Minutes 72-04-06MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD April 6, 1972 The adjourned regular meeting of the Cypress City Council was called to order at 4:01 pomp, on Thursday, April 6, 1972, in the City Council Chambers, 5275 Orange Avenue, Cypress, California, Mayor Robert Harvey presiding. PRESENT: Councilmen Kanel, Roberrs and Harvey ABSENT: Councilmen Kenode and Lacayo The regular meeting of the Cypress Planning Commission was called to order at 4c01 pomp, on Thursday, April 6, 1972, in the City Council Chambers, 5275 Orange Avenue, Cypress, California, Chairman Evens presiding. PRESENT: Comissioners Cardoze, Warren a~ Evans ABSENT: Commissioners Rickar and SonJu Also present were City Manager/City Clerk Darrell Essex, Deputy City Attorney john Murphy and the following members of the City Staff: White and Coakley. ADJOURNMENT: It was mo~ed by Councilman Roberrs, seconded by Councilman Kanel and unanimously carried ts adjourn at 4:02 pomo, to the Employso's Lounge. It was moved by Commissioner Warren, seconded by Commissioner Cardoza and unanimously carried to adjourn at 4:02 p.m., to the Employso's Lounge. CALL TO ORDER: Mayor Harvey called the meeting of the City Council to order at 4:06 p.m., in the Employee's Lounge, 5275 Orange Avenue, Cypress, California, with the following Councilmen present: PRESENT: Councilmen Kanel, Kenode, Roberrs and Harvey ABSENT: Councilman Lacayo Chairman Evans called the meeting of the Planning Commission to order at 4:06 p.m., in the Employso's Lounge, 5275 Orange Avenue, Cypress, California, with the following Commissioners present: PRESENT: Commissioners Cardoze, Ricker, Warren and Evans ABSENT: Commissioner SonJu Also present were City Manager/City Clerk Darrell Essex, Deputy City Attorney John Murphy, and the following members of the City Staff: White, Schatzeder and Coakley~ At the request of Mayor Harvey, Councilman Banal reviewed the discussion which was held by the City Council at its meeting of March 27, 1972, regarding the 25' setback requirement for the Highway Commercial zone. Following Councilman Kanel's review of what had transpired, considerable discussion was held relative to the interpretation of the 25' setback requirement, and whether i= was meant to apply to the landscape setback or the building setback. Various means of encroaching into the 25' landscape setback were discussed, and it was suggested by the City Manager that perhaps the City Council and Planning Commission might wish to review the plans submitted by Mr. Herman Lehner, which are scheduled to be presented to the Planning Commission at its evening session, City Council Minutes April 6, 1972 511 in order to have a clearer understanding as to what an encroachment into the setback might boo In response to an inquiry from Councilman Roberrs, the Deputy City Attorney advised that it would be improper to discuss the specifics of the plan at this time; however, the encroachment, in general, could be discussed. COMMISSIONER SONJU AILRIVED AT 4:55 P.M. At this time, a slide presentation was given which depicted various encroachments into the landscaping setback by businesses located in other cities in Orange County~ Following the presentation and a discussion period, it was the general consensus of the City Council and the Planning Commission that some encroachment into the 25' setback requirement, in order to allow for more flexibility in design, would be permitted° RECESS: Chairman Evans declared a recess of the Planning Commission at 5:51 p.mo, to 7:30 pom. ADJOURNMENT: It was moved by Councilman Kenode, seconded by Councilman Kanel and unanimously carried to adjourn the meeting of the City Council at 5:51 p.m. ATTEST: - 2-
