Minutes 2014-11-24381 MINUTES OF A REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD November 24, 2014 A regular meeting of the Cypress City Council was called to order at 7:00 p.m. by Mayor Mills in the Council Chambers, 5275 Orange Avenue, Cypress, California. Mayor Mills asked anyone who wished to speak on any topic not included on the meeting Agenda to come forward. Craig Durfey, Garden Grove, spoke regarding pedestrian safety. PUBLIC HEARINGS: 7:00 P.M. (PUBLIC COMMENTS RESTRICTED TO TEN MINUTES PER SPEAKER, UNLESS EXTENDED BY THE CITY COUNCIL). No items. CONSENT CALENDAR: All matters listed on the Agenda under "Consent Calendar" are to be considered by the City Council to be routine and will be enacted by one motion approving the recommendations listed on the Agenda. Council Member Yarc requested Agenda Item No. 3 be pulled from the Consent Calendar. It was moved by Council Member Bailey and seconded by Mayor Pro Tem Johnson, to approve Consent Calendar Items No. 1, 2, and 4 through 9. The motion was unanimously carried by the following roll call vote: AYES: 5 COUNCIL MEMBERS: Bailey, Narain, Yarc, Johnson and Mills NOES: 0 COUNCIL MEMBERS: None ABSENT: 0 COUNCIL MEMBERS: None CITY COUNCIL MINUTES NOVEMBER 24, 2014 382 Item No. 1: APPROVAL OF CITY COUNCIL MINUTES OF THE MEETING OF NOVEMBER 10, 2014. Recommendation: That the City Council approve the Minutes of the Meeting of November 10, 2014, as submitted. Item No. 2: MOTION TO INTRODUCE AND /OR ADOPT ALL ORDINANCES AND RESOLUTIONS PRESENTED FOR CONSIDERATION BY TITLE ONLY AND TO WAIVE FURTHER READING. Item No. 4: PROCLAIMING THE MONTH OF NOVEMBER 2014 AS "PANCREATIC CANCER AWARENESS MONTH" IN THE CITY OF CYPRESS. Recommendation: That the City Council officially proclaim the month of November 2014 as "Pancreatic Cancer Awareness Month" in the City of Cypress. Item No. 5: PROCLAIMING THE MONTH OF NOVEMBER 2014 AS "AMERICAN DIABETES MONTH" IN THE CITY OF CYPRESS. Recommendation: That the City Council officially proclaim the month of November 2014 as "American Diabetes Month" in the City of Cypress. Item No. 6: CONSIDERATION OF REIMBURSEMENT AGREEMENT FOR THE PREPARATION OF ENVIRONMENTAL DOCUMENTS FOR A PROPOSED SENIOR HOUSING /RETAIL COMMERCIAL DEVELOPMENT ON THE PROPERTY LOCATED AT THE NORTHEAST CORNER OF KATELLA AVENUE AND ENTERPRISE DRIVE. Recommendation: That the City Council authorize the Mayor to execute the Agreement. Item No. 7: AWARD OF CONSULTANT SERVICES CONTRACT FOR THE PREPARATION OF ENVIRONMENTAL DOCUMENTS FOR A PROPOSED SENIOR HOUSING /RETAIL COMMERCIAL DEVELOPMENT ON THE PROPERTY LOCATED AT THE NORTHEAST CORNER OF KATELLA AVENUE AND ENTERPRISE DRIVE. Recommendation: That the City Council: 1) Approve the contract with LSA Associates, Inc. (LSA) for the preparation of environmental documents for a proposed senior housing /retail commercial development at a cost of $173,831 (Attachment C); and 2) Authorize a contingency of $26,075 (15% of contract amount) for unforeseen work; and 3) Authorize the Director of Community Development to act as the Contract Officer. Item No. 8: REVIEW OF INVESTMENT REPORT FOR THE MONTH OF OCTOBER, 2014. Recommendation: That the City Council receive and file the Investment Report for the month of October, 2014. Item No. 9: APPROVAL OF COMMERCIAL WARRANT LIST AND WIRE TRANSFERS FOR FISCAL YEAR 2014 -15 FOR WARRANTS NO. 32289 THROUGH 32427. Recommendation: That the City Council approve the attached warrant register and wire transfers for Fiscal Year 2014 -15. Regarding Item No. 3: ADOPTION OF RESOLUTION RECOGNIZING ORANGE COUNTY SUPERVISOR JOHN MOORLACH FOR HIS EIGHT YEARS OF SERVICE TO THE SECOND DISTRICT AND THE CITY OF CYPRESS, Council Member Yarc spoke regarding O.C. Supervisor John Moorlach's service to the City. Council Member Bailey spoke regarding his service with Mr. Moorlach on the O.C. Vector Control Board. Council Member Narain spoke regarding Mr. Moorlach's Tong -term community involvement. 2 CITY COUNCIL MINUTES NOVEMBER 24, 2014 383 Mr. Moorlach spoke regarding the City and its positive leadership. It was moved by Council Member Yarc and seconded by Mayor Pro Tem Johnson, that the City Council adopt the Resolution by title only, recognizing Orange County Supervisor John Moorlach for his eight years of service to the Second District and the City of Cypress. The motion was unanimously carried by the following roll call vote: AYES: 5 COUNCIL MEMBERS: Bailey, Narain, Yarc, Johnson and Mills NOES: 0 COUNCIL MEMBERS: None ABSENT: 0 COUNCIL MEMBERS: None RESOLUTION NO. 6484 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS RECOGNIZING ORANGE COUNTY SUPERVISOR JOHN MOORLACH FOR HIS EIGHT YEARS OF SERVICE TO THE SECOND DISTRICT AND THE CITY OF CYPRESS. He indicated that City Hall would be closed on November 27 and November 28, 2014 in observance of the Thanksgiving holiday. PRESENTATIONS: Congressman Alan Lowenthal presented Certificates of Recognition to outgoing City Council Members Doug Bailey, Leroy Mills, and Prakash Narain. Mayor Pro Tem Richard Murphy and Council Member Dean Grose, City of Los Alamitos, presented Certificates of Recognition to outgoing City Council Members Doug Bailey, Leroy Mills, and Prakash Narain. Council Member Gary Miller, City of Seal Beach, presented Certificates of Recognition to outgoing City Council Members Doug Bailey, Leroy Mills, and Prakash Narain. Kevin Gilhooley, Regional Affairs Officer, Southern California Association of Governments, presented a Certificate of Recognition to outgoing Mayor Leroy Mills. John Moorlach, Orange County Supervisor, presented Certificates of Recognition to outgoing City Council Members Doug Bailey, Leroy Mills, and Prakash Narain. Council Member Bailey spoke regarding his service on the City Council. Council Member Narain spoke regarding his service on the City Council. Mayor Mills spoke regarding his service on the City Council. Mayor Mills recognized outgoing City Council Members wives Shelly Bailey, Mary Ann Mills, and Veena Narain. Mayor Pro Tem Johnson and Council Member Yarc recognized outgoing City Council Members Doug Bailey, Leroy Mills, and Prakash Narain for their service.
