Minutes 67-12-04MINUTES OF AN ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF CYPRESS HELD December 4, 1967 The adjourned regular meeting of the Cypress City Council was called to order at 4:00 p.m. on Monday, Decen~oer 4, 1967, in the Conference Room of the City Hall, 5275 Orange Avenue, Cypress, California, Mayor Robert C. Harvey presiding. PRESENT: ABSENT: Councilmen McCarney, Noe and Harvey Councilmen Bowen and Kanel Also present were City Manager/City Clerk Darrell Essex, City Attorney Jannes Erickson, Assistant City Manager Darrell Dalton, and Public Works Director Arthur Schatzeder. It was moved by Councilman McCarney, seconded by Councilman Noe and unanimously carried to conduct the Council meeting in the City Council Chambers. The meeting was reconvened at 4:15 p.m. in the City Council Chambers, all City Councilmen being present, with the exception of Councilman Bowen. At the request of Mayor Harvey, the City Manager read a petition which had just been received by the City requesting painted school crosswalks at the corners of Peach and Newman Streets and Nancy and Newman Streets adjacent to the Christine Swain School. The petition contained 43 signatures. The City Manager and Public Works Director reviewed the history of the crosswalk problem in the subject area, including the action of the City Traffic Committee, which had previously denied the request. It was explained that the Traffic Committee's action was based on the light traffic in the area, difficulty in providing the motorist with advance warning of the school crosswalks and the problems of false security created by the installation of painted crosswalks. The Traffic Committee felt that the children would take more safety measures in crossing Newman Street at these intersections without painted crosswalks. Councilmen McCarney and Kanel spoke in favor of the crosswalks due to the concentration of children at these intersections requiring a means of access to the Christine Swain School. Councilman Noe stated he was not opposed to the painted crosswalks; however, since the City was organizing a new Advisory Traffic Cormnittee, he would suggest that this problem be presented for study by the new Committee. Mayor Harvey indicated that he favored the crosswalk at Newman and Peach Streets; however, he felt that a dangerous situation would be created with the painting of a crosswalk at Nancy and Newman Streets since it would give the children a false sense of security. Following further discussion, it was moved by Councilman McCarney and seconded by Councilman Kanel that the City Staff be directed to install the painted crosswalks at the intersections of Peach and Newman Streets and Nancy and Newman Streets. The motion was carried by the following roll call vote: AYES: 2 COUNCILMEN: Kanel and McCarney NOES: 1 COUNCILMEN: Harvey ABSENT: 1 COUNCILMEN: Bowen ABSTAINED: 1 COUNCILMEN: Noe Mayor Harvey stated that his vote was cast because of his previous state- ment regarding the need for additional time to study the need for the crosswalk at Nancy and Newman Streets. Upon request from the Council, the Public Works Director indicated that the crosswalks would be painted immediately. COUNCILM~ BOWEN ARRIVED AT4:35 P.M. AND TOOK HIS CHAIR ON THE PODIUM. December 4, 1967 DISCUSSION OF COMMUNITY DRAINAGE FACILITIES: The City Manager reviewed a report, dated December 1, 1967, which outlined the need for financing needed drainage facilities in the City. The report further recorfanended that the entire drainage problem be the subject of a town hall meeting, preferably to be held during the first part of January,1968. The purpose of the meeting would be to outline the drainage needs and obtain cormmunity reaction to a bond proposal for financing construction of these drainage facilities. Due to the urgent need for several of these facilities, the City Manager further requested the Council to authorize the preparation of an application for a public works loan from the Federal Government in order to complete the engineering design of the most urgently needed drainage facilities. This would allow for almost innnediate construction of these facilities if a local drainage bond issue is approved by the voters. General discussion ensued regarding the City Manager's report and the various alternative methods of financing the needed drainage facilities. Following this discussion, it was moved by Councilman Bowen and seconded by Councilman Noe to authorize the Staff to conduct a town hall meeting on drainage to be held in the City Council Chambers on Wednesday, January 10, 1968, at 8:00 p.m. The motion was unanimously carried. It was moved by Councilman McCarney and seconded by Councilman Bowen to authorize the Staff to prepare an application for a public works loan for the design of the most urgently needed drainage facilities. The motion was unanimously carried.
