Minutes 2014-12-08386 MINUTES OF A REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD December 8, 2014 A regular meeting of the Cypress City Council was called to order at 7:00 p.m. by Mayor Mills in the Council Chambers, 5275 Orange Avenue, Cypress, California. SPECIAL ORDER OF BUSINESS: ADOPTION OF RESOLUTION DECLARING THE RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 4, 2014. The City Clerk provided background information on this item. It was moved by Council Member Bailey and seconded by Mayor Pro Tem Johnson, that the City Council adopt the Resolution by title only, declaring the results of the November 4, 2014 General Municipal Election. The motion was unanimously carried by the following roll call vote: AYES: 5 COUNCIL MEMBERS: Bailey, Narain, Yarc, Johnson and Mills NOES: 0 COUNCIL MEMBERS: None ABSENT: 0 COUNCIL MEMBERS: None RESOLUTION NO. 6485 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 4, 2014, DECLARING THE RESULT AND SUCH MATTERS AS PROVIDED BY LAW. CITY COUNCIL MINUTES PRESENTATIONS: DECEMBER 8, 2014 387 Hasan Ikhrata, SCAG Executive Director, presented a framed photograph to outgoing Mayor Leroy Mills. ORAL COMMUNICATIONS: LIMITED TO ONE -HALF HOUR. (THREE MINUTES PER SPEAKER, SPEAKING ONCE.) Mayor Mills asked anyone who wished to speak on any topic not included on the meeting Agenda to come forward. William Wynder, Cypress, spoke regarding his service to the City as its City Attorney. Mayor Peter Kim, City of La Palma, and Mayor Pro Tem Gerard Goedhart, presented Certificates of Recognition to outgoing City Council Members Doug Bailey, Leroy Mills, and Prakash Narain. Dr. Robert Simpson, President, Cypress College, and Dave Wassenaar, presented Honorary Charger Cards to outgoing City Council Members Doug Bailey, Leroy Mills, and Prakash Narain. Michelle Steel, State Board of Equalization, presented Certificates of Recognition to outgoing City Council Members Doug Bailey, Leroy Mills, and Prakash Narain. Assemblywoman Young Kim congratulated outgoing City Council Members Doug Bailey, Leroy Mills, and Prakash Narain for their service on the City Council, and congratulated newly elected City Council Members Stacy Berry, Paulo Morales, and Jon Peat. Ron Hoshi, Principal, Oxford Academy, and Jasmine Lu, ASB President, presented outgoing Mayor Leroy Mills with a recognition plaque. Caroline Vogl, Cypress, spoke regarding tree removal concerns. Eric Cever, Cypress, spoke regarding cable television concerns. PUBLIC HEARINGS: 7:00 P.M. (PUBLIC COMMENTS RESTRICTED TO TEN MINUTES PER SPEAKER, UNLESS EXTENDED BY THE CITY COUNCIL). No items. CONSENT CALENDAR: All matters listed on the Agenda under "Consent Calendar" are to be considered by the City Council to be routine and will be enacted by one motion approving the recommendations listed on the Agenda. It was moved by Council Member Narain and seconded by Mayor Pro Tem Johnson, to approve Consent Calendar Items No. 1 through 3. Recommendation: That the City Council approve the Minutes of the Meeting of November 24, 2014, as submitted. 2 CITY COUNCIL MINUTES DECEMBER 8, 2014 388 Item No. 2: MOTION TO INTRODUCE AND /OR ADOPT ALL ORDINANCES AND RESOLUTIONS PRESENTED FOR CONSIDERATION BY TITLE ONLY AND TO WAIVE FURTHER READING. Item No. 3: APPROVAL OF COMMERCIAL WARRANT LIST AND WIRE TRANSFERS FOR FISCAL YEAR 2014 -15 FOR WARRANTS NO. 32428 THROUGH 32615. Recommendation: That the City Council approve the attached warrant register and wire transfers for Fiscal Year 2014 -15. END OF CONSENT CALENDAR PRESENTATIONS: The City Clerk presented Certificates of Election and administered the Loyalty Oath to newly - elected Council Members Paulo Morales, Jon Peat, and Stacy Berry. The City Clerk retired the name plates of outgoing City Council Members Doug Bailey, Leroy Mills, and Prakash Narain. The meeting was recessed at 7:37 p.m. The meeting was reconvened at 7:54 p.m. REMARKS FROM INCOMING COUNCIL MEMBERS: Council Member Berry spoke regarding the campaign process and thanked her family, colleagues, and the community for their support. Council Member Peat thanked his wife and son for their support during the campaign process, and thanked the community and staff for their support. Council Member Morales spoke of his gratitude and excitement to serve on the City Council, and thanked the members of the Cypress Police Officers' Association, his friends, and family for their support. CITY COUNCIL REORGANIZATION: The City Clerk opened the nominations for Mayor. Council Member Yarc moved and Council Member Morales seconded the motion to nominate Mayor Pro Tem Johnson for the office of Mayor. Mayor Pro Tem Johnson was unanimously elected Mayor by the following roll call vote: AYES: 5 COUNCIL MEMBERS: Berry, Morales, Peat, Yarc and Johnson NOES: 0 COUNCIL MEMBERS: None ABSENT: 0 COUNCIL MEMBERS: None Mayor Johnson then asked for nominations for the office of Mayor Pro Tem. Mayor Johnson moved and Council Member Peat seconded the motion to nominate Council Member Yarc for the office of Mayor Pro Tem. Participated in the Veterans Buddy Box distribution with the Woman's Club of Cypress and the Cypress Tanglewood Homeowners' Association. 5 CITY COUNCIL MINUTES DECEMBER 8, 2014 391 ITEMS FROM CITY MANAGER: The City Manager announced the Cypress Chamber of Commerce Holiday Extravaganza on December 9, 2014, at the Knott's Berry Farm Hotel, and the Cypress Holiday Sing on December 11, 2014, on the Civic Center Green. He indicated that City Hall would be closed December 24 — 26, 2014, and January 1 - 2, 2015, in observance of the Christmas and New Year's holidays. ADJOURNMENT: Mayor Johnson adjourned the meeting in honor of outgoing City Council Members Doug Bailey, Leroy Mills, and Prakash Narain, and former City Attorney William Wynder at 8:12 p.m. to Monday, January 12, 2015, beginning at 5:30 p.m. in the Executive Board Room.
