ORDINANCE NO. 1057
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CYPRESS
CALIFORNIA AMENDING SECTION 19, APPENDIX "A" OF THE CYPRESS
ZONING ORDINANCE (SPECIAL USE STANDARDS), BY ADDING A NEW
SUBSECTION 19.41.0 (RESTRICTIONS ON LONG TERM OCCUPANCY) AND
SECTION 41, APPENDIX "A" OF THE CYPRESS ZONING ORDINANCE
(DEFINITIONS) BY ADDING A NEW DEFINITION (HOTEL — LONG TERM STAY).
WHEREAS, the City Council of the City of Cypress recognizes that regulation of
commercial businesses is necessary to maintain commerce as well as to maintain
compatibility with surrounding land uses; and
WHEREAS, the City Council is amending Sections 19.41 and 41.17 to the
Cypress Zoning Ordinance in order to ensure the above,
NOW, THEREFORE, the City Council of the City of Cypress hereby ordains as
follows:
Section 1: That a new Subsection 19.41.0 is hereby added to read as follows:
C. A hotel, of a caliber of not less than that defined as a "moderate first class
hotel" as that term is customarily defined by the Official Hotel Guide classification
system, may apply for a conditional use permit to permit long -term occupancy of
rooms up to twenty -five percent (25 %) of the total annualized room nights* on site
provided all the following conditions are met:
1. All the conditions in Subsection B. above are met.
2. The hotel is either owned by a nationally recognized parent company or is
flagged as a nationally recognized chain hotel that has a national reservation
system and is licensed under a national franchise license agreement between that
chain and a local investor /owner.
3. The hotel offers incidental services such as regular linen service, on -site lobby
service, meeting rooms, food service, or recreational opportunities.
4. The hotel is operated as a for profit business offering lodging to the general
public for a fee and not used for private lodging purposes.
*(total on -site hotel rooms x 365 nights /year)
Section 2: That a new definition is hereby added to Section 41.17 , "H"
definitions, to read as follows:
Hotel (Long Term Stay) — A building or group of buildings, fully complying with
the provisions of Section 19.41.0 of the Cypress Zoning Code containing guest
rooms, where more than 40 percent of the rooms have kitchens, offering transient
lodging accommodations to the general public and incidental services that are
customarily provided by a hotel, for the convenience of hotel guests, such as food
service, recreational facilities, and retail services; and public banquet, reception
and meeting rooms.

the 26th day of April, 2004, and finally adopted and order posted at a regular meeting held
on the 10`h day of May, 2004.
