HomeMy WebLinkAboutMinutes 74-11-18MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD November 18, 1974 The adjourned regular meeting of the Cypress City Council was called to order at 7:35 p.m. on Monday, November 18, 1974 in the Cypress City Council Chambers, 5275 Orange Avenue, Cypress, California, Mayor Otto Lacayo presiding. PRESENT: ABSENT: Councilmen Frankiewich, and Lacayo Councilwoman Sonju Harvey, Kanel Also present was City Manager/City Clerk Darrell Essex, and the following members of the City Staff: Dunlap, Hawley and Schatzeder. Mayor Lacayo announced that this was a joint meeting with the Cypress Planning Commission and he requested that the Planning Commission meeting be called to order. Chairman Hart called the meeting of the Planning Commission to order and the following Commissioners were in attendance: PRESENT: ABSENT: Commissioners Greenwood, Walsh and Hart None Mullen, Van Allen, PLEDGE OF AItEGIANCE: Councilman Kanel led the pledge to the flag. Mr. Alex Bell, Chamber of Commerce representative and chairman of the Lincoln Avenue Action Committee, made some introductory comments on the purpose and history leading up to the Lincoln Avenue study and the problems associated with Lincoln Avenue which were addressed in the report. It was recommended that the City take the initiative in meeting the goals of the study which were to beautify Lincoln Avenue, improve existing business, and attract new business to the City. The Planning Director made a slide presentation which illus- trated existing characteristics of Lincoln Avenue which were evaluated in the study and which included the median islands, overhead utilities, and problems of excessive signing, ex- cessive number of driveway openings, outdoor storage of merchandise and equipment, lack of street improvements, disproportionate parcel size, and lack of landscaping in front setback areas. Slides were shown of examples of various median island design and construction in other cities. The Planning Director presented a chart indicating estimated costs, sources of funding, and construction schedule for necessary improvements which were recommended for inclusion in the City's five year capital improvement program, and he outlined the 10-point action plan for implementation of the Action Committee's recommendations. Councilman Harvey, as the Council representative on the Lincoln Avenue Action Committee, stated he supported the median divider plan contained in the report, the rec- ommendation to increase the number of median openings, and the formula to establish front setbacks and landscaping requirements, and he complimented the staff on obtaining commitments from the State and County to share in the cost of drainage improvements. City Council Minutes November 18, 1974~ Chairman Hart indicated that the Planning Commission was in full support of the report as presented. Mr. Dick Morris, 5396 Lincoln Avenue, Cypress, suggested that Item No. l0 in the action plan, regarding the initia- tion of discussions between the Chamber of Commerce and affected businessmen and property owners to solicit their involvement, be considered as a higher priority. The staff indicated that the recommendations of the action plan were not in sequence and that several could be imple- mented concurrentlyo Discussion was held regarding the method of involving affected businessmen and property owners in discussions on the improvement proposals and whether to conduct informal public meetings or public hearings. Mayor Lacayo supported the concept of public meetings° Councilman Harvey recommended that the City initiate action on an amendment to the Zoning Ordinance to conduct public hearings regarding the setback requirements and begin enforcing the Sign Ordinance to effectuate the amortization schedule. Councilman Kanel £elt that public meetings could continue for a length of time and he recommended that official action be taken by the City through public hearings before the Planning Con~nission and Council which would indicate the City's commitment to expend funds for the necessary improvements. Councilwoman Frankiewich suggested that another area for immediate action could be in requesting the State's relin- quishment of Lincoln Avenue to accomplish flood control improvements between Denni Street and Bloomfield. She inquired about the availability of Gas Tax Funds and pos- sibility of receiving Federal funds. It was moved by Councilman Kanel~ seconded by Mayor Lacayo and unanimously carried to accept the Lincoln Avenue Study Phase II report~ direct the staff to prepare various areas of implementation in a more detailed form and request the City Attorney's opinion regarding the conduct of public hearings for the next meeting~ and approve recommendations 1 through 5, and lO of the action plan. Mro Henry Roberts, 4144 he was happy to see the taken by the Council on Lincoln Avenue, Cypress, stated confident and aggressive action the Lincoln Avenue report. ORAL COMMUNICATIONS: Mayor Lacayo inquired if anyone wished to speak in regard to any matter not on the agendao There was no one who wished to speaka CONTINUATION OF CONSIDERATION OF EMPLOYER-EMPLOYEE NECK)- TIATIONS: Mayor Lacayo announced this matter would be considered in an Executive Session. EXECUTIVE SESSION: Mayor Lacayo called for an Executive Session at 9:10 p.m. for matters of personnel. The meeting was called back to order at 9:40 p.m. with all Councilmen, except Councilwoman Sonju, present.
