried, this matter be held over, for further study, until the
next meeting of the Council.
REPORT FRC~4 CITY MANAGER RE: CAROB STREET IMPROVEMENT AND REIMBURSEMENT
AGREEMENT:
It was moved by Councilman Noe, seconded by Councilman Wright and
unanimously carried that the Mayor and City Clerk be authoriz~d to sign the
reimbursement agreement for the Carob Street Improvement Agreement, subject
to the approval of final form by the City Attorney.
REPORT FROM CITY MANAGER RE: AUTHORIZATION TO ATTEND CITY MANAGER'S CONFERENCE:
It was moved by Councilman Noe, seconded by Councilman Gorzeman and
unanimously carried the City Manager be authorized to attend the City Manager's
Conference in Monterey, California, and be absent from his duties from
February 13, 1963 until February 15, 1963 and be reimbursed for his actual and
necessary expenses.
REPORT FROM CITY MANAGER RE: REQUEST FOR AUTHORIZATION TO EMPLOY PLANNING
ASSISTANT:
It was moved by Councilman Gorzeman, seconded by Councilman Noe and
unanimously carried, that the City Manager's recommendation regarding
employment of a Planning Assistant be granted.
REPORT FROM CITY MANAGER RE: MONTHLY ACTIVITY REPORT FOR NOVEMBER, 1962:
It was moved by Councilman Wright, seconded by Councilman Noe and
unanimously carried, the Monthly Activity Report for the Month of November, 1962
he received and filed.

REPORT FROM CITY ATTOIiI~Y R~: PRECISE ALIG~ENT OF PROPOSED STREETS IN CITY:
It was moved by Councilman Noe, seconded by Councilman Gorzeman and
unanimously carried, that the City Manager and Staff be authorized to proceed
with the alignment of existing and proposed streets in the City of Cypress and
submit a report to the City Council and Planning Con~nission.
REPORT FROM CITY ATTORNEY RE: PROTECTION OF CITY FOR STREETS DEDICATED AND
UNDER CONSTRUCTION IN SUBDIVISIONS:
It was moved by Councilman Noe, seconded by Councilman Gorzeman and
unanimously carried, the City Attorney be authorized to take the necessary
steps to provide protection of the City for streets dedicated and under
construction in subdivisions.
REPORT FROM CITY ENGINEER RE: TENTATIVE TRACT NO. 4898; SHERMAN WHITMORE:
It was moved by Councilman Wright, seconded by Councilman Noe and
unanimously carried, that Tentative Tract No. 4898 located north of Orange
between Moody and Denni as requested by Sherman Whitmore, Santa Ana, California
be accepted, subject to the following conditions:
1. That it conform with the Master Plan of Drainage of the City.
2. Drainage be to the satisfaction of the City Engineer.
3. Moody Street be improved from the south tract line southerly to Orange,
to the satisfaction of the City Engineer.
A 5' block wall be constructed along the rear property lines of lots,
1, 2, and 3.
Item No. 3 on the Tentative Map be changed to read either the Southern
California Water Company or the City of Cypress Water Company, as
determined by the City of Cypress.
A 5' block wall be constructed along the south side of lots 16 through
25 if these lots are unoccupied, prior to the development of the
adjacent property.
REPORT FROM CITY ENGINEER~NE: ACCEPTANCE OF DEED ON MOODY AND CERRITOS;
STANDARD DEVELOPMENT:
It was moved by Councilman Gorzeman, seconded by Councilman Noe and
unanimously carried, the Deed for the street widening on the northeast corner
of Moody and Cerritos, from Standard Development Corporation, Beverly Hills,
California, be accepted.
REPORT FROM CITY ENGINEER NE: PRELIMINARY PROJECT STATEMENTi ARTERIAL HIGHWAY
FINANCING PROGRAM:
It was moved by Councilman Gorzeman, seconded by Councilman Wright and
unanimously carried, the following Resolution be read by title only:
RESOLUTION NO. 318
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS REQUESTING
THE COUNTY OF ORANGE TO INCLUDE WITHIN THE ARTERIAL HIGHWAY
FINANCING PROGRAM THE DEVELOPMENT OF WALKER STREET.
It was then moved by Councilman Noe, seconded by Councilman Gorzeman
and unanimously carried that the above Resolution be adopted by the following

It was moved by Councilman Noe, seconded by Councilman Wright and
unanimously carried the following Resolution be read by title only:

A RESOLUTION OF THE CITY OF CYPRESS DECLARING THE INTENTION OF THE
CITY COUNCIL TO ORDER THE VACATION OF A PORTION OF BELLE AVENUE
FROM MOODY STREET TO BLOOMFIELD STREET.
It was then moved by Councilman Noe, seconded by Councilman Wright and
unanimously carried, the above Resolution be adopted setting the public hearing
for the next regular meeting of the City Council.

REPORT FROM CITYMANAGER RE: MUNICIPAL WATER SYSTEM FOR CITY OF CYPRESS:
It was moved by Councilman Gorzeman, seconded by Councilman Gordon and
unanimously carried the City Manager be authorized to investigate the engineering
firms available to analyze the water system of the City of Cypress, and prepare
a report for the City Council.
REPORT FROM CITY MANAGER RE: RELOCATION PERMIT NO. 4:
It was moved by Councilman Gorzeman, seconded by Councilman Gordon and
unanimously carried the Building Department, City Attorney and City Manager be
authorized to take the necessary legal steps to require completion of Relocation
Permit No. 4 through the existing provisions outlined in the Uniform Building
Code, State Housing Act or through the provisions of the existing Bond.
REPORT FROM CITY MANAGER RE: CLOSING OF CITY HALL ON DECEMBER 31~ 1962:
It was moved by Councilman Noe, seconded by Councilman Wright and
unanimously carried, that on December 31, 1962, the City Hall will be closed,
and that equivalent time off be granted to the members of the Police Department,
to be scheduled at a later date.

WRITTEN COI~UNICATION FR(~4 MR. STILLWELL RE: WAIVER OF ADMISSION TAX:
A written cormnunication fromMr. Stillwell, representative of St.
Mary's Hospital Guild in Long Beach, California requesting a waiver of
admission tax to the Los Alamitos Race Course was presented.
It was moved by Councilman Noe, seconded by Councilman Wright and
unanimously carried this request be denied and the City Attorney be directed
to so advise.
REPORT FROM CITY MANAGER RE: STATE POPULATION ESTIMATE:
The City Manager reported the recent State Population Estimate for the
City of Cypress was 6,350.
ORAL COMMUNICATIONS:
Mr. John Kanel, 5502 Mildred Circle, Cypress, California addressed the
Council regarding proposed park sites in subdivisions in the City.

There being no further business to come before the City Council, it was
moved by Councilman Noe, seconded by Councilman Wright and unanimously carried,
the meeting adjourn at 9:45 P. M., until January 14, 1963 at 7:30 P. M.
