Authorization to Oppose HR 1534 (Gallegly) Federal Takings-Preemptions of Traditional State and Local Authority. Recommendation: Staff recommends that the City Council join the League of California Cities and the National League of Cities in opposing HR 1534 and authorize staff to forward letters of opposition. 16. Authorization to Oppose Professional Engineers in California Government (PECG) Initiative and SB 479 Regarding State Involvement in the Designing and Engineering of Capital Projects.
