Minutes 64-08-03t45 INDEXEEl ~4INUTES OF TItE CITY COUNCIL OF THE CITY OF CYPP£SS AT A SPECIAL .~[EETING HELD August 3, 1964 The City Council of the City of Cypress met in special session on llonday, August 3, 1964, at 10:07 a.m. in the City Council ~ambers, 9471 South Walker Street, Cypress, California, all members having been notified as required by lm~, Mayor Frank P. Noe presiding. PRESENT: Gorzeman, Kanel, McCarney, and Noe ABSENT: Wright Also present were City Manager/City Clerk Darrell Essex; Administrative Assistant Darrell Dalton; Public Works Director Harold Neu; and Building Superintendent Tom Nudson. INTRODUCTION OF STUDENT INTERN: The City Manager introduced Mr. Gordon ~orn, newly employed Student Intern, and explained that he would be preparing various studies requested by the staff° CONS.I.DERA. TIflN OF RE~.DDELING HOUSE ON CIVIC CENTER PROPERTY FOR USE AS CO~CIL CIIA~fBERS: The City ~anager stated that officials of the Cypress County Water District have requested the City to give consideration of paying a fee to the Water District for use of the Council Chambers for City Council and Planning Commission meetings. The suggested fee was ,~25.00 per meeting. The City ~[anage r s~ted that in order to give the City Council au alternative proposal, he had prepared a study concerning the possibility of remodeling the vacea~t house located on the civic center property for use as a City Council c~amber. T~e house has been thoroughly inspected by the City's Building Superintendent, and would sent an audience of approximately 20-~25 individuals. ~e City 7~anager presented a report from the Building guperintende,t outlining the estimate of rehabilitating the subject dwelling. ~,Yayor Noe declared a recess at 10:15 a.m. in order to allow time for the City Councilmen to view the subject house. The meeting was called back to order at 10:36 a.m., with all City Councilmen present except Councilman Wright. The City Manager once again reviewed the cost estimates for rehabilitating the ~elling on Orange Avenue. Following considerable discussion concerning the type of air conditioning desired for the building and the paving of the parkin~ area, it was moved by Councilman McCarney, seconded by Councilman Corzeman, and unanimously carried, to approve an expenditure of $4,000 for rehabilitation of the vacant house on the Civic Centcr Property for use as a City Council Chamber, said rehabilitation to provide for an adequate air-conditioning unit and oiling and graveling of the parking area. following roll call vote was taken: AYES: 4 COUNCILMEN: NOES: 0 COUNCII24EN: ABSENT: 1 COUNCID{EN: Gorzeman, Kanel, ~cCarney, and Noe None Wright August 3, 1964 CONSIDERATION OF DRAINAGE PilMBURSE~ENT AGREEMENT WITII THE LARWIN COMPANY: The City ~anager presented in full the proposed Drainage Reimbursement Agreement between the City of Cypress and the Lam4in Company for Drainage District 2-A. Considerable discussion was held conceraing the!acreage required for the sump and pump area, with reference to acquiring the acreage ultimately needed for this facility at an early date in order to keep the purchase price at a minimum. Discussion was also held concerning the desire to include a provision in the agreement for a reserve fund to be used by the City for any urgently needed drainage work in District 2-A. It was moved by Councilman Kanel, seconded by Councilman ~cCarney, and unanimously carried, to direct the City Manager to further discuss this Drainage Reimbnrsement Agreement with the Lardin Company, and report back to the City Counc~ at the August 10, 1964, City Council meeting. AWARD OF CONTRACT FOR ARC~IITECTURAL SERVICES ON THE LIBRARY BUILDINC.: The City Manager stated that the Orange County Board of Supervisors has approved the lease between the City and the County Library District for a library building at Uoody and Myra. The City Mana~r recommended that in order to expedite the construction of the branch library building, tbe City Council approve the agreement for architectural and engineering services with the firm of Jasper and Forker. It was moved by Councilman Corzeman, seconded by Councilmau 7{cCarney, and unanimously carried, to approve the agreement for Architectural and Engineering Services with the firm of Jasper and ~orker, at a cost of six percent of the construction cost, which is estimated at $62,500.00, and further to authorize the ~Iayor to sign and City Clerk to attest this agreement.
