OF THE CYPRESS CITY COUNCIL
HELD
July 5, 1972
The adjourned regular meeting of the Cypress City Council was called
to order at 8:00 P.M. on Wednesday, July 5, 1972, at the Los Alamitos Country
Club, 4561 Katella Avenue, Cypress, California, Councilmen John Kanel presiding.
PRESENT: Councilmen Harvey, Kanel and Roberrs
ABSENT: Councilwoman Frankiewich and Mayor Lacayo
Also present wereCity Manager Darts11 Essex and various representatives
from the Cities of Garden Grove, Los Alamitos, Buena Park, Stanton, Westminster,
and Seal Beach. Also present were Supervisors Battin and Baker.
MAYOR LACAYO AND COUNCILWOMAN FRANKIEWICH ARRIVED AT 8:40 P.M.
Mayor Lacayo then presided over the meeting, inviting general discussion
regarding the Orange County Airport Land Use Commission and the pending sphere
of influence proposed for adoption by the Commission.
General discussion ensued regarding the sphere of influence and the autho-
rity of the Airport Land Use Commission in matters of zoning.
Following discussion, it was moved by Councilman Roberrs, seconded by
Councilman Hanel and unanimously carried to adopt the following resolution
by title only, title as follows:
RESOLUTION NO. 1271
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
REQUESTING SUPPORT OF THE ORANGE COUNTY DIVISION OF THE
LEAGUE OF CALIFORNIA CITIES IN PETITIONING THE STATE
LEGISLATURE TO EITHER ALTER THE POWERS OF THE ORANGE
COUNTY AIi~PORT LAND USE COMMISSION TO BE ADVISORY ONLY
OR TO ABOLISH THE ORANGE COUNTY AIRPORT LAND USE
COMMISSION.
It was then moved by Councilman Roberrs, seconded by Councilman Kanel
and unanimously carried to adopt the following Resolution by title only, title
as follows:
RESOLUTION NO. 1272
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
REQUESTING THE ORANGE COUNTY AIRPORT LAND USE COMMISSION
TO DEFER FOR 90 DAYS ANY FURTHER ACTION ADOPTING A SPHERE
OF INFLUENCE OR LAND USE PLAN AD3ACENT TO THE LOS ALAMITOS
NAVAL AIR STATION.
It was then moved by Councilmen Roberrs, seconded by Councilman Kanel and
unanimously carried to request the City Manager to direct a communication to all
the cities in Orange County requesting their support in requesting the Orange
County Division of the League of California Cities to restructure or abolish
the Orange County Airport Land Use Commission, and to send a copy of this
communication to all of our State Asse~lymen representing Orange County, the
Orange County Board of Supervisors, and to members of the appropriate legis-
lative committees.

Following a brief discussion regarding the Environmental Impact Study
Proposal submitted by the Department of the Army, it was the consensus
of opinion that t_his study proposal would have to be thoroughly reviewed
by all of the cities in Orange County and a further discussion meeting held.
ADJOUENMENT:
It was moved by Councilmen Roberts, seconded by Councilwoman Frankiewich
and unanimously carried to adjourn the meeting at 10:15 P.M.
