OF THE CYPRESS CITY COUNCIL
HELD
April 21, 1970
The adjourned regular meeting of the Cypress City Council was called to order at
7:30 p.m., on Tuesday, April 21, 1970, in the City Council Chambers, 52750range
Avenue, Cypress, California, Mayor Delno Kenode presiding.
PRESENT: Councilmen Bowan, Harvey, Kanel, Noe and Kanode
AB SENT: None
Also present were City Manager/City Clerk Dartell Essex, City Attorney James
E. Erickson and the following members of the City Staff: Nudson and Savord.
PLEDGE OF ALLEGIANCE:
Mayor Kenode led the City Council and audience in the Pledge of AlleSiance.
ORAL COMM[N,,ICATIONS:
Mr. Charles Arbuckle, 4254 Via Verde, Cypress, addressed the Council requesting
infollnation regarding the total number of votes cast and the total votes
received by each candidate in the April 14, 1970 General Municipal Election.
Mayor Kenode advised that this will be discussed later in the session.

BALLOTS OF THE 1970 GENERAL MUNICIPAL ELECTION: The City Manager presented a
report dated April 20, 1970 which indicated that on April 17, 1970, the City
Clerk received a declaration from Council Candidate Clarence E. Wright requesting
a recount of Precincts 7, 9, 11, 13 and 16 due to errors in counting which the
Candidate felt did not correctly show which candidate received the plurality of
the votes cast for the office in these Precincts. The report further indicated
that the Council has the option of publicly recounting the ballots as the govern-
ing body of the City or of appointing a special recounting board consisting of
not less than four voters of the City to conduct the canvass for the City Council
under the supervision of the City Clerk. The report stated that in the event the
City Council wishes to appoint a special recounting board, the City Manager has
obtained the na~as of several of the regular precinct workers who were involved
in the General Municipal Election in precincts other than those being challenged
who would be willing to serve. The City Attorney has advised that the City Clerk's
Certificate of Election, along with the installation of newly elected Councilmen
should be deferred until the recount has been completed, which should be held
as soon as possible following completion of the recount.
The City Manager indicated that of eight name, four would be drawn this evening
to serve on the recount board. Councilman Harvey stated that he had reviewed
the list of names, and would have no reason to challenge the list. At the
request of Countlima% Fanel, the City Manager read the list of names.
It was moved by Councilman Noe, seconded by Councilman Bowen and unanimously
carried to have the Deputy City Clerk draw the four nm~s. Mayor Kenode read

Bloom field Street; and Mrs. Sandra Kay Gutzman, 10251 Noel Street, Cypress.
It was moved by Councilman Kanel and seconded by Councilman Bowan to appoint
the four persons whose n~m~e were drawn to serve on the special recounting board.
The metion was unanimeusly carried by the following roll call vote:

Councilman ben submitted several suggestions, amendmonts and additions to the
Zoning Ordinance No. 90 of the City of Cypress, and Chapter 2~ of the Cypress
City Council Minutes

City Code, pertaining to multiple family u~itso Councilman Bowen stated that
he would request the Council to consider these proposals at the regular meeting
of the City Council scheduled for Monday, April 27, 1970o
Following discussion, it was moved by Councilm~ Harvey, seconded by Councilman
Kanel and unanimously carried to place this item on the agenda. at this ti~.
It was moved by Councilman Bowen,. seconded by Council~ Harvey and unanimously carried
that this matter be placed on the agende for the City Council meeting scheduled
for Monday, April 27, 1970.
The City Manager advised that the recount would begin at 9:00 a.m. on Wednesday,
April 22, 1970, in the City Council Chambers, and would be a public recotmt,
supervised by his office.
ORAL COMMUNICATIONS:
A list which gave the total number of votes cast and the total votes received by
each candidate in the April 14, 1970 General Municipal Election was presented
to Mr. Charles Arbuckle for his infomnation. '
Mr. Hilllard Warren, 5275 Vista Real, cypress addressed the Council thanking
the Councilmen and members of the Staff for appointing him to his term on the
Planning Commission°

There being no further business to come before the City Council, it was moved
by Co~mcilman Fanel, seconded by Councilmm~ Noe and unanimously carried to
adJourn the meeting at 7:55 p.mo to 7:30 p.m. on April 24, 1970.
