Ordinance No. 1028136 ORDINANCE NO. 1028 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CYPRESS, AND THE EX OFFICIO GOVERNING BODY OF THE CYPRESS RECREATION & PARK DISTRICT, ADOPTING CHAPTER 2, ARTICLE IV, SECTION 2 -120, AUTHORIZING ESTABLISHMENT OF STAGGERED TERMS OF OFFICE FOR INITIAL APPOINTMENTS MADE IN 2002 FOR EACH BOARD AND COMMISSION. WHEREAS, on April 8, 2002, the City Council (acting also as the ex officio governing body of the Cypress Recreation & Park District) unanimously adopted Ordinance 1022 and approved a Resolution for the reorganization and restructuring of the City's boards, commissions, and committees in acting in the best interests of the citizens of the City of Cypress and the Cypress Recreation & Park District, and WHEREAS, pursuant to Cypress City Charter § 802, the City Council is hereby authorized to establish, by separate ordinance, staggered terms of office on any board, commission, or committee so as to assure continuity of experience and expertise on any board, commission, and committee. However, consistent with Cypress City Charter §§ 802 and 805, vacancies on any commission or board (but not any committee), from whatever cause, shall be filled for the term prescribed therein. NOW, THEREFORE, the City Council of the City of Cypress, California, does hereby ordain as follows: Section I A new Chapter 2, Article IV, Section 2 -120, entitled "Authorizing Establishment of Staggered Terms of Office" is hereby added to the Cypress Municipal Code, to read 2- 120(a) in its entirety, as "2 -120 (a) Initial Appointments Made in 2002 For Each Board and Commission. In order to stagger all terms of each board or commission, to create a rotational system and assure continuity and alignment with the City's Council's rotation, for initial appointments of all groups made in 2002, it will be necessary for Council to determine, by lot, which members will be serving shorter terms under these guidelines: 2 -120 (a) (1) For Traffic Commission and Cable Television Commission (5 members appointed to each). Three initial appointments are made for one year and two initial appointments are made for three years, with all succeeding terms serving a period of four years. 2 -120 (a) (2) For Recreation and Community Services Commission and Senior Commission (7 members appointed to each). Three initial appointments are made for one year, two initial appointments are made for two years and two initial appointments are made for three years, with all succeeding terms serving a period of four years. 2 -120 (a) (3) Youth Standing Committee (7 members appointed to such). All initial appointments are made for a one -year period with all succeeding terms serving a period of one year 2 -120 (a) (4) Non - Conforming Uses Hearing Board (3 members appointed to such). All initial appointments are made for a two year period with all succeeding terms serving a period of two years." FIRST READ at a regular meeting of the City Council of said City held on the 8th day of July, 2002, and finally adopted and order posted at a regular meeting held on the 22nd day of July, 2002.
