Minutes 72-04-18MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD April 18, 1972 The adjourned regular meeting of the Cypress City Council was called to order at 7:30 p0mo, on Tuesday, April 18, 1972, in the City Council Chambers, 5275 Orange Avenue, Cypress, California, Mayor Pro Tee John Kanel presiding. PRESENT: Councilmen Kenode, Lacayo, Roberrs and Kanel ABSENT: Mayor Harvey Also present were City Manager/City Clerk Dartell Essex, City Attorney James Eo Erickson and ~be following members of the City Staff: Schatzeder and Bryan=. PLEDGE OF ALLEGIANCE: Councilman Henode led the City Council and audience in the Fledge of Allegiance. ORAL COMMUNICATIONS: There were no oral communications presented at this time. CONSIDERATION OF CITY CLERK'S CERTIFICATE OF CANVASS AND RESOLUTION RECITING FACT OF GENERAL MUNICIPAL ELECTION HELD APRIL 11, 1972: The City Manager presented a repor~ dated April 17, 1972, which indicated ~bet as authorized by =he City Council at its regular meeting of March 27, 1972, =he City Clerk conducCed a canvass of the election returns of =he General Municipal Election on Wednesday, April 12, 1972, at 10:30 aom., in the City CoUncil Chambers. The City Manager indica=ed that the canvass of =he ballots did not reveal any discrepancies from ~he results which were posted the nigh= of the election. It was moved by Councilman Henode and seconded by Councilman Kanel to accep~ the City Clerk's Certificate of Canvass of elec=ion returns of ~he General Municipal Elec=ion and to authorize =he Certificate to be used as an exhibit to the Resolution reciting the fact of Ehe elections re=urns, and co adopt the following Resolution by ~i~le only, titleas follows: RESOLUTION NO. 1248 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAiD CITY OF CYPRESS ON THE llTH DAY OF APRIL, 1972, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. The motion was unanimously carried by the following roll call vote: AYE S: 4 COUNCILMEN: NOES: 0 COUNCILMEN: ABSENT: 1 COUNCILMEN: Henode, Lacayo, Roberrs and Kanel None Harvey In accordance with Section 6 of the above Resolution No. 1248, the following is a statesant of the results of said election: 1o The whole number of votes cast in the City was 3,866. 2o The names of the persons voted for at said election for the position of member of the City Council of the City of Cypress areas follows: John Hanel Delno Fanode D. Councilman Kanode then expressed his pleasure in having served on the City Council° City Manager/City Clerk Dartell Essex presented Councilman Kanel and newly elected Councilwoman Frankiewich with Certificates of Election as members of the City Council and administered the oaths of office. Mayor Pro Tem Kanel then turned the gavel over to City Clerk Dartell Essex to preside over the selection of Mayor. It was moved by Councilman Roberts that Councilman Otto Lacayo be nominated for the position of Mayor. It was moved by Councilman FAnel that Councilman Robert Harvey be nominated for the positionof Mayor° There being no further nominations for the position of Mayor, the City Clerk declared the nominations closed° The following roll call vote was taken in support of Councilman Otto Lacayo for the position of Mayor: AYES: 3 COUNCILMEN: NOES: 0 COUNCILMEN: ABSENT: 1 COUNCILMEN: ABSTAINED: 1 COUNCILMEN: Frankiewich, Lacayo and Roberrs None Harvey FAnel The City Clerk turned the meeting over to Mayor Lacayo, who declared that the nominations for the position of Mayor Pro Tom were open. It was moved by Councilman Roberts that Councilwoman Frankiewich be nominated for the position of Mayor Pro Tom. There being no further nominations, Mayor Lacayo declared the nominations closed° The following roll call vote was taken in support of Councilwoman Frankiewich for the position of Mayor Pro Tom: AYES: 3 COUNCILMEN: NOES: 0 COUNCILMEN: ABSENT: 1 COUNCILMEN: ABSTAINED: 1 COUNCILMEN: Frankiewich, Roberrs and Lacayo None Harvey FAnel Councilman FAnel congratulated the newly elected Mayor and Mayor Pro Tom, and thanked those citizens who offered their support towards his re-election to the City Council; following which, Councilwoman Prankiewich thanked all those who donated their time and efforts on her behalf° ORAL COMMUNICATIONS: Mro Pat O'Hara, 9170 Whitney Way, Cypress, addressed the City Council concerning a problem of dogs running loose in his neighborhood.
