Minutes 72-02-07MINUTES OF AN ADJOURNED RE~JLAR MEETING OF THE CYPRESS CITY COUNCIL HELD February 7, 1972 The adjourned regular meeting of the Cypress City Council was called to order at 7:05 p~mo, on Monday, February 7, 1972, in the Cypress City Council Chambers, 5275 Orange Avenue, Cypress, California, Mayor Robert Harvey presiding~ PRESENT: Councilmen Kanel, Henode, Lacayo and Harvey ABSENT: Councilman Roberrs Also present were City Manager/City Clerk Darrell Essex, Deputy City Attorney John Murphy and the following members of the City Staff: Savord, Nudeon and Warrens The adjourned regular meeting of the Cypress Planning Coummission was called to order at 7:06 pomo, Chairman Evans presiding. PRESENT: Commissioners Cardoze, Warren and Evans ABSENT: Commissioners Ricker and Sonju Chairman Evans staued that the Planning Commission would defer to Councilmatic procedures at this time~ At this time, the Ciuy Manager announced that the application for the City's PAR (Pooling All Resources) policing proposal had been approved by the Federal Government in the amount of $150,000o00, and then introduced Chief Savord who outlined the program, in dotsill COUNCILMAN ROBERTS ARRIVED AT 7:28 P.M~, AND TOOK HIS PLACE ON THE PODIUM. Following =he presentation by the Police Chief, it was moved by Councilman Roberrs, seconded by Councilman Fanode and unanimously carried to consider Item Noo 2 on the agenda, out of order~ CONSIDERATION OF ADOPTION.OFRESOLUTIONDESIGNATINGTHEPOLLING PLACES AND APPOINTING ELECTION'OFFICERS: The City Manager reviewed a report dated Februazy 2, 19729 which indicated that the subject Resolution provides for 17 precincts and polling places, which is the same amount as the 1970 General Municipal Election~ was moved by Councilman Fanel and seconded by Councilman Fanode to adopt ~ne following Resolution by title only, title as follows: RESOLUTION NO. 1232 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS DESIGNATING THE POLLING PLACES AND APPOINTING ELECTION O[FICERS OF THE GENERAL MUNICIPAL ELECTION TO BE HELD ON APRIL I1, 1972o The motlcn was unanimously carried by the following roll call vote: AYES: 5 COUNCILMEN: NOES: 0 COUNCILMEN: ABSENT: 0 COUNCILMEN: Fanel, Fanode, Lacayo, Roberrs and Harvey None None RECESS: Mayor Harvey declared a recess at 7:45 p.m. The meeting was called back to order at 7:48 p~m~, with all Councilmen present. City Council Minutes February 7, 1972 CONSIDERATION OF PROPOSED AMENDEDSIGN'ORDINANCE: The Building Superintendent reviewed the various pzoposed amendments tothe City's sign Ordinance. It was pointed out that should a variance to the Ordinance be desired, the Planning Commission would serve as the appeal board. COMMISSIONER SONJU ARRIVED AT 7:55 Consider.able discussion was held relative to the definitions contained in the prDposed Ordinance, and various suggestions were given by members of the City Council and Planning Commiseiono The Staff was requested to research what ~he cost would be to an individual to have an electrically illuminated type of sign app~ved by a testing laboratory, and where this could be accomplished. It was f~rther requested that the Staff obtain a recommendation from the Cypress Chamber of Commerce relative to rotating types of signs° RECESS: Mayor Harvey declared a recess at 9:50 p~mo The meeting was called back to o~der at 9:55 p!m~, with all Councilmen present° Following further discussion concerning the definitions contained in the proposed Ordinance, it was the general consensus of the City Council and Planning Commission that additional time was needed to scrutinize the remainder of the Ordinance, and to tentatively schedule a joint meeting with the Planning Commission Ec ~r~her discuss this matter on Saturday, March 4, 1972, at 9:00 ADJOURNMENT: was moved by Councilman Kenode, seconded by Councilman Kanel and unanimously carf2ed ze adjourn the meeting at 10:12 p.m. Chairman Evans adjourned the meeting of the Planning Commission at 10:13 p0m~ MaYOR OF THE CITY OF CYPRESS AI~EST: - 2-
