HomeMy WebLinkAboutMinutes 71-04-20MINUTES OF AN ADJOIfRNED P, EGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD April 20, 1971 The adjourned regular meeting of the Cypress City Council was called to order at 7:10 p.m., on Tuesday, April 20, 1971, in the City Council Chambers, 5275 Orange Avenue, Cypress, California, Mayor John Kanel presiding. PRESENT: Councilmen Lacayo, Roberrs and Kanel ABSENT: Councilmen Harvey and Kenode Mayor Kanel declared a recess at 7:11 p.m. The meeting was called back to order at 7:18 p.m., with the following Councilmen present: PRESENT: Councilmen Lacayo, Roberrs and Kanel ABSENT: Councilmen Harvey and Kenode Also present was the City Attorney, James E. Erickson, and the Secretary to the Planning Commission, Eli Hernandez. C_AL~TO ORDER: Chairman Cardoze called the meeting of the Planning Commission to order at 7:19 p.m., with the following Commissioners in attendance: PRESENT: Commissioners Ricker, SonJu, Evans and Cardoze ABSENT: Commissioner Warren It was moved by Commissioner SonJu, seconded by Commissioner Evans and unanimously carried to defer to councilmanic procedures at this time, EXEClTEIVE SESSION: It was moved by Mayor Kanel, seconded by Councilman Roberrs and unanimously carried to go into an Executive Session at 7:21 p.m. COUNCILMAN HARVEY ARRIVED AT 7:28 P.M. COMMISSIONER WARREN ARRIVED AT 7:58 P.M. CAL~ TO 9RDER: The meeting of the City Council was called back to order at 7:59 p.m., with the following Councilmen present: PRESENT: Councilmen Harvey, Lacayo, Roberrs and Kanel ABSENT: Councilman Fanode ADJOUkN'MENT: It was moved by Councilman Roberrs, seconded by Councilman Lacayo and unanimously carried to adjourn to the Employee's Lounge, at 8:00 p.m. Chairman Cardoze adjourned the meeting of the Planning Commission to the Employee's Lounge at 8:01 p.m. City Council Minutes April 20, 1971 ]'~ CALL TO ORDER: The meeting of the Cypress City Council was called-to order at 8:03 p.m., in the Employae's Lounge, 5275 Orange Avenue, Cypress, California, Mayor John Kanel presiding. PRESENT: Councilmen Harvey, Lacayo, Robert, and K~nel ABSENT: Councilman Kenode Also present was the City Attorney, James E. Erickson, and the Secretary to the Planning Commission, Eli Hernandez. The meeting of the Cypress Planning Commission was called to order at 8:04 p.m., in the Employee's Lounge, 5275 Orange Avenue, Cypress, California, Chairman Cardoze presiding. PRESENT: Commissioners Ricker, SonJu, Warren, Evans and Cardoza ABSENT: None Councilman Roberrs indicated thatthis Joint meeting of the City Council and the Planning Commission was scheduled in order to discuss Items No, 7 through 10 which appeared on the agenda for the Joint meeting held on April 12, 1971. In response to an inquiry from Mayor Kanel, the Planning Commission Chairman stated uhat the Planning Commission has been analyzing the City relative to i~s present multiple-family zoning and land-use; however, it was the feeling of the Commission that some direction or a general policy statement was needed from the City Council before the Commission could complete its study. It was the general consensus that the City Council and the Planning Commission are responsible for the long range planning of the City; whereas, discussion ensued relative to the inadequacies of the City's present multiple-family zones. Commissioner Warren stated that he had performed a study of the City's zoning needs, which included proposals for changing the requirements in the current multiple-family ZOnes, Councilman Harvey stated that the profile of the City has changed very rapidly, and indicated that the zone changes within the community are a reflection of how the City has progressed~ He further indicated that the City is now in a critical period and stated that the size of a parcel of land and its compatibility with its present zone should be taken into consideration. Councilman Harvey stressed the need for flexibility with regard to the City's zoning policy. At this time, the Secretary to the Planning Commission delivered a presentation regarding the existing land-uses of the City. The Secretary indicated that an additional 3700 multiple-family units are currently projected for the City, which, if developed, would establish a ratio between the R-1 residences and the multiple-family units in the City, of 4 to 1. Councilman Lacayo stated that he would like to have an opportunity, at a future date, to study the zoning map which was referred to during the presentation, following which, he felt that each Councilman might submit his viewpoints relative to available land within the City. Following the presentation, a general discussion was held regarding the future zoning of the City, including areas where comm~-rcial activity could possibly develop~ A great deal of consideration was given to the development of Lincoln Avenue, and it was the general opinion of the City Council and the Planning Commission that an extensive study should be conducted to determine its future. Councilman Harvey suggested that perhaps the matter could be turned over to a college or university for a special study proJect. -2 - City Council Minutes April 20, 1971 In answer to a statement by Commissioner Warren regarding the multiple-family zoning study which is being conducted by the Planning Commission, Coumcilman Roberrs suggested that perhaps the matter could be handled much like the Townscape Element of the General Plan; that a preliminary draft of the proposed Ordinance be prepared for consideration by both the City Council and the Planning Commission. It was the general opinion of the City Council and the Planning Commission that a Joint meeting will be scheduled for June 7, 1971 at 3:00 p.m., for the purpose of discussing a draft of the proposed Ordinance regarding multiple- family development. Mayor Kanel suggested that the Joint tour with the City Council and the Planning Commission be scheduled for Saturday, May 15~ 1971 at 9:00 a.m., which would allow sufficient time for any input which might be helpful in preparing the draft of the proposed ordinance° The Secretary to the Planning Commission then reviewed the status of both the mobile home zone classification and noise studies which the Planning Commission will be undertaking. Chairman Cardoza reviewed the outcoma of a maeting of the Santa Ana River Study Commlittee, which was held on April 19, 1971, and indicated that the cities in Orange County have been requested to adopt Resolutions endorsing in concept, the Santa Ana River-Santiago Creek Greenbelt Plan. Councilman Roberrs recommended that the Planning Commission consider this matter at its next meeting and s u b m i t a recommendation to the City Council at its meeting of April 26, 1971; and that the City Attorney prepare a draft of a Resolution for City Council considers- At this time, it was m~ved by Councilman Roberts, seconded by Councilman Lacayo and unanimously carried to tonihue Items No. 1 and 2 on the City Council agenda to the next regular meeting of the City Council. ADJO~.RN~.NT: It was maved by Councilman Roberrs, seconded by Councilman Lacayo and unanimously carried to adjourn at 10:55 p~m.
