Minutes 68-11-19MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD November 19, 1968 The adjourned regular meeting of the Cypress City Council was called to order at 4:15 p.m. on Tuesday, November 19~ 1968 in the City Council Chambers, 5275 Orange Avenue, Cypress, California, Mayor Richard L. Bowen presiding. PRESENT: Councilmen Harvey, Kanel, Kenode, Noe and Bowen ABSENT: None Also present were City Manager/City Clerk Darrell Essex, City Attorney James Erickson, Administrative Assistant Gone Poetthor, Administrative Assistant Douglas Dunlap, Police Chief George Savord, Public Works Director Arthur Schatzeder, Planning Director George Putnam, Building Superintendent Thomas Nudson, Finance Director Jim Grissom, and Administrative Intern William Garr. USE OF CITY COUNCIL CHAMBERS: The City Manager reviewed a request from the Cypress Junior Women's Club to use the City Council Chambers for a meeting to be held January 15, 1969. It was moved by Councilman Noe, seconded by Councilman Harvey and unanimously carried to place this item on the agenda for consideration at this time. Following brief discussion, it was moved by Councilman Harvey, seconded by Councilman Noe and unanimously carried to authorize use of the City Council Chambers by the Cypress Junior Women's Club on 3anuary 15, 1969. The City Manager advised that the Cypress Fly Abatement Board had ordered abatement of a fly breeding hazard at a dairy on Cerritos and that abatement would begin during the week. Councilman Harvey indicated that he understood that the Signer Dairy was abandoned and that a fly problem existed at this location. Councilman Kanel indicated that this had been discussed at the Fly Abatement Hearing of November 8, 1968 and that fly problems at abandoned dairies would be investigated by the Orange County Health Department. The City Manager indicated that he would investigate the matter. RESOLUTIONS OF COMMENDATION--CYPRESS LION8 CLUBt CYPRE%S JUNIOR COLLEGE: Mayor Bowen asked if any members of the City Council had items which they wished to have added to the agenda at this time. Councilman Kanel indicated that he would like the Council to consider presenting Resolutions of Con~nendation to the Cypress Lions Club and to the Cypress Junior College for their participation in Youth in Government Day. It was moved by Councilman Kanel, seconded by Councilman Noe and unanimously carried to place this item on the agenda for consideration at this time. After brief discussion, it was moved by Councilman Kanel, seconded by Councilman Noe and unanimously carried to direct the City Manager to prepare Resolutions of Commendation to the Cypress Lions Club and to the Cypress Junior College for their participation in Youth in Government Day. Councilman Harvey at this time stated for the record that he and Councilman Fanel are members of the Cypress Lions Clubo Mayor Bowen asked if there was any further business to come before the Council. Councilman Kenode indicated that at the recent Orange County League of California Cities meeting held in the city of Orange Councilman Noe was re-elected for a four-year term to the Local Agency Formation Commission. RECESS: It was moved by Councilman Noe, seconded by Councilman Kanode and unanimously carried to recess at 4:30 p.m. STUDENT COUNCIL MEETING: Mayor Bowen turned the meeting over to Cypress Junior College students so that they could discuss the items on the agenda which they had prepared as part of the activities of Youth in Government Day. CONSIDERATION OF PROVIDING REFERSHMENTS FOR PARTICIPANTS IN YOUTH IN GOVERNMENT DAY: It was moved by Councilman Noe, seconded by Councilman Harvey and unanimously carried to place on the agenda consideration of providing refreshments for the participants in Youth in Government Day. It was moved by Councilman Noe, seconded by Councilman Harvey and unanimously carried to authorize the City to provide refreshments for the participants in Youth in Government Day.
