Minutes 66-10-03338 MINUTES OF THE CITY COUNCIL OF THE CITY OF CYPRESS ADJOURNED REGULAR MEETING October 3, 1966 The City Council held an adjourned regular meeting on October 3, 1966, at the Cypress City Hall, 9737 South Walker Street, Cypress, at 4:06 p.m., Mayor Frank P. Noe presiding. PRESENT: Councilmen Bowen, Harvey, McCarney, and Noe ABSENT: Councilman Kanel Also present was City Manager/City Clerk Darrell Essex COMMUNICATION FROM CYPRESS JUNIOR WOMAN'S CLUB RE: "CANDIDATE'S NIGHT": Mayor Noe presented a communication from the Cypress Junior Woman's Club, inviting the attendance of the City Council members at "Candidate's Night" to be held on October 21, 1966, at the Juliet Morris School Cafetorium. INTERVIEW WITH LANDSCAPE ARCHITECT FOR CIVIC CENTER LANDSCAPING: The City Council conducted an interview with the Landscape Architectural firm of Linesch and Reynolds, of Long Beach, in order to review their experience and background for providing the landscape architectural service for the Cypress Civic Center. COUNCILMAN KANEL ARRIVED AT 4:50 P.M. Further discussion was held regarding the landscaping needs of the Civic Center. REQUEST FOR CLOSING OF BALL ROAD BETWEEN BLOOMFIELD AND MOODY: The City Manager reviewed the emergency action taken by the Public Works Director in the closing of Ball Road between Bloomfield and Moody Street. The closing was required due to the dangerous condition of the street sections adjacent to the open trench required for the installation of the Metropolitan Water District feeder line in Ball Road. The City Manager requested the Council to consider the closing of Ball Road between Bloomfield and Moody until November 1, 1966. A lane will be provided for local traffic and emergency vehicles, but through traffic will not be allowed. It was moved by Councilnan McCarney, seconded by Councilman Bowen, and unanimously carried, to approve the closure of Ball Road to through traffic between Bloomfield and Moody Streets until November 1, 1966. STATUS OF LITIGATION RE: FERTILIZER PLANT ADJACENT TO CITY LIMITS: The City Manager presented a report from the City Attorney regarding the final judgment in the case of the City versus the Dairymens' Fertilizer Cooperative, Inc. It was moved by Councilman Bowen, seconded by Councilman Harvey, and unanimously carried, to place this matter on the agenda for the City Council meeting of October 10, 1966. REPORT FROM COMMITTEE ON CIVIC CENTER INTERIOR FURNISHINGS: The City Manager presented a report from the Committee on interior furnishings, after which it was moved by Councilman Kanel, seconded by Councilman Bowen, and unanimously carried, to place this matter on the City Council agenda for the meeting of October 10, 1966. RESOLUTION SUPPORTING ORANGE COUNTY BOARD OF SUPERVISORS RE: AIR TRANSPORTATION: The City Manager reported that the Orange County Board of Supervisors is conducting a hearing regarding the operation of Air California, Inc., and has requested an indication from the City Council of the City's interest in this matter. It was moved by Councilman Harvey, seconded by Councilman Bowen, and unanimously carried, to place this matter on the ageuda at this time. October 3, 1966 339 The City Manager read in full a Resolution supporting the proposed air service of Air California, Inc., after which it was moved by Councilman Harvey and seconded by Councilman Bowen to adopt this Resolution, title as follows: RESOLUTION NO. 726 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS EXPRESSING SUPPORT TO THE ORANGE COUNTY BOARD OF SUPERVISORS PROVIDING TRANSPORTATION FACILITIES FOR ORANGE COUNTY THROUGH AIR CALIFORNIA, INC. The motion was unanimously carried by the following roll call vote: AYES: 5 COUNCILMEN: NOES: 0 COUNCILMEN: ABSENT: 0 COUNCILMEN: Bowen, Harvey, Kanel, McCarney, and Noe None None PARKING LOT ACCESS--ST. IRENAEUS CHURCH: Councilman McCarney indicated that an option had been obtained for a parcel of property which could provide access to the St. Irenaeus Church parking lot from Moody Street, north of the Barkley Square homes. After discussion concerning the desir- ability of utilizing an access of this type rather than Evergreen Street, the City Council requested the City Manager to investigate and report at the next Council meeting regarding this matter.
