Minutes 74-03-12MYNUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD March 12, 1974 The adjourned regular meeting of the Cypress City Council was called to order at 7:05 p.ml on Tuesday, March 12~ 1974 in the Cypress City Council Chambers, 5275 Orange Avenue, Cypress~ California, Mayor Roberrs presiding. PRESENT: ABSENT: Councilmen Frankiewich, Harvey, Kanel, Lacayo and Roberrs None Also present were City Manager/City Clerk Darrell Essex, City Attorney John Murphy, and the following members of the City Staff: Charkow, Hawley, and Schatzederl RECESS: Mayor Roberrs recessed the meeting at 7:06 p.m. The meeting was called back to order at 7:08 p~m! with all Councilmen present. PLEDGE OF ALLEGIANCE: Councilwoman Frankiewich led the pledge to the flag. Mayor Robarts joined the City Manager in presenting a proclamation and service pin to James Erickson~ resigning after serving more than ten years as City Attorney~ The Mayor also presented Mr o Erickson with a community service plaque in recognition of his outstanding contributions to the City of Cypress. Commander Joseph Sheets, president of V.F.W. Post #9847, presented a national citation of appreciation and recognition to Cypress Officer of the Year, Lawrence Morris. At this time, Mayor Roberrs added to the agenda as Item No. la a matter regarding a presentation befora the Local Agency Formation Commission relating to a property annexation proposal by Continental Multi-Homes, Inc. It was moved by Councilman Lacayo and seconded by Councilman Kanel to direct the staff to represent the City and make a presentation at the March 13 L.A.F.C.O. meeting as previously requested and indicate to L.A~F~C.O. and the applicant that the Council would favorably consider the annexation of this property to the City of Cypress. The motion was unanimously carried by the following roll call vote: AYES: NOES: ABSENT~ 5 COUNCILMEN: 0 COUNCILMEN: 0 COUNCILMEN: Frankiewich, Harvey, Fanel, Lacayo and Roberrs None None CONSIDERATION OF CITY CLERK'S CERTIFICATE OF CANVASS: The City Manager presented a report dated March 12~ 1974 which transmitted a copy of the City Clerk's Certificate outlining the rasults of the canvass of the rmanicipal election returns It ~s moved by Councilman Harvey and seconded by Councilman Fanel to accept the city Clerk's Certificate of Canvass of election returns of the general ~n/nicipal election and authorize the Certificate to be used as an exhibit to the Resolution reciting the fact of the election returnst The motion was unanimously carried by the following roll call vote: AYES: 5 COUNCILMEN: NOES: 0 COUNCILMEN: ABSENT: 0 COUNCILMEN: Frankiewich, Harvey, Fanel, Lacayo and Roberts None None City Council Minutes March 12, 1974 CONSIDERATION OF RESOLUTION RECITING FACT OF GENERAL MUNICIPAL ELECTION: The City Manager presented a report dated March 12, 1974 regarding adoption of the resolution setting forth the election returns. It was moved by Councilman Kanel and seconded by CounciLman Harvey to adopt the following Resolution by title only, title as follows: RESOLUTION NO. 1452 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF CYPRESS ON THE 5TH DAY OF MARCH, 1974, DECLARING T~E RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. The motion was unanimously carried by the following roll call vote: AYES: 5 COUNCILMEN: NOES: 0 COUb[ILMEN: ABSENT: 0 COUNCILMEN: Frankiewich, Harvey, Kanel, Lacayo and Roberts None None In accordance with Section 6 of the above Resolution No. 1452, the following is a statement of the results of said election: The whole number of votes cast in the City was 3,750. The names of the persons voted for at said election for the position of member of the City Council of the City of Cypress are as follows: Robart C. Harvey Otto Jo Lacayo Gary L. Biggerstaff Delno G. ](anode Arnold T. Moss William E. Sanchez Donald R. Sarbeck Sonia T. Sonju Mildred A. Spence Lawrence Thackwell David L. Young The number of votes given at each precinct and the number of votes given in the City to each of such persons above named for the position of Member of the City Council are as follows: -2- City Council Minutes -3- City Council Minutes March 12, 1974 -4- City Council Minutes March 12, 1974 Elected as members of the City Council for a full term of four years were: Robert C. Harvey 1,673 votes Otto J. Lacayo 1,644 votes Sonia To Sonju 1,318 votes CONSIDERATION OF CITY COUNCIL REORGANIZATION: At this time, Mayor Roberts turned the chairmanship of the meeting over to the City Clerk to preside over Council reorganization. Councilman Lacayo, on behalf of the City Council, presented to outgoing Mayor Henry M. Roberts a community service plaque and mayor's gavel award commending his four years as a member of the Cypress City Council. Mayor Roberrs thanked the Council members for the honors and expressed his pleasure in having served on the City Council. The City Clerk administered tha oath of office to the newly elected Council members, Sonia Sonju, Robert Harvey, and Otto Lacayo. The City Clerk announced that nominations were open for mayor. It was moved by Councilman Harvey to nominate Councilman Fanel as mayor. It was moved by Councilwoman Sonju to nominate Councilman Lacayo as mayor. The motion to elect Councilman Fanel failed to carry by the following roll call vote: AYES: 2 COUNCILMEN: NOES: 3 COUNCILMEN: ABSENT: 0 COUNCILMEN: Earvey and Fans1 Frankiewich, Lacayo and Sonju NOne The motion to elect Councilman Lacayo carried by the following roll call vote: AYES: 3 COUNCILMEN: Frankiewich, Lacayo and Sonju NOES: 1 COUNCILMEN: Harvey ABSENT: 0 COUNCILMEN: None ABSTAINING: 1 COUNCILMEN: Fanel The City Clerk turned the chairmanship of tbe meeting over to Mayor Lacayo. Mayor Lacayo announced that nominations were open for Mayor Pro tem and he thereupon nominated Councilwoman Sonju. Councilman Kanel moved to close nominations and, hearing no objections, Mayor Lacayo declared nominations closed. Councilwoman Sonju was elected Mayor Pro tem by the following roll call vote: AYES: 4 COUNCILMEN: NOES: 1 COUNCILMEN: ABSENT: 0 COUNCILMEN: Frankiewich, Harvey, Sonju and Lacayo Fanel None The Council members and City Manager expressed tbeir thanks and pleasure in having served with Mayor Roberrs over the past four years and the Council members also thanked their supporters in the election. -5- City Council Minutes March 12, 1974 It was moved by Councilwoman Frankiewich, seconded by Councilman Kanel and unanimously carried to adjourn the meeting at 8:08 p.m. ATTEST: CITY CLERK OF THE CITE OF CYPRESS -6-
