OF THE CYPRESS CITY COUNCIL
HELD
January 15, 1972
The adjourned regular meeting of the.Cypress City Council was called to order
at 10:10 aom., Saturday~ January 15, 1972, at the Los Alamitos Country Club,
4561 Katella Avenue, with Mayor Robert Harvey presiding.
PRESENT: Councilmen Kanel, Hen,de, Robarts and Harvey
ABSENT: Councilman Lacayo
The adjourned regular meeting of the Cypress Planning Commission was called to
order at 10:11 a.m., at the Los Alamitos Country Club, 4561 Estella Avenue,
Chairman Evans presiding.
PRESENT: Commissioners SonJu, Warren and Evans
ABSENT: Commissioners Cardoza and Ricker
It was moved by Commissioner SonJu, seconded by Commissioner Warren and unanimously
carried to defer to councilmatic procedures at this time.
General discussion was held regarding the City policy in reference to pro-zoning
and consideration of precise development plans on properties proposing to beannexed
to the City.
COUNCILMAN LACAYO ARRIVED AT 10:20 A.M.
Following discussion, it was the general consensus of both the Planning Commission
and City Council that the City policy in reference to proposed annexations would
be to consider pro-zoning applications, but to withhold action on precise development
plans until the completion of the annexation proceedings,
COMMISSIONER CAEDOZA ARRIVED AT 10:35 A,M,
The Planning Commissioners reviewed their discussions regarding the need to
establish architectural design criteria and to establish an architectural review
committee, and the suggestion that the City employ a consulting firm to assist in
the implementation of these programs. Following considerable discussion in reference
to the advantages and disadvantages of this proposal, it was the general
consensus of the City Council that the Planning Com~nission establish a scope of
work for the consulting services and to obtain proposals which could be submitted
to the City Council for further consideration.
The Planning Commission members proceeded to review the City policy in reference
to optional design subdivisions and proposed that the optional design ordinance be
amended to provide for more unique design on larger parcels of property, and that
the City consider adopting a park fee ordinance which would provide either fees or
open spaces in conjunction with subdivision development~ Following considerable
discussion regarding these issues, it was the general consensus of both the Planning
Commission and City Council that the Planning Commission would proceed with the
development of a suitable park fee ordinance which would be proposed for consideration
by the City Council.
The Building Superintendent, Tom Nude,n, reviewed various slides which showed the
variety of problems encountered in the development of a proper sign Control ordinance,
and presented the Planning Commission and City Council with a proposed sign ordinance°

sign control ordinance, and itwas requested that the Staff prepare an agenda outlining
a suggested approach to the review of the sign ordinance, which will be presented to
the City Council at its January 17, 1972 meeting.

carried to adjourn at 12:45 p.m., to Monday, January 17, 1972 at 7:30 p.m.
