OF THE CYPRESS CITY COUNCIL
July 18, 1972
The adjourned regular meeting of the Cypress City Council was called to order
at 7:30 p.m., on Tuesday, July 18, 1972, in the Cypress City Council Chambers,
5275 Orange Avenue, Cypress, California, Mayor Otto Lacayo presiding.
PRESENT: Councilmen Frankiewich, Harvey, Roberrs and LaCayo
ABSENT: Councilman Kanel
Also present were City Manager/City Clerk Dartell Essex, Attorney Milford Dahl
and the following members of the City Staff: Bryant, Dunlap end Schatzeder.
ORAL COMMUNICATIONS:
There were no oral communications presented at this time.
CONSIDERATION OF ENVIRO~i~ENTAL IMPACT STUDY FOR THE ESTABLIS~4ENT OF AN
ARMED FORCESRESERVECENTERATTHE LOSALAMITOS NAVAL AIR STATION~ The City
Manager presented a report dated July 18, 1972, which indicated that the
City Council, at its regular meeting of June 26, 1972, directed a request to
the Department of the Army to postpone the July 19th Public Nearing to consider
the Enviromnental Impact Statement for the establishment of an Armed Forces
Reserve Center at the Los Alamitos Naval Air Station for 60 days, and further, to
change the location of the subject Hearing from the Golden West College in
Huntington Beach to Cypress College in Cypress. The report advised that the
City received a communication dated July 14, 1972, from Bg. Gen. Richard E.
McConnell which extended the time period for submitting comments on the Environmental
Statement to August 16, 1972; however, no change was approved in either the time
or place of the Public Hearing. Outlined in the report, were comments whiCh
were made by the Administrative Coordinating Team at a meeting held on July
7, 1972, for the purpose of reviewing the Environmental Impact Statement.
COUNCILMAN FANEL ARRIVED AT 7:55 P.M.
Addressing the City Council in opposition to an increase in air related activities
at the Los Alamttos Naval Air Station was Mr. Francis Boyki, 5917 Neum~a Street,
Cypress.
THe following persons addressed the City Council stating that they would
have no obJ action to the reactivation of air activities asproposed inthe
Environmental Impact Study:
Mr. Ralph Utrup, 10181 Delano Drive, Cypress
Fur. Austin Daigle, 3072 Kempton, Los Alamitos, California, representing
the Rosamoor Homeoweer's Association
Mr. Joe Hardcastle, 4588 Blanca Drive, Cypress
Mr. Lawrence Eklemeyer, 5800 Orange Avenue, Cypress
Mrs. Ralph Utrup, 10181 Delano Drive, Cypress
Mr. Karl Mazzeo, 9949 Madrid Circle, Cypress, addressed the City Council
stating that he felt that more consideration was needed regarding the noise
which would result if air activities at the Los Alamitos Naval Air Station were
reactivated.
Considerable discussion was held regarding the Environmental Statement, whereas
it was the general consensus of the City Council that the study lacked depth,
and that further consideration should be given in the areas pertaining to
public protection, the noise factor, height of flights and an analysis of
the existing situation. Concern was also expressed relative to the fact that the
study had been prepared without the use of objective consultants.

It was then moved by Councilman Roberrs and seconded by Councilwoman Frankiewich
to direct the City representatives attending the Public Nearing onthis matter
to be held on July 19, 1972, to neither voice complaints regarding the Los Alamitos
Naval Air Station facility nor the Environmental Impact Study, but rather request
by every means possible that any air use proposed be self protected by the
Government purchasing the surrounding land to protect that use.
Following discussion concerning the motion, it was moved by Councilman Harvey
and seconded by Mayor Lacayo, as a substitute motion, that at the July 19tb
Public Hearing on this matter, the City request that a blue-ribbon committee
be established, with fair representation from interested parties from local
and federal governments and citizens to study the existing situation as it
exists today, for the purpose of reaching a decision that hopefully will
find military and civilian aspects compatible, and that the committae's findings
be submitted in the form of a report to the various effected communities for ratifi-
cation~
The City's legal counsel then advised that both motions could be considered
as improper as neither motion was directly related to the Environmental Impact
Study, which iS the subject under consideration°
RECESS:
Mayor Lacayo declared a recess at 9:55 pomo The meeting was called back to
order at 10:10 pomo, with all Councilmen present~
Discussion ensued with regard to the Environmental Impact Study as presented,
and it was the general feeling of the Council that the approach to take would
be to direct the City's representatives to present a Resolution outlining
the concerns expressed by the City Council relative to the Environmental Impact
Study, at the Public Rearing scheduled for July 19, 1972.
It was moved by Councilman Roberrs and seconded by Councilman Harveyto adopt
the following Resolution by title only, title as follows:
RESOLUTION NO~ 1275
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
REQUESTING THE DEPARTMENT OF THE ARMY TO CONDUCT FURTHER
STUDIES REGARDING THE ESTABLISHMENT OF THE ARMED FORCES
RESERVE CENTER AT THE LOS ALAMITOS NAVAL AIR STATION.
The motion was unanimously carried by the following roll call vote:
