HomeMy WebLinkAboutMinutes 65-07-01 MINUTES OF THE CITY COUNCIL OF THE CITY OF CYPRESS HELD July 1, 1965 The City Council of the City of Cypress met in adjourned regular session on Thursday, July 1, 1965, at 7:32 p.m. in the Council Chambers, 5311 Orange Avenue, Cypress, California, Mayor Frank P. Noe presiding. PRESENT: McCarney, Wright, and Noe ABSENT: Gorzeman and Kanel Also present were City Manager/City Clerk Darrell Essex; City Attorney James Erickson; Administrative Assistant Darrell Dalton; Public Works Director Arthur Schatzeder; Secretary of the Planning Commission George Putnam, and members of the Cypress Planning Commission. COUNCILMAN KANEL ARRIVED AT 7:33 P.M. The Planning Commission proceeded with items on its agenda and at 7:50 p.m. deferred to Councilmanic procedures. COUNCILMAN GORZEMAN ARRIVED AT 7:50 P.M. Mayor Noe reminded the audience that the City Council meeting had been called to order at 7:32 p.m. and the City Council would now proceed with the City Council agenda items. ORAL COMMUNICATTiDNS: There were no oral communications presented at this time. REPORT FROM CITY MANAGER RE: JOINT POWERS AGREEMENT FOR DRAINAGE FACILITIES BETWEEN CITY AND NORTH ORANGE COUNTY JUNIOR COLLEGE DISTRICT OF ORANGE AND LOS ANGELES COUNTIES: The City Manager presented a report regarding a Joint Powers Agreement for Drainage Facilities between theCity of Cypress and the North Orange County Junior CoI~ge District of Orange and Los Angeles Counties. The City Manager outlined the provisions of the Joint Powers Agreement which provides for the advance of drainage funds by the Junior College District for the construction of the Juanita Street storm drain. Under the Agreement, the Junior College District would be provided with a Reimburse- ment Agreement for all funds which are expended by the District in excess of the required ~rainage fees for the Junior College property. Following further discussion concerning the provisions of the Agreement, it was moved by Councilman Gorzeman, seconded by Councilman Wright, and unanimously carried, to approve the Drainage Facility Construction Joint Powers Agreement between the City of Cypress and the North Orange County Junior College District of Orange and Los Angeles Counties, and authorize the Mayor to sign and City Clerk to attest the subject -Agreement. The following roll call vote was taken: AYES: 5 COUNCILMEN: NOES: 0 COUNCILMEN: ABSENT: 0 COUNCILMEN: Gorzeman, Kanel, McCarney, Wright, and Noe None None REVIEW OF CITY'S MASTER PLAN WITH PLANNING COMMISSION M~MEERS: The City Manager explained the reasons for the joint meeting between the Planning Commission and City Council, which was to review certain staff recommendations regarding the precise zoning plan for the City as a result of the recent economic study and other changes in community development. The Secretary of the Planning Commission presented the following review of the zoning recommendations: A. The creation of a new Civic Center zone around the proposed Cypress College Site south of Lincoln between Valley View and Holder. This Civic Center zone would require action by the cities of Cypress and Buena Park and the County of Orange. Original discussions with the other agencies involved indicate that there is a willingness to provide for this civic center zone to provide adequate planning surrounding theCypress College district. July 1, 1965 B. Change from R-i, R-4, and C-2 to PD the area actually being acquired for the Cypress College site. The college would require a Conditional Use Permit under any zoning classification and it is felt that the PD zoning would more accurately describe the development. C. Change from R-4 to R-1 the St. Irenaeus Catholic Church property on Grindlay and on the east side of Grindlay just northerly of the Civic Center overlay zone. The major reason for this recommendation is to reduce the ultimate traffic flow on Grindlay. D. Create a new a new under-lay zoning. to analyze the type of site. Change from R-1 to a new Planned Commercial Zone the approximate 20-acre site on the southwest corm~r of Ball and Valley View. This is a result of the recommendation of the Economic Research Associates study which designat~d!~his~ areala~hav~ng a good potential for future conmercial development. F. Change from R-i to P-M the area bounded on the north by Katella, the west by the extension of Holder Street, the south by the Stanton Storm Channel, and on the east by Knott Avenue. This recommendation is to concentrate the Planned Manufacturing zone north of the Stanton Storm Channel. G. Change from R-1 to PD the area bounded on the north by the Stanton Storm Channel, on the west by the extension of Holder Street, on the south by Orangewood Avenue, and on the east by Knott Avenue. This would provide for an increase in density, offsetting the loss of density resulting from Reconmendations H and I. H. Change from R-3 to PM that area east of Valley View, north of Orangewood, This is to eliminate the ultimate possiblity of additional school requirements for the Cypress Elementary School and the future possiblity of bussing children to other school sites in the City. I. Change from R-1 to P-M that area located west of Valley View north of Orange wood. This would also eliminate additional school requirements for the Cypress School District and the future possiblity of bussing children to other shcool sites in the City. General discussion was held by members of the Planning Commission and City Council regarding these recommendations. It was the consensus of opinion that the proposed Planned Commercial zoning should include a larger area in the event any additional commercial development it justified at a later date. Suggestions were also made on the possibility of planning Commercial Office zoning in the area of Orange and Walker to complement the civic center site. General discussion was held regarding the adoption of some program of implementation to encourage the actual development of the commercially and industrially zoned areas. Following general discussion, each member of the Planning Commission and City Council expressed their feelings in regard to the suggested changes and generally the proposed changes were acceptable, with the suggestion made to re-evaluate the recommendations in view of the general discussion. Councilman Kanel requested that maps showing the proposed changes be prepared and sent to the Commission and Council for further study.
