HomeMy WebLinkAboutMinutes 65-08-05MINUTES OF THE CITY COUNCIL OF THE CITY OF CYPRESS HELD August 5, 1965 The Cypress City Council held an adjourned regular meeting on August 5, 1965, at the Damron School, 5400 Myra Avenue, Cypress, California, at 7:00 p.m., Mayor Frank P. Noe presiding: PRESENT: Councilmen Kanel, McCarney, Wright, and Noe ABSENT: Councilman Gorzeman Also present was City Manager/City Clerk Darrell Essex. APPOINTMENT OF PLANNING COMMISSIONER: Mayor Noe stated that since Cormmissioner Wayne Worley had not served a full term on the Planning Commission, and since he has capably carried out his duties as a Commissioner, he would recommend that Mr. Worley be reappointed to the Planning Commission for a term to expire on August 5, 1969. It was moved by Councilman Wright, seconded by Councilman McCarney, and carried, to concur with the Mayor's recommendation and to appoint Mr. Wayne Worley to the Planning Commission for a term to expire on August 5, 1969. The following roll call vote was taken: AYES: 3 COUNCILMEN: NOES: 1 COUNCILMEN: ABSENT: 1 COUNCILMEN: McCarney, Wright, and Noe Kanel Gorzeman CYPRESS CIVIC CENTER FOUNDATION INVESTIGATION: The City Manager stated that at the last City Council meeting, the staff had been instructed to obtain additional information regarding the soils tests for the Civic Center site. The City Manager advised that this investigation revealed that the proposal submitted by Dames and Moore appeared to be high in terms of the total project and that proposals had been requested from LeRoy Crandall and Assoc- iates and L.T. Evans, Inc., who were both recognized as qualified soils engineering firms. The City Manager further advised that due to the fact that recent soils tests had been conducted in the subject area by LeRoy Crandall and Associates, that this firm would probably be most qualified to complete this project at the lowest cost to the City. The City Manager recommended that the City Council reject the proposal submitted by Dames and Moore and authorize the City to employ the firm of LeRoy Crandall and Associates to conduct the soils tests for the Civic Center project upon receipt of a written proposal acceptable to the City Manager and Public Works Director. It was moved by Councilman McCarney, seconded by Councilman Wright, and unanimously carried, to reject the proposal submitted by Dames and Moore and to authorize the City to employ the firm of LeRoy Crandall and Associates to conduct the soils tests for the Civic Center project upon receipt of a written proposalacceptable to the City Manager and Public Works Director. The following roll call vote:was taken: AYES: 4 COUNCILMEN: NOES: 0 COUNCILMEN: ABSENT: 1 COUNCILMEN: Kanel, McCarney, Wright, and Noe None Gorzeman JOINT MEETING BETWEEN CITY COUNCIL AND CYPRESS SCHOOL DISTRICT BOARD OF TRUSTEES: At 7:30 p.m., the following met with the City Council to discuss areas of mutual concern: Cypress School District Superintendent Vincent Devaney; Business Manager Rex Nerison; and Trustees James Graham, Ralph Hines, Ralph Stewart, Christine Swain, and Walter James. Items discussed included drainage~ Conditional Use Permit requirements for the School District; notices by the Alcoholic Beverage Control Board on proposed alcoholic beverage establishments; existing and proposed zoning in the City; existing and proposed school sites; school vandalism; park and recreation needs; availability of City personnel and facilities for presentations and tours for the students; and the future proposed uses for the Cypress School. August 5, 1965 ADJOURNMENT: There being no further matters to be discussed by the City Council and School Board members, it was moved by Councilman Wright, seconded by Councilman Kanel, and unanimously carried, to adjourn this meeting at 10:25 p.m. to the City Hall, 9737 South Walker Street, Cypress. CALL TO ORDER: The Mayor called the meeting back to order at the hour of 10:35 p.m. at the City Hall, 9737 South Walker, Street, Cypress, California, with the following present: PRESENT: Councilmen Kanel, McCarney, Wright, and Noe ABSENT: Councilman Gorzeman Also present was City Manager/City Clerk Darrell Essex. PRESENTATION OF PRELIMINARY CIVIC CENTER PLANS: The City Manager presented the preliminary plans with suggested amendments for the Cypress Civic Center. The major changes included were the provision for additional space for the Police Department and &letion of t~ elevator from the City Council Chambers. It was moved by Councilman Kanel, seconded by Councilman Wright, and unanimously carried, to approve the preliminary plans as submitted subject to the changes outlined by the City Manager with the provision that the preliminary cost estimate for building construction does not exceed $650,000. The following roll call vote was taken: AYES: 4 COUNCILMEN: NOES: 0 COUNCILMEN: ABSENT: 1 COUNCILMEN: Kanel, McCarney, Wright, and Noe None Gorzeman ADJOURNMENT: It was moved by Councilman Wright, seconded by Councilman Kanel, and unanimously carried, the meeting adjourn at the hour of 11:00 p.m. ATTEST: August 5, 1965
