Minutes 72-03-04MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL March 4, 1972 The adjourned regular meeting of the Cypress City Council was called to order at 8:30 a.m., on Saturday, March 4, 1972, in the Administrative Conference Room, 5275 Orange Avenue, Cypress, California, Mayor Robert Harvey presiding. PRESENT: Councilmen Kanode, Lacayo and Harvey ABSENT: Councilmen Kanel and Roberrs Also present was City Manager/City Clerk Dartell Essex. The City Manager reviewed the meetings which had been held regarding the proposed stadium at Cypress College, and a report dated March 3, 1972, requesting authorization to employ the firm of Rutan & Tucker to provide legal services for the financing of the proposed stadium project. COUNCILMAN KANEL ARRIVED AT 8:35 A.M. Following further discussion, it was moved by Councilman Kanel and seconded by Councilman Fanode to accept the proposal as submitted, employing the firm of Rutan & Tucker to provide legal services, as outlined in the report dated March 3, 1972. COUNCILMAN ROBERTS ARRIVED AT 8:45 A.M. The motion carried by the following roll call vote: AYES: 4 COUNCILMEN: NOES: 0 COUNCILMEN: ABSENT: 0 COUNCILMEN: ABSTAINED: 1 COUNCILMEN: Kanel, Henode, Lacayo and Harvey None None Roberrs The meeting of the Cypress Planning Commission was called to order at 8:46 a.mo, in the Administrative Conference Room, 5275 Orange Avenue, Cypress, California, Chairman Evans presiding. PRESENT: Commissioners Ricker, SonJu, Warren and Evans ABSENT: Commissioner Cardoze The City Manager presented a report dated February 24, 1972, which outlined a proposed reclassification of engineering personnel. It was moved by Councilman Lacayo and seconded by Councilman Roberrs to adopt the following Resolution by title only, and to authorize pay range #46 for the Jr. Civil EnSineer and pay range #47 for the Assistant Traffic Engineer. Title of the Resolution is as follows: RESOLUTION NO. 1241 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS AMENDING RESOLUTION NO. 1236 BY ADDING CLASS SPECIFICATIONS FOR THE POSITIONS OF JR. CIVIL ENGINEER AND ASSISTANT TRAFFIC ENGINEER TO THE POSITION CLASSIFICATION PLAN FOR EMPLOYEES IN THE COMPETITIVE SERVICE OF THE CITY OF CYPRESS. The motion was unanimously carried by the following roll call vote: AYES: 5 COUNCILMEN: NOES: 0 COUNCILMEN: ABSENT: 0 COUNCILMEN: Kanel, Fanode, Lacayo, Roberrs and Harvey None None City Council Minutes March 4, 1972 The City Manager reviewed a report dated March 3, 1972, w~ich transmitted a a copy of a proposed Urgency Ordinance a11owin~ certain uses for commercial display purposes in the setback area of the HC Zone, subject to a Conditional Use Permit; and also, a summary of the comments made by Mr. Freeman Jo~msen at the City Council meeting of February 28, 1972. It was moved by Councilman Edna1, seconded by Councilman Kenode and unanimously carried to read the following Ordinance by title only. Title of the Ordinance is as follows: ORDINANCE NO. 478 AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CYPRESS AMENDING ORDINANCE NO. 90, ZONING ORDINANCE OF THE CITY OF CYPRESS, RE- GARDING SETBACK USES IN THE H-C ZONE It was moved by Councilman Kanel and seconded by Councilman Kenode to adopt =he Urgency Ordinance. The motion was unanimously carried by the following roll call vote: AYES: NOES: ABSENT: 5 COUNCILMEN: 0 COUNClI/4~N: 0 COUNCIIMEN: Kanel, ](anode, Lacayo, Rebates and Harvey None None Discussion was held regarding a permanent solution to Lincoln Avenue setback requirements. It was moved by Councilman Lacayo, seconded by Councilman Rebates and unanimously carried to request the Planning Commission to study the Lincoln Avenue setback requirements, and to recommend a permanent solution to the City Council within 90 days. COMMISSIONER CARDOZA ARRIVED AT 9:30 A.M. In a Joint session, the City Council and Planning Commission reviewed the various provisions of the proposed sign Ordinance; followinS which, it was suggested that any future comments will be submitted to the City Mall, to be typed and distributed to members of the City Council and Planning Commission for a further meeting on this subject a= the afternoon session of the City Council meeting, scheduled to be held on March 27, 1972. ADJOUPa~ENT: The meeting of the Planning Commission was adjourned at 11:25 a.m. EXECUTIVE SESSION: It was moved by Councilman Lacayo, eecom]ed by Councilman Rebates and unanimously carried to go into an Executive Session at 11:30 a.m., to discuss a matter personnel. The meeting was called back to order at 12:15 p.m., with all Councilmen present.
