Minutes 72-09-16111 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL September 16, 1972 The adjourned regular meeting of the Cypress City Council was called to order at 9:15 aom., on Saturday, September 16, 1972, in the Administrative Conference Room, 5275 Orange Avenue, Cypress, California, Mayor Otto Lacayo presiding. PRESENT: Councilmen Frankiewich, Fanel and Lacayo ABSENT: Councilmen Harvey and Roberrs Also present was City Manager/City Clerk Dartell Essex. Discussion took place regarding the property at the northwest corner of Orange Avenue and Denni Street° COUNCILMAN ROBERTS ARRIVED AT 9:30 A.M. The City Council requested the City Manager to obtain an updated letter of appraisal on the property at Denni Street and Orange Avenue. Following discussion regarding the November ballot propositions, it was moved by Councilman Fanel, seconded by Councilwoman Frankiewich and unanimously carried that the City Council go on record in opposition to Proposition 14 on the November ballot, and request that a press release be prepared outlining the reasons for the City Council action~ EXECUTIVE SESSION: It was moved by Councilman Fanel, seconded by Councilwoman Frankiewich and unanimously carried to go into an Executive Session at 10:30 a~mo, to discuss matters of personnel° The meeting was called back to order at 10:55 a.mo, with the following Councilmen present: PRESENT: Councilmen Frankiewich, Fanel, Roberts and Lacayo ABSENT: Councilman Harvey RECESS: Following a brief discussion regarding the PAR Policing Program, the Mayor declared a recess at 11~00 aom~, for a tour of several housing developments. meeting was called back to order at 2:50 p.m., with the following Councilmen present: The PRESENT: Councilmen Frankiewich, Fanel, Roberrs and Lacayo ABSENT: Councilman Harvey MAYOR LACAYO LEFT THE MEETING AT 3:52 PoM. General discussion was held regarding the PAR Policing concepts, and it was suggested that the Administrative Coordinating Team investigate a method to determine administrative costs on the various City projects, such as the preparation of grant applications° At the request of Councilman Fanel, it was moved by Councilman Roberrs, seconded by Councilwoman Frankiewich and unanimously carried that Councilman Fanel be allowed to leave the United States to visit friendly countries for the period up to and including October 13, 1972.
