MOTION TO INTRODUCE AND /OR ADOPT ALL ORDINANCES AND RESOLUTIONS PRESENTED FOR CONSIDERATION BY TITLE ONLY AND TO WAIVE FURTHER READING. 3. PROCLAIMING NOVEMBER 5, 2013 AS "LAW ENFORCEMENT RECORDS AND SUPPORT PERSONNEL DAY" IN THE CITY OF CYPRESS. Prepared by: Denise Basham, City Clerk Recommended Action: That the City Council officially proclaim November 5, 2013 as "Law Enforcement Records and Support Personnel Day" in the City of Cypress. 4. AWARD OF CONTRACT FOR GRAFFITI ABATEMENT SERVICES. Prepared by: Bobby Blackburn, Public Works Superintendent Recommended Action: That the City Council award a three year contract (November 1, 2013 to October 31, 2016) for Graffiti Abatement Services to C.H. Painting, 1533 North Wedgewood Way, Upland, California 91786, with the option to extend the initial term of the agreement a maximum of one extended term of two years, authorize the City Manager to execute the contract on behalf of the City, and direct the Director of Public Works /City Engineer to act as Contract Officer. November 25, 2013 Page 4 5. ACCEPTANCE OF KATELLA AVENUE /MERIDIAN DRIVE INTERSECTION IMPROVEMENTS, PUBLIC WORKS PROJECT NO. 104. Prepared by: Alvin Papa, Senior Civil Engineer Recommended Action: That the City Council: 1) Accept the Katella Avenue /Meridian Drive Intersection Improvements, Public Works Project No. 104, as being satisfactorily completed in conformance with the project specifications, in the final amount of $132,062.30; and 2) Approve the final retention payment of $6,603.12 to GMC Engineering, Inc., Tustin, California; and 3) Authorize the City Clerk to release the Labor and Materials bond and the Faithful Performance Bond upon expiration of the required lien period, if no claims or objections have been filed, upon concurrence of the Director of Public Works. 6. ADOPTION OF A RESOLUTION REVISING THE CLASS SPECIFICATION OF POLICE SUPPORT SERVICES SUPERVISOR. Prepared by: Cathy Thompson, Human Resources Manager Recommended Action: That the City Council, and acting as the ex- officio governing Board of Directors of the Cypress Recreation and Park District, adopt the Resolution by title only, title as follows, revising the Police Support Services Supervisor class specification. A Resolution of the City Council of the City of Cypress, and Acting as Ex- Officio Board of Directors of the Cypress Recreation and Park District, Revising the Class Specification of Police Support Services Supervisor. 7. REVIEW OF INVESTMENT REPORT FOR THE MONTH OF OCTOBER, 2013. Prepared by: Richard Storey, Director of Finance and Administrative Services Recommended Action: That the City Council receive and file the Investment Report for the month of October, 2013. November 25, 2013 Page 5 8. APPROVAL OF COMMERCIAL WARRANT LIST AND WIRE TRANSFERS FOR FISCAL YEAR 2013 -14 FOR WARRANTS NO. 28139 THROUGH 28285. Prepared by: Richard Storey, Director of Finance and Administrative Services Recommended Action: That the City Council approve the attached warrant registers and wire transfers for Fiscal Year 2013 -14.
